We opened up the two new courts at um permanent courts at Heather Farm and then we have three other courts that uh double on the practice court there.
0:10
So basically about five courts uh at Heather Farm.
0:13
So we're up to what's that 13 courts citywide.
0:17
Um the challenge with the courts at Rudgear is I I'm sure there's gonna be more demand.
0:23
I don't know if there's no more space or or not the space obviously isn't gonna grow, but I mean timing for more people to play because it is so active over there, it'd be interesting.
0:32
And the pickleball courts at in Heather Farm continue to get more and more active too.
0:39
How does the pickleball is that uh pi picklewall courts preservation system work?
0:44
Is it the same as the tennis courts?
0:50
Uh Rudgear, it's just drop-in play.
0:52
They they have the they have a uh I think it's a Walnut Creek or uh Diablo Pickleball Club, something along those lines that's pretty well structured, and so they they structure it themselves.
1:02
That there's no fee to play uh at Rudgear.
1:05
There is a fee uh to play at um at Heather Farm, and that's why it's more structured at Heather Farm, yeah.
1:17
So Sam Miguel, um, I was sharing this with the with the chair uh and vice chair last week.
1:25
Uh Samigal's a challenge.
1:28
Um it's it is a dog park uh from basically sunrise to nine, nine thirty, ten, ten thirty, eleven, somewhere in there.
1:37
Um it's really nine, nine thirty, but it it drags on because the park is so underutilized.
1:43
Um you know the the we get a lot of runoff from the hills around and so the grass can stay moist, which gives an opportunity for dogs to dig.
1:52
Uh and they do I don't want to say damage, but they they're uh a maintenance challenge.
2:00
The the park is really activated by the neighborhood um in terms of the dog use out there.
2:07
I'm not proposing that we take away the dog use at all.
2:10
Um but it would really be there's a lot of opportunity to improve this park.
2:15
It is definitely not up to Walnut Creek standard.
2:18
Um we we've had some uh conversations uh and some plans to improve this park in the past.
2:26
We've had uh community conversations uh which didn't go very far.
2:31
Um and so the park is kind of sat uh in the condition it is now.
2:36
I mean we we resurfaced the tennis courts uh several years back.
2:40
Um they're they're used.
2:43
It's a it's a really great spot.
2:46
The challenge at at uh San Miguel Park is there's no restroom facilities.
2:50
Um it's great for trail access, it's easy to get on the Ignatio Canal Trail and go for a hike.
2:56
Um playground is is utilized um moderately.
3:01
Uh the basketball court is a individual um uh basket, so it's a half a court uh and the concrete could be improved.
3:10
Uh it it's definitely a a park I I think that we should explore other opportunities uh moving forward.
3:18
It c it kind of reminds me of Northgate before we renovated Northgate.
3:22
It could it could definitely be improved, yeah.
3:25
Can you go back for a second?
3:27
So um I noticed you said under opportunities it lists community gardens and in the tenure plan, there's a section at the back that talks about um additional work that they look at and one of the things that they looked at, for example, were was creek restoration, a parkour, bocce, but they also had community gardens, and apparently in 2014 the council city council asked pros to look into that and find out what the opportunities were.
3:54
So I've never seen that report or anything, kinda didn't really even know they'd looked at it before, but um is there a report from that effort?
4:02
Is that before your time or no, no, there's a there is a report that I can share.
4:06
Uh it was one of these subcommittees that we put together.
4:09
And and it was back when Mr.
4:11
Simmons was still uh Bob Simmons.
4:13
Uh I think he might have actually been mayor that year.
4:16
Um he you know, Bob's really driven by the environment and getting people outside looking for opportunities and it was one of the big pushes was to put a community or committee together.
4:27
We identified three locations.
4:29
And this is one of them.
4:30
This is one of them.
4:31
Heather Farm was number one at the gardens, and so we moved forward with that one.
4:35
This was number two, and number three was at Arbolato.
