Good afternoon, everyone, and we're gonna get going with a little bit of a special meeting today. Um honor member, honorable members of city council, in accordance with the Virginia Beach City Code 2-21, and by the authority vessel to meet as the mayor of the City of Virginia Beach. I hereby call for a special formal session of the Virginia Beach City Council Tuesday, May 12, 2026 at 4 30, uh City Council Conference Room 2034, uh building one, second floor 2401 courthouse drive. The purpose of the special formal meeting is to allow City Council following its regularly scheduled formal session listed in the attached agenda to convene to a closed session to consider the following matters. At the conclusion of the closed session, the city council will reconvene into an open session for the purpose of certifying the closed session. Special formal session will be broadcast on cable TV for TT.com and Facebook live sincerely poppy dire. Okay, and uh we're gonna go right into the close. Okay, uh the chair will entertain a motion to recess into a closed session pursuing to the local meeting. All right, there were calls if you have one council discussion comment on the oh okay. Any uh no uh we'll go with work and anybody else and then cash. So I'll be quick. I'll have my 13th community meeting this Thursday night at V V Middle School, Virginia Beach Middle School at 6 30. It starts promptly 6 30 this Thursday. We'll talk about the budget, public safety, the tip fund, and the greatest park in the state of Virginia, uh first landing state park. Thank you. Okay, Cash. Congratulations. One of the greatest parks. I was gonna say wait a minute. So I'm grateful to have um and to be able to host the Shriners of Georgia, the Imperial Conclave is going to be coming to the ocean front, and so this is uh something that is um very important to their mission of giving back charity. Um, and we're grateful that they're gonna be coming to Virginia Beach this weekend starting um tomorrow, and then they have their um uh events kick off on Friday, which the mayor and myself will be there, and then Saturday is their dinner, but they're really coming to Virginia Beach to give to Union Mission, uh, to the uh reset Inc. which is a food pantry, and then to special needs uh community uh with um uh Max, which is off of Centerville Turnpike, and that's a um a job readiness program for the special needs community. So I'm grateful to have the Imperial Conclave coming to Virginia Beach. Okay, great. Anyone else at this point? Okay, the chairman will entertain entertain a motion to recess into a closed session pursuant to the exemption from open meeting, allowed by section 2.2 uh 3711A Code of Virginia is amended for the following purposes. Public contract uh discussion reward of a public contract involving the expenditure of public funds and discussion of the terms of scope of such contract, where it's discussion in an open uh session would adversely affect the bargaining position for negotiation strategy of the public body pursuant to session 2.337 eleven a twenty nine, and first is uh Project Hummingbird, and second is V D National RFP, and then also for personal matters discussions, considerations, or interviews of prospective candidates for employment assignment, appointment, promotion, performance, demotion, salaries, disciplining, or resignation of specific public officers, appointees or employees of public body pursuant to section 2.23711A1 and council appointments for boards, commissions, committees, authorities, agencies, and appointees.
