Visalia City Council Regular Session – August 4, 2025

The Visalia City Council held its regular session on Monday, August 4, 2025, at 7:00 PM in the City Council Chambers. Public Comments & Testimony

• Roxanne Cerna (District Representative for Senator Melissa Hurtado) provided a legislative update on 12 bills that passed the Senate, including SB 317, SB 345, SB 661, and SB 593. She announced a press release on the Home Energy Savings Expansion Act on August 22 in Visalia.
• Irene Lappin urged the city to build a veterinary surgical facility for cats and dogs, suggesting a mobile surgical unit and aggressive search for a veterinarian. She also criticized the Trump administration regarding Ghislaine Maxwell and the Epstein files, alleging corruption.

1. Visalia Police Department Overview Presentation

• Chief Jason Salzer and Captain Dan Ford presented: sworn staffing at 165 of 169 allocated positions, with 10 lateral applicants in process; dispatch has 10 vacancies (critical shortage). Part one crimes decreased 24% since 2009, trending 11% lower year-to-date in 2025. Motor vehicle theft down 35%, burglaries down 33%. Average response time to priority calls is 6 minutes 38 seconds (down from 8:20 in 2017). Traffic collisions have increased; a new strategy focusing on 34 high-collision intersections has reduced injury collisions 15% year-to-date and 30% in July. Gang-related violent crime down 90% from 2007. The department uses technology (Flock LPR cameras), task forces, and community engagement (69 events in 2025). Council discussed dispatch challenges, possible red-light cameras, and bilingual staffing. Chief confirmed school resource officer program with nine officers, and compliance with SB 54 (no local enforcement of immigration laws).

2. Fire Station 51 Project Update

• Engineers and Fire Chief Dan Griswold presented the proposed 18,500 sq ft station on a 1.5-acre site across from the current Station 51. The station will house two companies (Engine 51 and Truck 51), a battalion chief, and support spaces (12 individual dorm rooms, training room, apparatus bays, etc.). The design team included firefighter input. Total estimated project cost is $25,433,787, with only $4.4 million in available funding, leaving a $21 million deficit. A schedule targets bid in August 2026, construction start October 2026, move-in October 2028. Council provided direction on exterior style: preferred traditional retrofit or early California style, with a mix of brick and early California elements. Councilman Nelson emphasized unifying with the civic center and downtown. Councilman Nelsen criticized the lengthy timeline and cost escalation. Councilmember Poochigian favored timeless styles over modern. The motion passed to authorize staff to proceed with the presented floor plan and site plan, and to develop exterior designs based on council direction (traditional/early California).

3. Review of Visalia Police Department AB 481 Annual Report

• Lieutenant Osvaldo Dominguez presented the annual report required by AB 481. The department has equipment in 7 of 15 military equipment categories (robots, drones, armored vehicles, etc.), all purchased, not surplus military. In the past year: no citizen complaints, no inventory changes, armored vehicle deployed 15 times, drones 70 times, bomb truck 24 times, bomb robot 10 times, chemical agents/direct impact munitions 6 times (14 rounds total). Councilmember Nelson expressed frustration that the state mandate wastes police resources, but all supported the resolution.