4:40
And uh so we we took the community garden idea to the uh to the HOA there at the time.
4:47
You know, mind you, this is 10 plus years ago.
4:50
Uh and it didn't it wasn't received well, yeah.
4:59
Um, museum, uh it's uh, you know, where our the Wonder Creek Historical Society is based out of it's great uh great opportunity for youth learning.
5:12
They have a lot of kids uh programs that run out of that facility.
5:16
Uh they hold a lot of events, mostly weddings and community events.
5:21
Um city uh works closely with the historical society in in regards to the uh the maintenance of the facility.
5:30
Tice uh as all of you know, we just opened up the light or just turned the lights on there six six or eight months ago.
5:38
We've got a playground out there.
5:40
There used to be the Jewish community center out there that was sold to a developer.
5:44
Uh so that we expanded the parking lot, and the Jewish community center still owns the space where the gym sits.
5:53
I don't think they own the gym, but I think they own the space, and we have a 50-year lease.
5:58
I think they own the land, and we have a 50-year lease on that land.
6:03
Uh there's restrooms out there, and um uh I know the recreation team is looking to install some picnic shade structures out there.
6:12
Valley Verde is uh a very uh little less than an acre.
6:17
Um it's kind of a pass-through park, it's right next to Valley Verde school.
6:22
Uh there's not a lot going on out there, it's a pretty small space.
6:29
Walden is the disc golf course uh that I shared with you.
6:35
Uh that went in back in 2012 or 13, something along those lines.
6:40
And then the experience with the disc golfers has been fantastic.
6:43
Uh there was a lot of comments initially when the disc golf course was gonna go in, that everybody's how they're gonna be doing things they're not supposed to, including drinking and smoking.
6:53
There's gonna be litter everywhere, and uh the place is spotless.
6:56
The the disc golfers really respect the space, uh respect the staff and do an excellent job at cleaning up after themselves.
7:03
Uh in addition, uh all through volunteer work.
7:06
They poured the pads, uh, which you know, the T's.
7:09
They installed the city, purchased the baskets, but they installed them, they did this all the signage, they installed the signage, they really did uh a great job.
7:17
It was really good partnership uh with them.
7:21
As as you know, we looked at uh funding some improvements to the uh to the playground.
7:26
Hopefully we can talk about that during the next um budget cycle.
7:31
I've heard that um that the uh disc golf is a regional draw, it's very highly thought of.
7:40
Yeah, they have a uh there's a Mount Diablo disc golf course or disc golf club that is run out of Walden.
7:48
Yeah, it's got four or five hundred members, yeah.
7:52
So uh we have a couple options.
7:54
I've been up here talking for a long time.
7:56
Um I'm gonna get into the open space.
7:59
I can zip through the open space and keep going, or I can bring this back uh at a future meeting.
8:06
Um I'm probably about 15 15 minutes more or so.
8:11
Uh what do you what is what is the commission want to do?
8:14
I can bring this back and we can have a more discussion.
8:17
There's a lot of things going on in the open space.
8:19
We've got a lot of feedback and there's a lot of history here that should probably be shared in a little bit more than 15 minutes.
8:24
I can and I can continue.
8:25
If it takes longer, I can continue that as well.
8:27
I don't I'm just trying to get a feel the temperature from the commission.
8:32
If you think you have more to say that you're not gonna say right now, then I'd say we should wait.
8:37
But if you want to say it all, I mean if it's all ready to go now.
8:42
But I I think this is worth a big discussion because we have so many issues.
8:46
We have many public comments as tonight as well about open space issues, and all that kind of thing.
8:53
So depends on what the outcome.
8:56
I mean, I know this is only an update on sort of what's going on and where things stand.
9:01
So I you know, I don't know.
9:03
I I would be okay with us punting on this as long as we can do it at our next meeting.
9:08
Or is that agenda on it?
9:09
We'd bring it back in the June meeting.
9:10
It's definitely worth more than 15-minute update because if we are the intention of all this is to share history, right?
