This is to review an act on uh contract extension with United Liquid Waste for Biosolids hauling from the clean water plant.

Um so back in 2023, we went out for quotes.

Um and United Liquid Waste was the low bid, and uh they gave us rates for multiple years.

Um all the rates were the same uh at 2750 per ton, so we'd like to extend the contract for another year at that same same rate.

Umited liquid waste has done this work for us for for many years, done real well.

They do all the reporting back to the DNR.

Um so they've worked real well for us and uh done cheap work.

So we'd recommend extending the contract for another year at the same rate they quoted in 2023.

Piper seconds, I guess Zach, is there another company that does this work, or is this is this like it?

Uh last time we bid out in 2023, I believe was this company and one other company that uh bid.

So there's not probably just not a lot of folks that are in this kind of business.

Right.

I mean, there's a few companies, but um, like I said, there's only two that were just in their last bid.

Okay.

And does is it also a situation where that you need we need a company large enough that can just handle our capacity, the amount of work that we have for something like this?

Right, and they're in contact with the local farmers.

Um, so the farmers let them know when the fields are ready to have the biosolids applied.

Okay.

That's a very coordinated effort amongst United Waste and then the hall, you know, the DNR and also all the farmers.

So they've got and the weather has to cooperate too.

And the what yeah, I would imagine.

Well, as an old farm kit, I would agree.

This is to review our enact on a contract amendment with Strand uh for some not to exceed 20,000 dollars for ongoing assistance at the clean water plant.

Um we do these annually.

Um we've had Strand and Jacobs, basically they've completed large improvement projects for us in the past, and uh we go back to them for uh different things that uh we need to have adjusted or uh repaired or not necessarily repaired, but um really adjusted, I guess the SCADA type work um and also do different analyses for us that we can't do in-house.

So it's the engineering specialty that uh we don't have uh over at the city.

So uh last year we spent about $18,000 on their services.

So uh it's only items that come up that we ask them to work on uh for us.

So some of some things might be related to DNR permits or all sorts of different things.

So if you have any questions on that, uh either Zach or I'll try to answer.

So Zach is does this do these folks have come out?

Or I mean I guess is this an individual that's like on site, or is most of this work kind of done remotely?

How does that work?

Um a little bit of both, but uh probably this past year is more uh remote work.

I mean, we have they've come in and done like SCADA adjustments.

Yeah, this past year we had a SCADA server go down the virtual server, so they were helping with getting that back online.

Yeah, so we have a computer plant that can see all the pumps at all of our lift stations, all the pumps at the plant, the tank levels, so we can um look at how the process is doing by looking at the computer program.

So supervisory control and data acquisition.

This is to review and act on change order number number one with August Winters uh for the fire station one boiler replacement project.

Um so this project was bid last January, and um it was specific supposed to be completed earlier than it was, uh, but it was delayed due to the Department of Energy sending out a uh basically a notice to put everything, all the projects on hold on since the new administration came in place.

Umce the project was released, um the stop order was um released um and the project presumed uh in I guess November, right?

And uh in that time period there were some changes to the building code.

Uh so the project now had to meet these other specific changes in the code uh related to exhaust venting.

Uh so the requirement was to add that at 2450 dollars.

There's any questions, uh Brandon would be the best one to answer this one.

Uh they're all for the site that's west of Meadowbrook Road and north of Coldwater Creek.

So that new development that's occurring there.

Uh so this first one is a developer's agreement uh between us and uh developer there.

So if there's any questions, Brandon would be the best to answer and entertain a motion.

So there's an agreement for each lot.

Um each lot has a different portion of the development and different facilities there.

So these are the agreements uh we have in place that make sure that uh the future owners follow city requirements and do maintenance and repairs on their systems.

Uh, this is a review and possible action on the contract change order number one with Leyland contractors for the 2025 Silvernell Road Utility and Street Project.

Um multiple items on this change order.

Um the ultimate total costs for this change order is a net zero.

Uh but uh we uh came across uh contaminated soil um that ended up needing to be land filled, um excavated and land filled um 383.29 tons of soil was hauled away and landfilled for a total of 35,000 dollars approximately.

Also at the intersection of Silvernail Road and University Drive, um you know there was wetlands in the ditches there and very poor drainage.

Well, we found lots and lots of poor soils in that area as well.

So um water and poor soil.

So uh we're still working with them on extra quantities for uh gravel, but a good portion of um an extra here is also that we needed to add under drain to drain the water out of that subgrade uh to hold make that road uh last longer.

Uh so 385 feet was added for a cost of 18,287.50 cents.

And the last items are uh some storm sewer was added at the intersection of Silvernail and Sussex Lane uh to make sure that corner drained properly.

Um ultimately there was some extra quantities on other items throughout the project, uh netting a decrease of the we just zeroed it out basically 61,421 dollars uh to net zero on this change order.

So we're reducing those items down to zeros or down, and uh basically it's a net wash.

So if there's any questions, we'll ask.

