All right.

0:05

Um it is six o'clock, so we will call to order the uh Monday, February 9th, 2026 meeting of the ordinance and licensing committee.

0:15

Um members of the committee except for Dean Lemke, who notified me ahead of time.

0:20

You would not be here are present.

0:21

So we do have a quorum.

0:24

Uh is anyone here for public comment.

0:28

All right.

0:28

That looks like nobody, so we will move on to approval of the minutes.

0:32

Uh do any committee members have any concerns with the minutes as they are presented.

0:39

Seeing no concerns, we will consider the minutes approved by unanimous consent.

0:43

Moving on to invited bartender applications.

0:47

First up, we have Sarah Evans.

0:49

Is Sarah Evans here?

0:52

All right.

0:53

Not seeing Sarah Evans.

0:55

I'm thinking we will hold that one over until the next meeting.

1:00

Do we have Mike Finn?

1:02

Mike, come on out, please.

1:11

Evening.

1:12

Hello.

1:12

Thanks for coming in.

1:14

Again, you were here last time.

1:15

Again, yes.

1:16

Okay.

1:16

At least we got you on the on the meeting this time.

1:19

Thank you.

1:21

Uh give me a second here.

1:22

We gotta if anyone has any questions for Mike, you can go ahead and ask.

1:36

Yeah, go ahead.

1:38

Yeah, I see on your record that you have an operating after suspension.

1:42

Um, my only question is was that alcohol related?

1:45

No.

1:45

Okay.

1:46

Thank you.

1:53

Or I should say, not that I know of uh maybe which one was it?

1:57

Because I did have uh I did get suspended once for I don't know if it was an alcohol related, though I don't think no.

2:04

Okay, it doesn't indicate that it is already.

2:06

I don't have a junk driving or anything.

2:07

No, no, but that's why I just wanted to.

2:09

Yeah, okay, thank you.

2:16

Is your agent here too?

2:18

Yes.

2:20

If you could um just say your name for the record and that you're here, that's always helpful.

2:24

Christine Anderson.

2:27

Thank you.

2:30

Um, all right.

2:31

So I guess you've got a lot of stuff on here.

2:35

I doesn't seem like any of it's particularly alcohol related.

2:43

Um you do have a few uh, I guess disorderly conduct.

2:47

I guess can you tell us about those?

2:50

Um any any time.

2:53

So I'll just tell you what it says on here.

2:55

It says disorderly conduct domestic abuse related.

2:58

Um anytime there's anything relating to violence, it it comes before us, right?

3:03

Because we got to make sure that nothing's gonna devolve into a violent situation.

3:08

So I guess can you can you tell me what happened?

3:10

And uh well, the domestic that was dismissed.

3:15

Uh that was my child's mother.

3:18

We had split apart.

3:19

I lived in one house.

3:21

She tried breaking in, I called the cops.

3:23

I'm the one who ended up getting taken away.

3:26

So she broke through my back window, climbed in, and I got in trouble for it for the weekend, I guess, until we had a court date.

3:35

So okay.

3:40

And was that the uh earlier one or the later one?

3:43

Because you got two on here.

3:44

Uh both pertaining to about the same thing.

3:47

Uh that was a long ordeal that never went away, really.

3:51

So those were altercations that should uh I don't believe I should have gone away for, but I was the one who got taken in for the day.

4:00

Okay.

4:01

And like I said, both of everything was all been dismissed.

4:04

So yeah, I do see that in your record.

4:07

Thank you for that.

4:08

Um anyone else have any questions?

4:12

Have you ever tended bar before, or is this uh a new thing for you?

4:16

Yes, I've tenant bar before.

4:17

Uh a bunch of years ago, uh McCwanagle, Eagle area.

4:21

Okay.

4:22

First time in Waukesha?

4:23

Yes.

4:24

Okay.

4:25

Well, I've barred tenant for my dad in Waukesha part-time, a couple years back, but nothing.

4:30

But not with an operator's license.

4:32

Right.

4:32

Okay, just under somebody else.