9:16
We have some newer commissioners, and we want to share history of the amenities and some of the challenges that we've uh seen, some of the lessons that we've learned.
9:25
Um, and there's a there's a lot to there's a lot to unpack here in the uh in the open space.
9:31
I agree with uh commissioner garland that we probably would benefit from uh having its own space uh in the next meeting okay yeah I agree and also Mike I have a question about the CIP process is the open space separate from the parks or it's all one pot of resources that we're it's a good question right so in terms of funding yeah so it's parks and open space okay yep and in terms of funding there's a number of different funding sources there's the general fund uh which funds most of our operations there's grant funding there's park and loo funding uh there's some recycle smart funding that we get for items that are made out of recycled materials but the majority of the money the capital money that goes into our parks and open space comes from park and loo um and that is vet out you know based through the CIP obviously and then we come to this commission which we will be coming here in February of next year with a whole list of projects which we'll talk about reprioritizing and get the commission's feedback on on what they think are the most important um or the highest priorities moving forward and then we'll take yeah okay so it is it's park and loo money and and that park and loo just um I believe you all know is funding that comes from developers.
10:52
So the Brio for example that is out here on Civic and and uh YVR uh you have an option to build so much green space uh based on the number of occupants or you can forgo building the green space and pay in pay an additional tax so to speak which is referred to as park and loo and that money has to go back in and can only be spent in our parks and open space can't be spent on our streets or roads or any of those types of things.
11:18
All right thanks great so uh if there's no more questions I will close this presentation and then bring the open space portion of it back in June.
11:32
Could I ask one question just um about Tice Valley.
11:38
What's the current status of the consideration of pickleball courts uh there so there was there was talk uh a couple years ago it's been on and off over the last few years about looking for other options uh to potentially move pickleball out of Rudgear and and find a space over here in TICE which wasn't doesn't have near the residence uh around around the facility that we have at Rudgear uh there was some talk about putting in the back of the park um there's been some talk about putting in the parking lot um and I don't know uh much more than that I I haven't I haven't received an update uh I know that we're still have some challenges in what's going on at Rudgear and I think that's where it sits right now um I don't know of any new conversation about activating this side yet.
12:39
Any other comments from the commissioners all right does anyone in the public in the audience wanted to make a comment all right.
12:51
No comment oh all right Barbara please um come forward to the podium okay I just had one uh comment about uh here Barbara speak into here so we can get on the record please thank you uh comment about uh boundary oaks you know it's uh um art I think you said it was self-funded um isn't there a uh 10-year loan from the general fund to pay for the driving range that was done does anyone know that that's why I just thought it's self-funded but they whatever the driving range costs six million or four million or something like that between four and six.
13:37
Um the golf course didn't just you know pay for it.
13:43
They had to borrow money from the general plan or from that general fund, sorry.
13:50
Does anybody know about that?
13:52
So I I just when I hear the self-sustaining, it kind of is, but it's kind of not because you give them a low uh interest loan.
14:03
So yeah, so that that that information's accurate.
14:06
Uh the general fund supported the loan and the enterprise fund repays the uh the loan along with interest.
14:14
Okay, so it is and it's a low low uh low rate loan, correct?
14:20
I don't know the rate.
14:21
Yeah, I think it was uh that's the way it was presented.
14:25
Uh another thing, somebody mentioned something about the Diablo Shadows Park.
14:30
I didn't realize there's so many parks.
14:33
Um, but there's bike jumps that are built by it.
14:38
Is that something the uh maintenance staff would take care of?
14:46
Okay, because there's also jumps in what about on the uh canal trail contract or the ignatio canal trail.
14:55
There's bike bike jumps there also.
14:58
Yeah, those should be addressed during maintenance needs, yes.
15:01
So that I'll just mention it again then.
15:05
Uh that was the big thing I wanted to mention, and I had a lot of comments or a lot of interest in the open space, but it sounds like we're gonna put that off till June or something.
