The Ordinance & License Committee of the City of Waukesha met on January 12, 2026, at 6:00 PM in the Council Chambers at City Hall. All five members—Chairman Paul Wuteska, Alicia Halvensleben, Daniel Manion, Steve Van Trieste, and Dean D. Lemke—were present. The committee reviewed invited bartender applications, other license applications, and approved previous minutes. The meeting adjourned at 6:12 PM.

- Invited Bartender Application – Tyson T. Beck: Beck appeared with his director of operations. Committee members questioned him about a pending OWI/DUI from approximately 2.5 years prior. Beck explained that the case was essentially resolved—he completed an ignition interlock period, counseling, and a driver safety program, with only an extra insurance requirement remaining. The police report still showed the charge as pending. After discussion, Ald. Halvensleben moved to approve, citing Beck's thorough remediation efforts; the motion passed 5–0.
- Invited Bartender Application – Jaimi M. Coralline: Coralline appeared and confirmed she had a single offense from over a decade ago. Ald. Halvensleben moved to approve; the motion passed 5–0.
- Invited Bartender Application – Emily S. Heinrich: The applicant was not present; the application was held to the next meeting.
- Invited Bartender Application – Terri L. Romano: The applicant was not present; the application was held to the next meeting.
- Invited Bartender Application – Courtney A. Taylor: Taylor’s manager, Michael Ya, appeared on her behalf. The application listed a possession of THC and paraphernalia violation from December 2025, but Ya clarified it was actually from 2015 and was resolved with a fine. Ald. Halvensleben moved to approve; the motion passed 5–0.

All right. It is six o'clock, so we will call to order the uh Monday, January 12th meeting of the ordinance and licensing committee. All members of the committee are present, so we do have a quorum. First up, we have public comment. Is anyone here for public comment? All right, nobody's moving, so we'll move on from public comment to approval of minutes. Um anyone have any concerns or changes with the uh minutes as they're shown or seeing no complaints, we will consider the minutes from the December 8th meeting approved by unanimous consent. Uh moving on to licenses for invited bartenders. Do we have Tyson Beck here? Yes, yes. Come on up, Tyson. Tyson, yes, sir. All right, and who's with you? Uh Matt, he's our uh director of operations. I'm the liquor agent. Okay. Uh could you say your name, please? Sure, Matthew Fitzgerald. Director of Operations for Chili's. All right, thank you. Uh yeah, I did. That's I guess that's kind of my only question. I see you had an OWI about two years ago, three years ago, two and a half years ago. Sorry. Uh it says it's still pending. Could you just let us know what's happening with that? Uh as far as I know, everything's over and done with. I did my I had the uh I ID in my car, the ignition interlock device. Um I went through uh I took some counseling classes for it. I have my uh driver's safety program completed. Um I'm still going to as a place called Clean Slate. I still go there, and then they do um random checks uh like um uh drug test, and then they'll do uh um I think once a quarter it is, they do a blood uh blood work on it as uh only as well. But just um that's more for myself or to hold myself accountable. That's nothing that's mandated by the court, and then the only other thing that's left on there is that I have my um the uh extra insurance. I need to carry that for I think another two or year and a half. I think it's two years total for that. That's the only thing that should be pending on there. Everything else is okay was completed. Well, just so you know, our police report shows that it's still pending, so just so you're aware. It says that the the DUI is still pending. Yeah, it says con so we see the date of the offense and then conviction date, and that still says pending, which usually means there's some portion of it that's still open, which I don't know maybe it is, but I'll have to check that out then. Yeah, as far as I know everything, like on my even on my license, it says you know um ignition or lack until it was October of this year that it was out. Okay. Um, and as the agent you were aware, and that's not a concern for you? It's not a concern, no. Okay, perfect. Anyone have any questions they would like to ask? Do we need to send that back to Brian? Uh just to confirm or Molly can do it, or you know, for the city of Brookfield. Um Brian did see all of the um he did stop in our office before he left for the day.