4:34

Right.

4:34

Okay.

4:35

Then clearly no issues with that since then none of them are showing on your record.

4:38

Correct.

4:39

Okay.

4:40

Thank you.

4:42

Anyone?

4:44

Steve, Dan, questions.

4:49

Go ahead, Alicia.

4:51

Yeah, I will make the motion to approve the license for Mike Finn.

4:59

All right.

5:00

I'll second that.

5:01

Thank you.

5:02

All right.

5:02

So we have a motion to approve the operator's license for Mike Finn.

5:05

Motion by Alder Person Havens Laban, seconded by Alder Person Manion.

5:10

Vote when that's before you.

5:19

All right.

5:20

That is approved unanimously.

5:22

So that will go to the council.

5:26

The common council, the next meeting should be next Tuesday.

5:34

I'll clarify it's because there is an election on Tuesday.

5:38

So it's going to be Thursday the night.

5:40

Okay.

5:42

So sorry about that.

5:43

One of these days I'll remember to look up the meeting before I start talking.

5:47

The next council meeting is next Thursday, the 19th.

5:51

This was a unanimous vote.

5:53

It will go on our consent agenda.

5:55

You are not required to appear.

5:57

You are certainly welcome to.

5:59

Any member of the council can remove this from consent and make us pass a make us take a council vote on it.

6:13

What time would that be?

6:14

Six o'clock.

6:15

Perfect.

6:17

Any questions?

6:19

Okay.

6:20

Thank you for coming in.

6:21

Excellent.

6:21

Thank you.

6:22

Yep.

6:29

Terry Romano, are you here?

6:32

No, Terry Romano.

6:34

Okay.

6:35

I will make a motion to uh deny this license based on four non-attendances.

6:43

I think we've given Terry enough time.

6:47

I'll second.

6:48

All right.

6:49

Uh motion to deny.

6:50

Terry Romano.

6:52

Uh motion by myself, seconded by Alder Person Hellens Laban.

6:55

Vote when that's before you.

6:58

And a vote of yes will be to deny the license.

7:16

All right.

7:16

That passes unanimously.

7:19

Uh moving on to Rebecca Troik.

7:23

All right, come on up, please.

7:30

So you're Rebecca.

7:31

Yes.

7:32

And this is your agent.

7:33

Yes.

7:33

Can you state your name?

7:34

So Brooke Putty.

7:36

Thank you.

7:39

All right.

7:40

Rebecca.

7:45

Have you completed your responsible server course?

7:47

Yes.

7:48

Okay.

7:48

It's not on here, so just checking.

7:50

I have my bartender license from the village of Pewaki if you'd like that at all.

7:55

No, we're okay.

7:56

Okay.

7:56

At least I am.

7:58

Okay.

7:59

Umybody have any questions for Rebecca?

8:19

Alicia, go ahead.

8:21

Yeah, I see that you listed um an incident where you were serving a minor in October of 2023.

8:28

Um what steps have you taken so that that won't happen again?

8:31

And then the same question for you, Brooke.

8:34

Um, if you could maybe address what your establishment is doing to make sure that we aren't serving underage people.

8:41

Uh so I not any excuse by any means.

8:45

I was like 10 months pregnant at the time that it happened.

8:48

It was uh undercover sting.

8:50

I was actually telling one of my coworkers about how I had not served somebody the night before because they had avoided ID as I was uh serving the police, and um I I am very usually very religious about checking everybody's IDs, so uh it was very nice to know that Brooke in her bar has a ID scanner and has also on the weekends uh bouncers at the doors checking IDs as well.

9:16

So uh but I check usually I've been bartending for nine years.

9:20

This was uh huge for me.

9:23

I was like, oh my god, no.

9:24

Excellent.

9:25

Um yeah, it sounds like that's something that you haven't paid attention to, so thank you.

9:29

I appreciate that.

9:30

And Brooke, can you maybe go into a little bit more detail about the steps that the bar takes as well?

9:34

Yeah, so we have actual scanners, like their iPads, they hold memory, it's great.