15:24
Please come forward.
15:28
I can get up and I've got a long time.
15:39
My name is Jim Harrison.
15:41
I'm with the the Model Railroad Club in Larkey Park.
15:44
Been there almost 50 years, and I'm I'm still a baby of the bunch.
15:48
Anyway, the parking lot lights.
15:53
The gardener's uh shack does not put on out enough light for our patrons.
16:00
What's what's they get what, 20 feet, 30 feet past?
16:06
You can't see your hand in front of your face.
16:10
The parking lot light.
16:13
Number one, the first one up by the gardener shack doesn't it works and then it don't.
16:17
It works and it don't.
16:19
The other one that was down by the pool used to face the parking lot.
16:24
It was turned around.
16:30
As you can see, I have issues walking.
16:33
We have guests in there that are eighties, nineties, from from here to older than me.
16:42
And I don't want to see somebody fall.
16:46
I know I have a hell of a time getting up when I fall.
16:50
And I've have said other things about this, and it was said, yeah, we'll fix it, we'll look into it.
16:59
Yep, you go up here right now, you can't see you in front of your face.
17:02
And after you get about 10 feet down.
17:05
Yes, my building needs to get new lights in it.
17:08
Yes, I'll put those in next week or so.
17:11
But I don't want to see somebody you'll take a face plant.
17:16
I may have to go out and pick them up, but I can't do that anymore either.
17:21
But anyway, just a little quick thing, uh, you know, might might look into it, see.
17:28
But there's no light in that park at all.
17:31
And once the swimming pool closes, you stand here like this and you can't see anything.
17:42
Can I respond to that?
17:45
So um, so you're right.
17:47
Uh in fact, I was at the meeting and I I stated that we would uh make it a priority and we haven't gotten to it yet.
17:52
It's probably been uh six weeks or so, or maybe eight weeks.
17:56
Um the the light on the maintenance shack is motion detected.
18:02
It's not on all the time.
18:03
No, no, it is on all the time.
18:05
Then I'm I'm misunderstood.
18:07
Uh, but I totally agree with you.
18:09
The lighting needs to be improved over there and and we will move on.
18:11
Yeah, because I mean If I just don't want to see somebody take a nose plant.
18:17
I totally understand.
18:18
And uh originally the lights were facing out on the parking lot.
18:23
Then when the pool was rebuilt, some of the light, the parking lot.
18:27
The parking lot was turned around like this.
18:29
And I was told that the other one, somebody hit it with a back hole.
18:42
Well, I can run a back hole.
18:45
Okay, I'm sorry it was hit, but put the wires back together.
18:49
And the middle light does have a timer on it's gonna, and the blue or orange, I don't know what what color it is.
18:57
Timer on it, you know.
18:59
No night and day timer.
19:08
Um, perhaps the mic, can we make this as a staff update item for the next pros meeting?
19:26
Alright, so the next item is the staff announcements and updates on projects.
19:32
Do we have any front staff?
19:34
I'm the only staff remaining.
19:36
So I have two uh two quick updates.
19:38
Uh community service day is on April 18th.
19:41
Uh, if you're interested, you can go on the city's website and sign up for a project.
19:45
Uh we always need volunteers.
19:47
And then um I just got a uh an email, which maybe went out community wide that the um art and wine festival is, I believe, going to be held at Civic Park again this June on the 6th and 7th.
20:00
And I could have those dates wrong, so you're gonna have to double check, but it's art and wine in June at Civic Park.
20:13
All right, commissioners, do we have any any announcements or reports on activities?
20:21
I had a question I was gonna ask.
20:23
Was that is would it be possible to do to have the commission do field visits or anything like that to any of the parks?
20:30
I think it'd be a great idea.
20:32
We used to do um uh more uh in the field um sessions.
20:40
Uh and so what I'll do is I'll pull the uh commission.
20:44
Um I'll come up some some dates and times, and then I'll pull the commission and and uh see what feedback we receive.
