Speaker 5

2:18

All right, good evening, everyone.

2:20

Hope everybody had a great weekend.

2:23

So tonight I just want to um kind of um just give you a snapshot of what we're gonna be looking

Unassigned speaker

2:30

at.

Speaker 5

2:30

Um when we get to the individual departments, each department is gonna have two slides.

2:36

Um this first slide that you see right here is kind of an overview where it will show the um the current year's budget, the proposed budget, the dollar change, and the percent change, and then it will also show you where we expect to land um what our projections are for the current fiscal year.

2:55

The budget allocation part is going to just show you by category um how much of the budget uh the proposed budget is made up of each category there.

3:06

So for example, for the city secretary budget, the fiscal year 2027 budget allocation shows that 252,000 dollars of her total budget is personnel, 19,000 is contractual, and 1400 is supplies, and 200 is capital LA.

3:22

So it just shows um the breakdown by category for the proposed budget.

3:27

The table to the um right shows primary budget drivers.

3:32

These are just the significant changes within that budget um within each category.

3:38

So for example, supervision within the personnel services had an increase of $6,900.

3:44

Hospital and group life, which is insurance, had a $3100 increase within the personnel services.

3:50

So this just breaks it up within each category about what the significant changes were.

3:55

So I just wanted to um kind of give you uh some insight onto that before we actually get to the departments.

4:01

Um so that that's not a surprise.

4:04

And then the next slide will be a historical view of the categories as you've historically seen.

4:11

So now I'm gonna go back to um the front, so we can start over.

4:20

First, we wanted to show you the uh personnel enhancement plan.

4:24

Uh this just shows all of the uh approved requests for the 2627 fiscal year.

4:32

Um the only one that was approved was a reclassification within the fire department to reclassify the three lieutenants to captains, and that is based on the compensation study that we recently

Unassigned speaker

4:44

had.

Speaker 5

4:45

Other requests included some uh changes from library, a PD.

Unassigned speaker

4:50

Um the PD requested a new intelligence and data adolescent position, and public works had um a promotion included in there and a new building official, and at this time those were not approved due to budget constraints.

Unassigned speaker

5:00

And at this time, those were not approved due to budget constraints.

Speaker 5

5:09

Okay.

Unassigned speaker

5:10

So

The Watauga City Council held a workshop meeting on Monday, August 10, 2026, at 5:30 PM in the City Hall Council Chambers. Public Comments & Testimony

  • No public comments were made.

Presentations and Discussion Items

  • Strategic Plan Update: Postponed to a future workshop or council meeting.
  • Budget Workshop (FY 2027): Jennifer Calvert presented the proposed budget.
    • Personnel Enhancement Plan: The only approved request was the reclassification of three Fire Department lieutenants to captains. Requests from the Police Department (intelligence/data analyst position), Public Works (promotion and new building official), and the Library were denied due to budget constraints.
    • General Fund Overview: Total budgeted expenses are $20.9 million. Police accounts for 27.6% ($5.7M) and Fire accounts for 21% ($4.5M).
    • Departmental Highlights:
      • City Secretary budget decreased 1.1% to $273,000.
      • Non-department budget includes the entire $189,000 COLA for General Fund employees.
      • Municipal Court decreased 10% to $444,000.
      • Parks budget decreased 1.3% ($11,000) due to loss of tenured employees reducing longevity pay.
      • Police increased 4.4% ($242,000) for step increases and body camera technology.
      • Fire increased 5% ($212,000) for pay and shared services.
      • Building Maintenance increased 8.3% ($90,000) driven by electricity ($61k) and street lighting ($60k) increases.
      • Transfers increased from $120,000 to $643,000 for equipment replacement, capital projects, and strategic initiatives.
    • Enterprise Funds: Merchant bank charges ($80k) were shifted from General Fund to Water/Sewer. Storm Drain decreased 15% due to project delays.
    • Funded New Requests: $352,000 in one-time expenditures and $12,000 in ongoing expenditures were funded. Key items include $165k for Police facility repairs, $24k for Library building improvements, and $23k for school zone flasher remote programming.
    • Potential Current-Year Funding: Up to $40,000 (Library door/windows, Recreation vehicle wrap, Public Works rear gate opener) may be funded through current year savings.
    • Unfunded Requests: $411k for Animal Shelter repairs, $200k for ADA sidewalk barriers, and $21k for fire hydrant quick connect adapters (deferred for grant research) were not included in the proposed budget.
    • Council members asked clarifying questions regarding longevity pay reductions, merchant fee cost recovery, and worker's compensation increases. Mayor Artline recognized the difficulty of the budget process, noting that many good programs and items were turned down.

Key Outcomes

  • Strategic Plan Update officially postponed.
  • FY 2027 Budget Workshop presented and discussed. No formal vote taken.
  • Regular Council Meeting scheduled to follow immediately at 6:50 PM.

Note on Agenda Discrepancy

  • The standard budget statement on the printed agenda references an estimated tax impact for a transition from FY2025 to FY2026 ($1,306 to $1,388 on an average $229,150 home). However, the workshop presentation and discussion consistently referred to the Fiscal Year 2027 budget, indicating a likely discrepancy between the printed agenda template and the actual subject matter of the meeting.