9:40

Um so on Friday, Saturday, Sunday, there are people posted at the door that I pay to scan for the bartenders, so we don't even have to worry about it.

9:48

They're the front and the back, and then during the week we have one plugged in right behind the bar, and it makes it so easy.

9:54

You just scan the barcode, everything pops up, and also if we've ever had incidents with the people, when you scan their ID, I'm able to like make notes on them.

10:02

So it pops right up with their ID.

10:05

So yeah.

10:07

Excellent.

10:07

So I I take that to mean that you're both confident that this will not be an issue in the future.

10:12

Yes.

10:12

Great.

10:13

Thank you.

10:15

Any other questions?

10:16

Steve, Dan.

10:21

Yes.

10:21

Go ahead, Alicia.

10:22

Yeah, I'll make the motion uh to approve the license for Rebecca Troik.

10:30

I'll second that.

10:31

All right, great.

10:32

Um we have a motion to approve uh the operator's license for Rebecca Troy all motion by Alder Person Halvin's laban seconded by Alder Person Manion.

10:41

You can vote when it's before you.

10:53

All right, that passes unanimously.

10:56

Um did you hear my speech from before?

10:58

Yes.

10:58

Okay.

10:59

So council meeting next Thursday.

11:01

Probably don't have to show up, but it's up to you if you want to.

11:04

You'll be contacted by the clerk's office afterwards.

11:06

Awesome.

11:06

Thank you so much.

11:07

Yeah.

11:07

Thank you.

11:08

Have a nice night.

11:08

You too.

11:12

All right.

11:13

Uh next up we have Elizabeth Washkun.

11:22

Is it okay if I bring this?

11:24

Uh sure.

11:26

What is it?

11:33

Okay.

11:37

Okay, perfect.

11:38

Thank you.

11:39

Just because it's not on the record.

11:40

Um it what was brought up to us was a um status update from the clinic that you attend, uh, showing that you are clean and sober.

11:48

Right.

11:49

Okay.

11:50

It it's just for the recording purpose.

11:52

Oh, okay.

11:52

All good.

11:53

We heard you, but the people at home may not have I don't think anybody's probably watching, but just I was gonna read it first in case it just said something bad, but yeah, that's fair enough.

12:03

Um I just know that when I'm watching, if I re-watch a meeting and I'm like, what's going on right now?

12:12

So that's that was the only reason.

12:13

I just wanted to repeat what you said, but yes, of course.

12:17

Alter Person Motesca can read whatever you'd like.

12:21

I'm gonna read it for myself real quick.

12:23

So if anyone has any other questions, you're welcome to while I'm reading this.

12:28

So thank you.

12:31

Go ahead, please.

12:32

Um, yeah, so while uh Paula's reading that, um, I'm assuming this is related then to the charge that's on here regarding possession and sale of drug paraphernalia.

12:41

Uh there's no disposition, so I wasn't sure if maybe they were related.

12:46

Um so there's no conviction date on that.

12:48

So I'm assuming that that was that was a dropped charge.

12:52

Yeah, okay.

12:52

Um it was just a uh paraphernalia.

12:56

Okay.

12:58

Yeah, it does say paraphernalia, but it's okay.

13:00

Yeah, yeah.

13:01

Okay.

13:01

It just says paraphernalia.

13:02

Yeah, but it it does look like there's no disposition that the that was those charges are dropped.

13:07

Yeah, okay.

13:08

Um, and I take it that that is remote.

13:11

Okay, and I think the that charge that was on there.

13:14

Yes.

13:14

I don't know if that would be brought up or not.

13:16

So I just wanted to.

13:20

Yeah, no, there um amazingly, there isn't anything on your record about uh about that.

13:25

But uh the progress report here that was handed to us um does show that uh we've been having regular drug screenings and they've all come back normal for at least what is this three months since October.

13:38

So that's it's been a couple years, but yeah.

13:42

Um that was yeah, it's just a monthly that's all that they could give me right now.

13:46

Okay, yeah, great.