20:51
Um, as as we did three of us chatted about last week, uh there could be a number of opportunities to go out and actually put our eyes on some of these areas and and have a discussion while we're out there instead of me just showing uh some videos.
21:05
So I think it might be helpful.
21:20
Any additional updates or comments from the audience?
21:24
All right, the meeting is adjourned.
22:06
Um is this thing on?
22:26
Hi, I'm Ollie, the great horned owl.
22:29
Recently, the air spoke cleaner in our parts, and I'd like to find out why.
22:34
A little bird told me that it might have to do with leaf blowers.
22:38
So I'm gonna talk to city staff to find out more.
22:45
Oh, hey, I'm Brandon.
22:47
I work for the City Walnut Creek in the parks department.
22:52
So, what's all this about leaf blowers?
22:54
Are they related to why it's been easier to breathe around here?
22:58
Yeah, actually, it's city staff has switched over from gas-powered leaf blowers to electric powered.
23:04
What's the difference?
22:59
Well, gas-powered leaf blowers create harmful pollutions that can cause health issues.
23:10
Like asthma, or even cancer.
23:13
I knew they were allowed, but I didn't realize that they were bad for our help, too.
23:18
Why are more people talking about this?
23:20
Actually, people are talking about it.
23:22
Water Creek residents started a petition and mailed in letters to the city asking them to ban gas-powered leaf blowers.
23:28
City passed a ban on gas leaf blowers.
23:31
Effective April 1st, 2026.
23:36
I need to tell my friends.
23:38
Thanks for talking to me, Brandon.
23:40
I'll see you around the parks, Ollie.
24:16
Okay, good evening, and welcome to the April 9th planning commission meeting.
24:20
Will the Secretary please call the roll?
24:24
Uh Commissioner Anderson.
24:27
Commissioner Moran?
24:29
Commissioner Cowand.
24:30
Commissioner Strongman.
24:34
Uh Vice Chair Klopp?
24:36
And Commissioner Needing.
24:39
And looking at the staff report uh the agenda, I don't believe so, but just to be clear, do we have anything on the consent calendar?
24:45
There's nothing on the consent calendar.
24:48
Now there are two opportunities for the public to provide comment.
24:52
The first is during each of the item as it pertains to the item.
24:56
And the second is that if it's a comment that's not on the agenda but is within the purview of the planning commission.
25:02
So are there any uh public comments for items not on the agenda?
25:13
Um, so I'd like to ask the commissioners if anyone's had any ex parte communication.
25:23
Then with that, let's move on to item number four public hearing, which is Ignacio Center Foods truck special use permit application.
25:33
I believe that we have a staff report.
25:36
Yeah, and I actually wanted to just um for the record state that Curtis is our new associate planner, and this is his first um hearing or presentation before this commission tonight, and we're very happy to have him as part of our team.
25:54
See if I can get the slides working.
25:55
And we're talking food trucks, so I hope we don't get too hungry.
26:01
Well, good evening, Chair and members of the planning commission.
26:04
My name is Curtis Sawyer, associate planner with the um community development division.
26:09
Now, before you tonight is an application for a special use permit for food truck operations at 1990 North California Boulevard, more commonly known as the Ignacio Center.
26:24
The project is located at the Ignacio Center within an existing pedestrian courtyard.
26:28
The subject parcel is zoned office with a general plan land use designation of office commercial.
26:35
As seen on the screen, the red arrow indicates where the project will be located.
26:40
And even a little bit more refined if I can get our laser pointer to work.
26:48
As proposed, the and identified in the applicant's business plan, the goal of the project is to enhance the workplace experience for the Ignacio Center tenants and to provide high-quality diverse lunch options for the local community.
27:02
Food truck operations will occur twice weekly on Mondays and Thursdays between the hours of 11 a.m.
27:09
Services will be made available to employees and to the general public.
