The Virginia Beach Planning Commission convened on January 14, 2026, for its informal session (morning) and formal public hearing (afternoon). The meeting covered a range of land-use applications, including the proposed removal of a historic district, conditional use permits, and a comprehensive plan workshop. The commission deferred two contested items and approved several others by consent.
Good morning, everyone. Thank you, Planning Commission. My name is John Tostin. I'm chair of Virginia Beach Planning Commission. Welcome to the January 14th, 2026 Informal Session of the Virginia Beach Planning Committee. Call this meeting to order. Well, it's a new year's new day. And we thank you for everyone's support. I will now ask Planning Administrator, Miss Caitlin Alcott, for comments and to review our procedures for today's meeting. Just a couple quick things. As a reminder, this is our first informal hearing that we are televising. So mics and cameras are live and active. So just be mindful of the mic placement on the table, location of the cameras. Make sure you're speaking loud to avoid any sort of speaking over one another. Please make sure the chair acknowledges you before you speak so that the mics can pick up the sound clearly. Avoid any sort of rustling of paper if possible, because it does take that up very um loudly on the mics. So that's that. There is an email forthcoming from the city clerk's office. It is the time of year to do your annual real estate disclosure. I know several of you have already done that. So just remember to get that in. It is due to the clerk's office by Monday, February 5th at 5 p.m. You can send her an elite an email copy. It just has to be a hand a wet signature for that. She cannot take an electronic signature for that, so just make sure that gets to her. If you need it goes to Terry, so if you need her contact information, let me know. Like I said, she'll be sending out an email soon for that. And then last reminder there's the comp plan workshop at two o'clock. So we'll move back in here after the informal hearing. We've advertised it to start at two, so it cannot start any earlier. But if the formal session runs long, we will move in right after that formal session wraps up. We can take a quick recess just to kind of transition, get everything set up, that sort of thing. Thank you. Well, we're going to start the uh review of our items today first. Absolutely. So the first item as Mark Reed makes his way up here. This is one that was carried over from last month, so this should be um very familiar to you, but Mark's gonna run through it really quickly again, related to the Nemo Church Historic and Cultural District. Good morning. As Caitlin noted, this uh is an item that was deferred from the December meeting. It's ordinance to remove the historic and cultural district zoning overlay from the NIMO Church Historic and Cultural District. It uh involves uh two parcels, which I'll show you if I can. Rodney, can you go? Uh so the um the district is located at the corner of Princess Anne Road and General Booth Boulevard. Uh as I noticed two parcels, you see them there on the um on the screen. The um district was created in 1980. Uh the two parcels uh include uh a uh commercial um use, which is a royal farms convenience store, car wash gas station, and the historic Nemo Church. Uh so you see the gas station there on the left, and the church property on the right. Uh and uh the um that shows the NEMA church property here. Uh and you can see the surrounding it. There's some development to the uh to the north and northeast, but it does have a lot of open space around it uh as well as within its property boundaries.
