Summary

Walnut Creek Planning Commission Meeting (January 22, 2026)

The Planning Commission convened with a quorum, heard two conditional use permit requests (a veterinary MRI facility and extended late-night alcohol service), received no public testimony, approved both items unanimously, and closed with brief staff announcements about upcoming agenda items and commissioner training.

Public Comments & Testimony

  • No public communications were offered on non-agenda items.
  • No public comment was provided for either public hearing item.

Discussion Items

  • Pacific Veterinary Hospital (CUP) — 1079 Boulevard Way

    • Staff (Assistant Planner Gerardo Victoria) presented a conditional use permit request to allow a pet hospital use (MRI/support services) in a community commercial zone.
    • Project description (staff/applicant): Proposed hours were 9 a.m.–6 p.m., Monday–Thursday; closed Friday–Sunday. No overnight boarding and no walk-ins; operations entirely enclosed; 2–3 staff on-site during operating hours. Tenant space was described as ~5,000 sq. ft.
    • Parking discussion: Commissioners raised concerns about a full parking lot observed on-site. Staff stated a parking study showed demand for 2–3 employee stalls plus one for a shuttle, and that the prior use had the same parking requirement; the applicant would have seven stalls identified for the use.
    • Applicant (Kira Connery, architect) stated the exterior chiller functions like an AC/heat pump and would run continuously to cool the MRI.
    • Commission questions: Covered second-floor use (subleased office space to adjacent auto business), MRI safety/training protocols (applicant stated familiarity with MRI safety and staff training), and uncertainty about daily MRI volume/transport trips.
  • Stereo 41 (CUP) — Alcohol sales/service after 11 p.m.

    • Staff (Senior Planner Simmer Gale) presented a request to extend indoor alcohol service hours on Fridays and Saturdays only.
    • Project description (staff): Stereo 41 is a ~3,000 sq. ft. restaurant operating under a Type 47 license. Current alcohol service is allowed until 11 p.m. daily under an administrative use permit. The request was to allow sales/service until 12:30 a.m. (last call) and consumption until 1:00 a.m. on Friday and Saturday. Outdoor dining alcohol service would remain limited to 11 p.m.
    • Condition discussed: A provision allowing potential expansion to additional days after one year via approval by the Chief of Police and Community Development Director (rather than returning to the Commission).
    • Applicant (Victor Gabin, owner) described the business as a restaurant with a strong sound system and DJ; stated food sales are the majority of business (estimated ~70–80%) and that food would be offered until around midnight with later hours. He stated outdoor operations would shut down earlier and shift fully indoors by 11 p.m.

Meeting Transcript

I gotta go on. Welcome to the January 22nd of Walnut Creek Planning Commission meeting. Would you call the roll? Yes. Commissioner Moran. Here. Commissioner Cound. Here. Commissioner Strongman. Commissioner Klopp. Here. Chair Anderson. Commissioners Quok and Vice Chair Knighting both phoned in that they will not be attending tonight. Thank you. So we have a quorum. Even better. Do we have anything on the consent calendar? Staff has nothing to recommend to move to the staff to consent. In that case, we'll move on to item three, which is public communications. A member of the public. And one is uh at the hearing for any particular item. You can just speak at each of those. The second one is if there is something you wish to speak on that is not on the agenda but is within our jurisdiction. You can speak at this time. And if so, uh just come to the podium. Microphone, no one wants to do that, then we will move on. Uh disclosure of ex party communications. Anybody communications to disclose? All right. Moving right along then. Uh, get to the first public hearing, and this is uh Pacific Veterinary Hospital for conditional use permit. Have a staff report on that. Okay, it's not up there. Do have a staff report and perhaps some visual aids. There we go. Okay. So good evening, Planning Commissioners. My name is Gerardo Victoria, assistant planner community development. The project before you today is the Pacific Vet Hospital located at 1079 Boulevard Way. Just some site context for you. Here, hold on. Here is Boulevard Way right here. This is Boulevard Circle. The tenant space with the star, that's where the business will be located. The adjacent business is an automotive shop. The site is surrounded by retail at this location, retail across the street, and a chiropractic and salon offices or businesses located at this location. The general plan designation is general retail. The zoning is community commercial. Pet hospital uses are permitted with approval of a conditional use permit. So the business plan calls for 9 a.m.