27:13
As identified in the applicant's application materials, a maximum of four food trucks will be on site during designated days.
27:21
The sales service and consumption of alcohol is not allowed as a part of this application.
27:26
And again, if you could direct your attention to the screen, the star here indicates the existing courtyard location.
27:29
And then as you can see on the site plan, we have a representation of four food trucks to be located within the courtyard at any given time.
27:46
The site will be accessed from North California Boulevard.
27:50
City divisions such as traffic engineering, police, and county fire have reviewed the project to ensure compliance with local code requirements and to ensure that uh the public right-of-way will not be impacted, and of course, to ensure public safety.
28:07
Here is a view to the west in which you can see the removable parking ballards from where the service area will be accessed.
28:15
Making our way along, here's a view of the existing courtyard.
28:21
And again, continuing along, we see a view of some of the existing seating within the courtyard area.
28:28
And this is an image actually of uh one of the indoor seating options that will be made to the available to the public as well.
28:45
All right, getting into the meat and potatoes of the staff report.
28:49
As highlighted in your staff report, a request for a special use permit has been made pursuant to section 10-2.4.701 of the zoning ordinance, which states that the planning commission may approve a special use permit for uses that are not classified in the zoning ordinance and can be approved by the planning commission.
29:08
The planning commission must also find that the use provides a necessary service to the community.
29:14
As highlighted in your staff report, staff supports this application and has made the required findings as identified in the draft resolution.
29:22
Furthermore, the project is consistent with the general plan by supporting a vital and diverse economy which fosters entrepreneurship, economic opportunity, and a healthy mix of employment opportunities.
29:35
The proposal supports the city's economic vitality goals and supports the city's role as a regional destination.
29:42
Additionally, the proposed use of an eating and drinking establishment is permitted within the core area on the ground floor of a multi-story building.
29:54
With that, it was short.
29:56
That concludes my presentation.
29:58
Staff recommends that the planning commission adopt the categorical exemption and approve the special use permit as conditioned.
30:04
I'm here to answer any questions that you might have, and we also have two representatives of the applicant team if we need to dive into anything further.
30:15
Does anyone have any questions for current?
30:24
Um a moment that everything it starts working out wonderfully, and they decide there's demand for we want it more days per week.
30:36
What is the process for modifying this?
30:39
As um currently proposed, uh the allowance would be for two days weekly.
30:44
Um any additional uh days or hours of operation, it's my understanding, would need to come back before the planning commission to modify anything that we're authorizing today.
30:57
Any other questions?
31:00
It was a good presentation.
31:02
You learn about this application before us.
31:04
And so um, one question I had was when I was reviewing the staff report initially, um, I was came away with the understanding that this was a temporary use for two years, but it looks like there's been an amendment since then.
31:16
So is this an um a permit with an indefinite time?
31:21
I'm actually glad you raised that.
31:23
Um, there was a strikeout on my end, um, uh staff error on my end when I initially drafted the staff report.
31:29
Um, there was not supposed to be uh time frame highlighted.
31:32
Um, yeah, thank you.
31:36
Thank you, Commissioner Quak.
31:41
Um, I couldn't tell.
31:43
Is there a loop that you around the building that you can drive around, or do you have to these trucks don't have to come in and then I'll go out the same way.
31:51
Let's go to this slide here.
31:53
So, directing your attention to North California, this is the existing entrance and making our way down.
32:01
This provides a good representation of that um entry location.
31:59
So trucks will kind of be parked um tandem.
32:12
And as you can see here, the parking bollards will then be removed.
32:16
So there will be this will act almost as a staging area for a matter of minutes until these are removed, and then trucks will enter the courtyard area.
32:25
Okay, what I'm wondering about is um once they're done.
32:29
Yes, do they drive through still or do they have to back out?
32:34
They'll have to back out and then uh exit the same way they came in.
32:37
Okay, and the the fire marshal's okay with that.
32:44
Any other questions?
