anyone opposed the September 21st minutes pass um public business Nate I'm guessing you're on an agenda item okay um so I do not see unless the commissioner needs to step down for public business um any that need to go so we will um move right along to um our first item of new business which is reviewing the customer and stakeholder feedback um from almost last year at this

Unassigned speaker

1:33

time

Speaker 1

1:34

sort of that we did the survey well it was winter time yeah

Unassigned speaker

1:39

was

Speaker 3

1:39

it surveying the winter I thought it

Unassigned speaker

1:41

was

Speaker 4

1:43

maintenance

Unassigned speaker

1:44

so

Speaker 1

1:44

when we

Speaker 4

1:44

met with

Speaker 1

1:44

council just my quick background um

Speaker 4

1:48

about

Speaker 1

1:48

a year ago and set our

Speaker 4

1:49

priorities and work one of them

Speaker 1

1:51

was to

Speaker 4

1:51

do

Speaker 1

1:52

some stakeholder reach out and this is the result from that and um I don't know if you guys have any highlights you want to bring into the conversation

Speaker 3

2:00

just the 96% of the harbor customers were very happy with harbor staff um the feedback that I was looking for was more one on one I sent out a letter last year and I got about 30 replies so either we're doing really really well with no nobody had anything negative to report a lot of positive but um I had a couple small little things um lots of like common complaints in the survey which was launch ramps and fuel prices and fuel hours same similar thing we've I've reached out and uh it's a lot of information in my report on basically what we're doing for that but that was the feedback we we got this year and we're gonna make a few small changes in

Unassigned speaker

2:41

our

Speaker 3

2:41

plans next year a little bit better communication with the customers but that was the the gist of it they prefer email or at least our customers

Unassigned speaker

2:52

do

Speaker 4

2:54

we did have a really great feedback today from one of our users in about two years since they came but they usually come almost every single year to use our facilities to haul out and go on maintenance pads and she's just like

Speaker 1

3:06

I love you guys you're amazing compared to

Speaker 4

3:12

not speak else but anyways yeah she's just like we love you guys.

3:18

It's just it's so professional you're right on top of everything and so yeah she's super happy.

Speaker 3

3:25

Last year remember we had a lot of debris in the harbor this year we had a lot of fishing in the harbor so it's just similar amount of complaints or mentions of that but just different different flavors so you have anything to add or if you guys have any feedback I haven't gotten a lot from the commission

Unassigned speaker

3:42

but

Speaker 3

3:42

we'd be open to any

Unassigned speaker

3:44

I

Speaker 5

3:45

I misunderstood what you said what what do we have a lot of last year the

Speaker 3

3:48

debris like when we get those floods we get a bunch of floats and it just washes in and out of the harbor so we have a lot more complaints about that last year.

3:57

This year it was more fishing related

Speaker 6

4:00

so I I think this is really a good process um I actually participated in it and I think that uh the harbor is doing a really good job.

4:15

Uh one of the things I noticed in here was that you only had about seven responses from the commercial issues side that was pretty low and considering that you know they are pretty significant use of the harbor it might be worth generating a

Unassigned speaker

4:30

you

Speaker 6

4:30

know a questionnaire specific to them just to see if you can get a little bit more input from also recognizing that this wasn't much of a salmon season this year so it wasn't a lot of fleet here in general but I think maybe targeting uh the questionnaire towards them might get you a little better input.

Unassigned speaker

5:00

No, good positive.

Speaker 1

5:02

Any other questions from the commission?

5:07

Anything else you guys need from us or just report that we're there and you work.

Speaker 3

5:12

Just a report for you guys, and it was one of your goals, and we executed on it and brought it back to you.

5:17

And it's it's for you guys to use how you wish.

5:20

We'll use it.

5:21

We get some good information out of it.

5:24

Um lots last year, a little bit this year, and so we'll initiate the things that are really easy fixes.

5:30

Some of the things we did last year, like the pressure washer, the uh hose on the drive down to help clean up for the fishing nets and stuff, those things are really easy for us to facilitate.

Speaker 1

5:44

All right.

5:46

Um moving on then to our second item, which is to review the commission goals and directions um from 25-26 and sort of talk about where we went ahead for the 27 set of goals.

6:00

Um Jeremy, do you want to take the lead on this?

Speaker 3

6:07

Well, I just want to point out that I completely dropped the ball on the last one.

6:11

And so I definitely think we should if we're still interested in doing that.

Ports and Harbor Commission Regular Meeting - October 5, 2026

The Ports and Harbor Commission met on October 5, 2026, at 7:00 PM in the Council Chambers, with all commissioners present. The meeting addressed approval of previous minutes, review of customer feedback, commission goal setting, and a significant discussion on Sea Otter development and potential partnerships, including Coast Guard home porting and shipyard facilities.

Consent Calendar

  • The minutes from August 31, 2026, were approved unanimously.
  • The minutes from September 21, 2026, were approved unanimously.

Public Comments & Testimony

  • No public comments were made during the public business from the floor portion.

Discussion Items

  • Customer and Stakeholder Feedback (2026 Operational Improvement Memo): The commission reviewed feedback from a customer survey conducted last winter. Key findings: 96% of respondents were very satisfied with harbor staff. Common complaints included launch ramps, fuel prices, and fuel hours. Commissioner Stees noted only seven responses from commercial users and suggested a targeted questionnaire for that sector. The commission acknowledged that easy fixes, such as a pressure washer hose, were implemented. The memo was accepted.
  • Review of Commission Goals (2025-2026) and Direction for 2027: Commissioner Jeremy apologized for not pursuing the harbor congestion issue and expressed interest in continuing it. Other commissioners noted that congestion was less severe this year due to reduced fishing fleet presence, but the underlying issue remains. The commission decided to continue the current goals, with a possible work session to refine them.
  • Sea Otter Development and Potential Partnerships: City Manager Nate Duvall presented concepts for the Sea Otter property, including potential Coast Guard home porting for new icebreakers, vessel maintenance facilities, and public access. He proposed a $3 million budget for fill permitting and a feasibility study. Commissioners expressed support for exploring the opportunity but raised concerns:
    • Commissioner Stees noted the maintenance area in the concept seemed undersized.
    • Commissioners emphasized preserving public waterfront access and not excluding independent boat owners from doing their own work.
    • Commissioner Mike suggested focusing large ship work on Old Town property and relocating the Silver Bay dock to reduce harbor congestion, and negotiating the return of the current Coast Guard property in the harbor.
    • Several commissioners noted the need to ensure any deal benefits the community and does not degrade public access.
    • The commission requested ongoing engagement as plans develop.
  • Ports & Harbors Department Staff Report: The staff report included an update on a meeting with the Alaska Department of Transportation regarding the ferry terminal agreement, described as positive. Commissioners also noted that pilings at the crane dock require inspection and maintenance.

Key Outcomes

  • Both sets of minutes were approved.
  • The 2026 Operational Improvement Memo was accepted.
  • Current commission goals will continue with further discussion planned.
  • The city will move forward with Sea Otter development planning, including permitting and a feasibility study, with a proposed $3 million budget allocation.
  • The commission emphasized the importance of public access and maximizing community benefit in any Sea Otter development.
  • Staff will address crane dock piling concerns.