13:47

No, I appreciate you bringing that in.

13:49

Um does anyone have any or uh your agent?

13:54

Yes, would you please state your name?

13:56

Uh yeah, it's Craig.

13:57

Runcle R-U-N-K-E-L.

13:59

Okay, thank you.

14:01

Um is this your first time bartending?

14:04

Um I've I've served uh drinks at like other uh restaurants and uh my uncle had uh I did it up north at his bar and subject club.

14:13

Okay, but not with like an operator's license, always under the supervision of somebody else.

14:18

Yeah, okay.

14:19

Um and have you taken the responsible server course?

14:22

Yes, okay, perfect.

14:23

Uh it's just it's not on your application.

14:26

So any other questions for Elizabeth.

14:40

Dan, go ahead.

14:42

Um you have your place of employment listed as George Webb.

14:48

Are you George Webb?

14:51

I wasn't aware that George Webb served liquor.

14:54

We do.

14:54

We do.

14:55

We we have a like a class C liquor license.

14:57

So it's just beer, you know, fermented type beverages.

15:01

And we don't sell a lot of it, so it was on the I was unaware of that.

15:05

Yeah.

15:05

So there's two of them in the franchise that do it.

15:08

One in Peschago and then us.

15:10

Okay.

15:11

Yeah.

15:11

So that's a good point.

15:13

I did.

15:14

I saw that and thought it was weird, but I wasn't really sure why.

15:16

Yeah, I just had to ask because I I didn't know.

15:20

I didn't know if that was just where you were working now and you were planning to get a different, you know, end up at a different bar.

15:27

Certainly you're able to with the license, but I didn't know.

15:31

So any other questions from any committee members.

15:40

Anyone go ahead.

15:41

Alicia.

15:42

Yeah, I'll make the motion to approve the bartending license for Elizabeth Washkun.

15:48

I'll second.

15:49

Thank you.

15:49

Uh we have a motion to approve by uh the the operator's license for Elizabeth Washkun motion by Elder Person Halvin's laban seconded by Alder Person Manion.

15:58

You can vote when it's before you.

16:07

Uh and that passes unanimously.

16:09

So same as the other ones.

16:11

Um next our next it'll go to the next council meeting next Thursday, the nineteenth, six o'clock here.

16:17

Uh it'll be on our consent agenda, which means unless one of the council members has a concern and pulls it off of consent, it'll just pass right without any further discussion.

16:26

You're probably safe given that it's unanimous and you know it's been a while, but uh, you're welcome to show up if you feel the need.

16:32

So otherwise you'll be contacted by the clerk's office afterwards.

16:35

Okay.

16:37

And you can take this back.

16:38

But I but thank you for bringing in.

16:40

Uh I don't in case you need it for something else.

16:42

We we certainly don't need it.

16:43

So thank you.

16:45

You too.

16:46

Thank you.

16:49

All right.

16:50

Um losing stuff here.

16:56

Moving on to other applications.

17:02

Which I need to get my stuff going here.

17:06

Um Molly, were there any concerns from the clerk's office or from the city attorney's office about any of these that you're aware of?

17:14

Nothing from the clerk's office, and I did not hear anything from the attorney's office about any concerns about any of these licenses.

17:20

Okay.

17:20

Thank you.

17:26

They always say the same thing.

17:27

Any notes about the sidewalk cafes will be included in the attached emails.

17:33

They always say you can't bolt anything down and stay within the or stay out of the right-of-way.

17:45

Yeah.

17:49

Any concerns from anybody?

17:51

So I will say that uh all of them are renewals except for T bar and RJ Custom Jewelry and Repair.

17:59

So those two are new applications.

20:09

Yeah, go ahead.

20:10

Molly, you said that um tiki bar is a new application.

20:16

Um did they have to pay the ten thousand dollar fee for the reserve license then?

20:21

So that will be that fee is always uh taken in after the approval of the license.

20:26

Otherwise, they just pay the minimum uh fifty-one dollar fee.