32:47
Um I my question is is um at first I thought it was for employees only, and then as you read it, it says the public because it talks about this um particular site being next to the existing tenants, other commercial uh vendors, and also housing.
33:06
Was there something that came about where folks were coming into this center, kind of looking for it?
33:12
And so it just organically created a venue for this.
33:16
I'll let the applicant dive into uh kind of the inception of the project, but as we've worked together um to you know, deem the application complete and bring it before you all today.
33:25
Um really it was an ideal location.
33:28
Um it also serves as a great opportunity um for employees as it relates to almost um kind of travel and um what's uh realistic on somebody's maybe lunch break or break, having options that are just right there, um, but with the special use permit process, um the applicant also um came forward with that public benefit component, so it's um not just employee centric, if you will.
33:54
Um it's available to the general public, so um, I think having the space um also the existing courtyard and seating area.
34:01
Um but if the applicant would like to dive into a little bit more of that, they can respond.
34:06
I can I I can definitely open up the public comment now if you would like to come up.
34:11
It's just it was a quick question, but perhaps the um commissioners would also roche Ambeau.
34:23
Yeah, good evening.
34:24
Uh my name's Brandon Ferrell with Hall Equities Group.
34:26
Um, and this is Diane over here.
34:28
She's the property manager.
34:30
We've been working on this for a while.
34:31
We acquired the Ignatio Center last uh May, and we did a tenant survey of things that they wanted at this project, and for years the project did have restaurants at the ground floor.
34:45
There was a bistro on uh on the corner of Ignatio and um North Main, and there is still a restaurant, uh suite affairs in our project.
34:55
But what was really clear is that uh the tenants in our building lacked food options without having to get in their car and drive somewhere.
35:02
Um you'd think it's kind of close to downtown, but they have to cross Ignatio and then go across to Target and then downtown, and people are like, no, we're not doing that.
35:10
So really this was a reaction towards uh providing a service to our tenants, but also for the neighborhood if they want to come over.
35:17
We want our uh the food trucks to be successful.
35:20
So if it was just limited to the project, I don't know that they would be enough.
35:25
So we're trying to make sure that the food trucks are successful, but also our tenants get that, and hopefully other people can come over and check it out.
35:32
Um long term we'd like to see this actually turn into more of a permanent food operation.
35:38
There is spaces on the ground floor of this building and a couple of the buildings, and we're hoping that this food truck program might lead into actual permanent uh tenants.
35:48
So that's that's hopefully the plan.
35:51
But for now, uh really it was uh to get an existing server or a service to the existing tenants.
35:59
But we don't run away yet.
36:02
Does anybody have any?
36:04
Oh, Commissioner Moran.
36:06
If it is sort of open to the general public, have you guys thought about signage or a promotion or anything like that?
36:14
And I say that because if as the flying overhead, you might see the food trucks, it wouldn't be readily apparent if you're driving on California.
36:23
I uh correct me if I'm wrong, Diane.
36:25
But we have two uh we're gonna every every Monday and Thursday we're gonna put uh sandwich board signs out on the street and and then we're gonna promote it locally, and then I think word of mouth will get out, and there's quite a few office buildings around our neighborhood, and there's quite a few apartments right around our neighborhood.
36:42
And so we're just hoping that people learn that there's food trucks there, right?
36:45
Uh my other question is how do you is there a pool of food trucks that you can call or how does that work?
36:51
Yeah, they call it the food truck mafia, yeah.
36:57
Is there like a database or something like this?
36:59
It's uh I think it's called the Food Truck Mafia.
37:01
Um, okay, I thought you were joking.
37:03
And you you you call them and they it's a service and they set it up and you work through them and they've got all a list of vendors and we have a set vendors for the next two months, I think.
37:13
So Rossmore uses the food truck mafia too to have uh once a week food truck at Rossmore.
37:18
So there is a there is a business of coordinating that they come and that they're good and yeah, just so learn so much, thank you.
37:29
Our company also is the uh owner and operator of the sports mall.
