Wilson Building and via Zoom. The committee considered and voted on four reappointment resolutions for the Green Finance Authority Board and the DC Water Board.

- The committee also considered PR 26-485 and PR 26-487, resolutions to reappoint Roshna Bouti Bhutani Bot and Dr. Jimmy Ortiz to the District of Columbia Water and Sewer Authority (DC Water) Board of Directors as principal and alternate members, respectively, for terms ending September 12, 2030. Roshna Bot has overseen a portfolio exceeding $200 million in construction projects and currently chairs the retail water and sewer rates committee. Dr. Jimmy Ortiz is a Ward 6 resident.

Reporting in progress. Good morning, everyone. I'm Charles Allen, Ward 6 Councilmember and Chair of the Council's Committee on Transportation and the Environment. Today is Tuesday, March 24th, 2026. We're meeting in both Room 120 of the John A. Wilson Building as well as over the Zoom virtual platform. The time is now 1049 A.M. and I'm calling to order this additional meeting of the committee. I want to note that we are joined by Atlarge Councilman Christina Henderson, Atlarge Councilman Donnie Crawford, and Board 4 Council Mr. Janice Lewis George, and we have a quorum. Today, the committee will consider and vote on four measures. Bill 26-42, the Green Finance Authority Board, Monica Warren Jones Confirmation Resolution of 2025. PR 26 483, the Green Finance Authority Board Anthony Washington Confirmation Resolution of 2025. PR 26-485, the District of Columbia Water and Sewer Authority Board of Directors, Roshna Bouti Bhutani Bot Confirmation Resolution of 2025, and PR 26487, the District of Water District of Columbia Water and Sewer Authority Board of Directors, Jimmy Ortiz Confirmation Resolution of 2025. First, let me start with PR 2642 and 26483. These are our Green Finance Authority Board nominations. Chairman Mendelson introduced these two measures at the request of the mayor on December 15th, 2025. PRs 2642 and 483 would reappoint Monica Warren Jones and Anthony Washington, respectively, to the Green Finance Authority Board of Directors as individuals with experience in affordable housing or community development for terms to end July 9, 2029. The Green Finance Authority Board of Directors was created by the District of Columbia Green Finance Authority Establishment Act of 2020 to manage the Green Finance Authority, commonly known as the DC Green Bank. The Green Bank was established to increase private investment in clean energy, clean transportation, clean water, stormwater management, energy efficiency, water efficiency, and green infrastructure projects in the district. The Green Bank focuses on increasing private investment in sustainable projects and programs by offering and promoting loans, loan guarantees, credit enhancements, bonds, and other financing mechanism. The board is composed of 11 members, four nonvoting and seven voting members. The nonvoting members are government officials, including the director of the Department of Energy and Environment and the Deputy Mayor for Planning and Economic Development. The voting members must be approved by the Council and must include two members with experience in affordable housing or community development. Mr. Anthony Washington has served as the vice president at Merchant Capital Corporation since 2020, where he's responsible for leading the origination of mul of various multifamily financing programs. Mr. Washington has spent over 25 years in commercial lending and has financed over 1 billion dollars on multifamily transactions across Fannie Mae, Freddie Mac, and FHA platforms. He has served on various boards, including the University of Maryland School, Smith School of Business Advisory Board. Mr. Washington holds a Bachelor's of Science in Business Administration from St. Francis University of Pennsylvania and a Master's of Business Administration from the University of Maryland College Park. He is a fifth generation Washingtan and a resident of Ward 4. Ms. Monica Warren Jones is the Director of Strategic Initiatives for the Enterprise Community Loan Fund, a community development finance institution with more than 15 years of experience in real estate finance and development. Ms. Moran Jones has generated more than $500 million worth of lending activity and more than $500 million of investment activity for the creation and preservation of more than 5,000 units of housing. Ms. Warren Jones has led discussions on multifamily finance and community development finance on behalf of the U.S. Department of Housing and Urban Development, the Federal Department of Insurance Corporation, and the myriad of local government housing agencies to share best practices. She is a Ward 6 resident. Both nominees appeared before the committee in 2024 for their original appointment, and I'll be supporting both their nominations again today. Let me ask if there are any remarks from colleagues on these two resolutions or nominations. And hearing none, let me now move to approve and block the committee reports and committee prints for PR 26-482 and 483 with leave for staff to make technical, editorial, and conforming changes.