That that's where that construction costs will will net out.

The two nine, the two nine that's where we're so we're we're leaving room in the contract to to finalize the payment for the items that we have.

Yeah, there's a couple quantities we're uh negotiating on working out final tabulations for, uh, but we'll be under the the two nine okay contract number.

I've got a method of my madness here, so is it so we're not gonna be close to the three six?

Uh I got a question.

Is DNR getting more laxed in their uh letting you do stuff with wetlands and cattails and stuff?

Is it no?

Did you have a problem with this on silver nails with DNR or we pretty much stayed out of the wetlands for the most part?

We did have some disturbance that we did coordinate through DNR, but it was a very small amount.

Um, and that was all permitted and worked through with them.

Um that due to the size of the disturbance and the type of wetland, basically it was wet ditches or man-made type wetland that it was low impact that they did allow us to fill a portion of that, especially at the university intersection and and make some geometric changes there that did have minor wetland impact that they were okay with, and we did get that fully permanent.

I just remember on Silvernail where McDonald's is.

We wanted to do something right in there one year, and there's a bunch of cattails there and stuff, and they said, Oh no, no.

Can't touch your cattails.

Yep.

I remember if you remember back on Sunset Drive when we rebuilt that down by Meyer, we had to buy wetlands up in Cranberry Country somewhere uh because we were widening the road and disturbing wetlands or eliminating wetlands.

So yeah, it those requirements are still there.

Uh this uh is uh uh Silver Nile Road is in my district, district five.

And I just want to make this public record uh eastbound uh from uh basically the condo building across university and to the asphalt patch uh before the 25 mile an hour speed limit sign.

Uh power trail runs through there.

It's very bumpy, very bumpy.

And we've been told uh by Lalande that this will be fixed uh in the coming months, spring time, late spring, early summer.

I don't know exactly when, but they did uh ensure the city that they would do that.

I just wanted to make sure that's on the agenda somewhere.

Um, yes, and we have been having conversations with Leyland actually even today um about that.

Um that was kind of related to their pre-qualification uh for future bidding project uh bidding future projects.

So um yes, the Leyland and we've we required them to profile a graph the both lanes eastbound and westbound because we didn't believe that it met the requirements in the specifications, and it doesn't.

Um so we're moving forward with requiring them to meet those uh requirements.

Are we gonna hold back retainage until they correct 100% Joe?

Yes, all right.

Until that's work is done.

Yeah, okay.

Until that's done, it'll it they promise us or they've coordinated that they'll coordinate that with us in the springtime.

So when weather permits, we anticipate that uh being done in the spring and we'll hold retainage until it is okay dope.

Uh, we've had 21 events for this season already.

So a normal season, we average or the average is 20 to 25 for the season.

So we've already had 21, and we were only like halfway through the season.

So uh this is gonna be one of the years with likely higher than average snow events.

So that's where we're at there.

Um, and then I also want to mention to the board that the drop-off center will be closed on Saturday due to the cold weather.

Um I just said uh Steve, if it's okay, I just had one question on the the on the the notices with Davidson Road.

Can you remind us what the project boundaries are for that project?

Yeah, so on on Davidson, it would it's basically from Main Streets where you know kind of 90s, and where we replace the signal at Main Street and Davidson Road all the way to the east to the city limits on that west end of Davidson.

Uh the plan as we have it base bid is for asphalt street resurfacing, and then the full reconstruction limits to the east will start around Hillcrest um Road.

Um that's where the full reconstruct limit starts, and then to the east to the city limits, which is just right at the edge of the school, the elementary school property.

And that's town of Brookfield, right?

And then it becomes town of Brookfield, correct?

Okay, so that okay.

So now all right, so that's David.

The Davidson Coast past Chilcrest Park takes the 90 and then tees into Main Street right there.

And the other official notices are for Fire Station 5, the concrete sidewalk replacement project, and that's all for tonight.

Uh concrete uh sidewalk uh replacement citywide.

I had a uh conversation with uh a city employee many years ago about my sidewalk who who is responsible for lift at once from terrace trees and so forth, and he told me it's cost plus four percent.

Can anybody anybody tell me if this is uh the cost from the contractor and plus the city adds four percent onto that?

Because he and I really got into it at that point, and also recently the thank you.

Recently, the council approved the process of just paying for the replacement of sidewalks, so there is no four percent it addition to it previously when removal and replacement was getting charged to the property owner, there was a four percent surcharge added for the the work of pot processing payments and all of that stuff, and that four percent came back to the city.

So we don't do that anymore.

No, not and unless there are owner requested sidewalk squares to be replaced that do not meet the condemnable criteria.

If there are owner requested sidewalk squares replaced as part of that sidewalk program, then they are invoiced back to the abutting property owner with that four percent administrative cost to cover invoicing billing, go on the taxes if if that ends up where it lands.

That's kind of the the differentiation or the process.

And if you put stamp concrete in your driveway, do not stamp the sidewalk.