37:32
I don't know if everyone knows that.
37:34
Uh and we have food trucks out there quite a bit, so we kind of leaned on that experience what we're doing out there, and we're trying to get activated down here.
37:43
So yeah, thank you.
37:44
I I it's a it's a bit of a food desert.
37:48
Shout out to Kevin's Pho.
37:50
But other than that, um, so I'm well, leave the questions, but I'm supportive.
37:58
Any other comments from folks?
38:02
Because I have one very, very good question about this mafia.
38:07
Uh yeah, when I was reading some of the names, it almost seemed like there was also some local um folks here, which I thought was great to be able to bring back some economy back to Walnut Creek.
38:23
Uh Diane, do you know?
38:25
Yeah, the vendors, the vendors, a lot of them are local.
38:27
I know that I know a couple of them that I saw on our list are ones we've had at sports mall, and I'm pretty sure they're walnut creek residents or at least local.
38:38
So we definitely want to support local business.
38:44
If there's no other questions, I would entertain a motion.
38:48
Uh oh, I'm so sorry.
38:49
I have to close the public hearing.
38:56
Um, I don't see anyone in the audience to come up and give public comment.
39:04
So I'm officially closing it.
39:06
Um, and sorry to interrupt you before you make a motion.
39:10
We wanted to point out a correction in the resolution tonight.
39:14
Uh so the last page, which is page four, says this resolution shall take effect on April 9th.
39:22
Uh, so I believe today is April 9th.
39:24
Um, and that's not taking effect today takes 10 days after take 10 days effect after the mailing of tonight's decision, which would be April 19th, would be the effective date.
39:35
So just for clar clarifying that.
39:39
That was on the rezo.
39:41
Uh, last page of the resolution.
39:45
I see it now, okay.
39:47
Section four effective date.
39:50
Um, so now I would like to move uh that we uh pass the resolution special use permit application number Y twenty five oh nine four Ignacio Center Food Trucks uh as amended, second.
40:14
Okay, um Vice Chair Klopp?
40:18
Yes, Commissioner Strongman, yes, Commissioner Anderson, yes, Commissioner Moran?
40:24
Yes, uh Commissioner Cowend, yes.
40:28
Yes, and Vice Chair Needing.
40:36
Um, so now on to item number five for commission considerations.
40:50
I have a quick update from TransPAC, uh which is the Central Contra Costa group under the contract contract cost, but transportation authority.
40:59
Um, as I mentioned last month, uh, TransPac is in the process of evaluating applicants for funding.
41:12
Um, we have twice as many dollars requested as we have available, but today we heard presentations from uh applicants.
41:21
Uh, the city of Walnut Creek, Vanessa was there, and presented uh the um City of Walnut Creek project.
41:28
Uh, the city of Concord was there, choice in aging was there, and Rossmore was there, so all presenting their transportation projects uh aimed at improving transportation access to those with limited access disabilities and etc.
41:44
So it's very good to hear what people are doing.
41:48
Perfect, thank you, Vice Chair.
41:51
Any other commission considerations?
41:55
Any staff reports or announcements?
42:00
Um, so the update I have is on Tuesday of this week, City Council um did consider the two appeals that were filed on planning commission's February twelfth, twenty twenty-six decision on the Mitchell Town Homes project.
42:13
And the uh council did uphold uh planning commission's decision and approved the project, certified the EIR and denied both appeals.
42:23
And um, upcoming April twenty third, the meeting will be canceled for Planning Commission, but April uh May 14th, we do have several items.
42:33
Um, like a list of the short term rental, Galpa Galpo Gacho appeal, which is uh Curtis's second project.
42:42
He'll be presenting before you and the restoration hardware.
42:46
So those are the three items on May 14th, and we hope to have a quorum.
42:53
No one will go on vacation, don't worry.
42:55
Um, with that, it is six nineteen and we'll adjourn.
59:57
And I I know that you were all expecting Sarah.
