The sole agenda items were two resolutions to confirm current board members Dr. Prashell Shannon and Natasha Dasher for reappointment to the Corrections Information Council (CIC) Governing Board.

Recording in progress good morning. I would like to call to order this meeting of the committee on the judiciary and public safety. I'm Councilmember Brooke Pinto, Chairwoman of the Committee. Today is Wednesday, May 6th. The time is 910 a.m. And we are conducting the hearing in room 500 and streaming on the DC Council website and YouTube and exit at CM Brook Pinto. We have a quorum today with myself, Ward 6 Councilmember Charles Allen, and at large councilmember Anita Bonds. We have two items on the agenda today. First, we're have two CIC governing board nominees, PR26-0635, Corrections Information Council Governing Board, Dr. Prashell Shannon confirmation resolution of 2026. And PR 26-0638 Corrections Information Council Governing Board, Natasha Dasher confirmation resolution of 2026. These two resolutions will confirm Prishelle Shannon and Natasha Dasher to serve as members of the Corrections Information Governing Board. The resolutions were introduced by Chairman Mendelson at the request of the mayor on April 2nd and April 7th, 2026, respectively. Both Ms. Dasher and Dr. Shannon are current board members and are being renominated. The District of Columbia Correction Information Council was created by Congress in 1997 for the purpose of investigating and conducting inspections of the district's correctional facilities. The CIC Governing Board's role is to provide advice and information to the Director of the Federal Bureau of Prisons and the Director of the District Department of Corrections regarding matters affecting districts incarcerated individuals. The board is also tasked with reviewing the findings of the executive director of the CIC and making recommendations regarding the conditions of confinement of DC residents in BOP or DOC custody. The board consists of five members, three appointed by the mayor and two by the council. The mayor designates the chairperson of the board and members of the board serve for terms of two years. First, we're reconfirming Dr. Prash Shannon as a member of CIC Governing Board. Prochelle Shannon is the current CEO and co-founder of Four Truth, a registered for profit, which confirms trauma informed consulting to private nonprofit and government entities. For Truth is provided services to the Department of Youth Rehabilitative Services during the 2021 and 2022 fiscal years. Dr. Shannon has over 16 years of experience working with incarcerated citizens of jails, prisons, re-entry, and therapeutic residential treatment communities. She has served the population in many roles, most notably as a uniformed officer, substance abuse counselor, mental health therapist, management and program analyst, PRIA coordinator, community corrections, senior institutional administrator, and former DOJ certified PRIA auditor. Next, reconfirming Natasha Dasher as a board member. Natasha Dasher is a current administrative officer for the Federal Emergency Management Program at the U.S. Department of Energy DOE. As a returning citizen herself, Ms. Dasher brings to the CIC her personal experience and understanding of processes and institutional knowledge. Ms. Dasher has also served as a commissioner of the Commission on Reentry and Returning Citizens' Affairs from 2021 to 2023 and chair of the commission from 2023 to 2024. As a commissioner, Ms. Dasher worked in collaboration with stakeholders, the mayor of the council, and the incarcerated meeting. Therefore. Sorry, one moment.