20:30

This business uh does have um so Lubana Inc.

20:34

is the the LLC.

20:37

Um they do have another license currently uh at their gas station.

20:43

This is a separate premises same corporation that is applying for the tiki bar reserve.

20:50

Gotcha.

20:51

Thank you.

20:56

Okay, I answered.

21:00

I'm trying to get some.

21:02

I really like mixed stuff up this time.

21:04

Um anybody have any other questions?

21:08

We can't really ask anybody except Molly, but Dan, good.

21:18

Is for the tiki bar license, is that premises attached to their existing?

21:25

Is it a I only saw the three oh four grand.

21:29

Is that the premises that is being licensed?

21:33

Is it a separate building that's part of that property?

21:36

So it has to be a completely separate area with a separate entrance.

21:41

So they did include in the scan document, they included their floor plans.

21:47

So they're they're sectioning off part of the building as I if I'm reading the floor plan right on the fly.

21:54

Correct.

21:55

Okay, okay.

21:58

Thanks, Molly.

22:03

Okay, anything else from anybody.

22:06

All right.

22:09

Yeah, please do.

22:10

All right.

22:10

Well, then I will make the motion to approve the um other applications for Foxview lanes for an extension of premises.

22:19

Tiki bar for reserve class B beer and liquor combo.

22:23

RJ Custom Jewelry and Repair for secondhand jewelry dealer.

22:27

Dave's restaurant, Taylor's People's Park, and Rochester Delhi all for sidewalk cafes.

22:36

I'll second that motion.

22:38

All right.

22:39

Thank you.

22:39

Uh we have a motion to approve the Fox View Lanes Extension of Premises, Tiki Bar Reserve Class B beer and Liquor Combo license, RJ, custom jewelry and repair for a secondhand jewelry dealer license, Dave's restaurant, sidewalk cafe, Taylor's Peoples Park Sidewalk Cafe, and Rochester Deli Sidewalk Cafe.

22:58

Motion by Alder Person Adams Laban, seconded by Alder Person Mann.

23:12

All right.

23:13

And that passes unanimously.

23:17

Moving on, communications, anything from the clerk's office?

23:20

Nothing at this time.

23:21

All right.

23:22

Uh moving on, we're at adjournment.

23:25

So thank you, everybody.

23:26

We're adjourned at six twenty-three.

Meeting Transcript

All right. Um it is six o'clock, so we will call to order the uh Monday, February 9th, 2026 meeting of the ordinance and licensing committee. Um members of the committee except for Dean Lemke, who notified me ahead of time. You would not be here are present. So we do have a quorum. Uh is anyone here for public comment. All right. That looks like nobody, so we will move on to approval of the minutes. Uh do any committee members have any concerns with the minutes as they are presented. Seeing no concerns, we will consider the minutes approved by unanimous consent. Moving on to invited bartender applications. First up, we have Sarah Evans. Is Sarah Evans here? All right. Not seeing Sarah Evans. I'm thinking we will hold that one over until the next meeting. Do we have Mike Finn? Mike, come on out, please. Evening. Hello. Thanks for coming in. Again, you were here last time. Again, yes. Okay. At least we got you on the on the meeting this time. Thank you. Uh give me a second here. We gotta if anyone has any questions for Mike, you can go ahead and ask. Yeah, go ahead. Yeah, I see on your record that you have an operating after suspension. Um, my only question is was that alcohol related? No. Okay. Thank you. Or I should say, not that I know of uh maybe which one was it? Because I did have uh I did get suspended once for I don't know if it was an alcohol related, though I don't think no. Okay, it doesn't indicate that it is already. I don't have a junk driving or anything. No, no, but that's why I just wanted to. Yeah, okay, thank you. Is your agent here too? Yes. If you could um just say your name for the record and that you're here, that's always helpful. Christine Anderson. Thank you. Um, all right. So I guess you've got a lot of stuff on here. I doesn't seem like any of it's particularly alcohol related. Um you do have a few uh, I guess disorderly conduct. I guess can you tell us about those?
