Yes, sir.

0:58

Sure.

0:59

Good evening.

1:00

Uh Chris Healy, Spear Crane Corp.

1:02

208 Wilmot Drive Walkershaw.

1:05

Um just meant.

1:07

Sure.

1:08

H E A L Y first name Chris.

1:11

Um speaking on behalf of item D, which is uh no parking along a select area of Wilmont Drive all the way from four hundred Wilmont through two hundred four Wilmot.

1:23

Um we currently produce a product that is a hundred and fifty feet long.

1:28

Uh we just received approval last week to add a building at four hundred Wilmot that will allow a product that is two hundred feet long.

1:36

Um there's currently a section directly across from our main building and a little bit on the south side of the road where there is public parking that's out there and it makes it quite difficult to get product in and out of there safely and efficiently.

1:49

So just looking for approval to make sure that uh we have no parking on that side of the road because it is an everyday occurrence of cars parked on that road.

1:57

So well, just looking for approval on that.

2:02

Yes, sir.

2:12

Sure.

2:13

So we manufacture overhead cranes uh for inside steel facilities and anything throughout the entire United States.

2:20

The hundred and fifty and the two hundred feet is the length of the product that we have to get out of our facility.

2:26

So by the time we start getting to the road, we need all of that width of that road to make the turn to safely get it out of there.

2:34

And uh the with while Quick Trip is nice and it took over for PDQ, it has created a lot of traffic on Wilmot Drive.

2:41

So again, we want to get that product out quick and safe, and again, if we have to move cars and stop and try to back up, again, it it makes it quite hard.

2:50

The two hundred foot is like I said, the length of the new building, so it's gonna make that even harder.

2:55

We've made the doors wider in the new building to try to again alleviate that some as well, but one car there, which there's cars parked there every single day again, just becomes a nuisance.

3:18

I think you're you're creating things that are even longer.

3:29

That is correct.

3:37

Okay, thank you.

3:44

Oh, there's never mind we're out of order.

4:08

Go back to four Aproval of January.

5:04

Yes, it is.

5:06

This is something that was anything.

5:23

Correct.

5:25

Rick.

5:52

ID circulation.

6:06

Yeah.

6:13

Um yes and no, I think this one, it just how the dates kinda fell in the in B and G is only once a month.

6:28

And if it just came in right after or right after the previous council when we start putting the the agenda items together, just kind of how it all fell.

6:39

Yeah.

7:30

All right.

7:31

So this item was uh excuse me as I was transitioning here.

7:37

Um brought forward by Alderman Van Triste to evaluate and look at possibly the installation of street lighting along Marshview Street, which kind of transitions its name to metal lane here from Silver Nail Road all the way to Grandview Boulevard.

8:02

I know this is an item of topic that has come up in the past, and there has been previous discussions and and topics on it, and engineering previously was not in support of installing uh street lighting along this stretch of roadway and in further discussions with engineering uh engineering is still not in support of installing street lighting along this stretch of corridor because of the various businesses that are along this stretch with the backlighting from all the lights that are from the adjacent businesses and the uh lighting from the apartment complexes and for the other piece where this road itself is not necessary necessarily like an arterial street that we would normally light on a regular basis.

9:34

Correct.

9:34

There would have to be a new service that would be brought in, and the there wasn't an estimate that we had put together if we were to install lighting along this stretch, and it was estimated that it would cost about a hundred and fifty-five thousand dollars in order to light this stretch of roadway.

11:32

Well, thanks for letting me speak on this.

11:56

I travel through there quite a bit.

12:10

Roughly a hundred and ten more residents that are gonna live there between the two uh apartment buildings that are going to be built.

12:18

And uh my subdivision as well as the old subdivision going up Pebble Valley Road along with Patricia Lane and and uh that uh we're talking about eleven hundred and fifty residents roughly uh that probably frequent that quite a bit.

12:38

And if you if you do the math on it, it it uh doesn't make sense right now, but uh like Erica was saying uh that road is is pretty doggone smooth.

12:50

It's one of the smoothest roads in Waukeshaw.

12:53

So I doubt that it's gonna see any activity ripping up the road and and even chip seal uh it and uh in the next 20 some years.

13:03

Uh there's assisted living that's that's uh on that stretch of road there uh right behind CVS is the forty-two unit apartment building, and then um where the farm uh bureau building is between the senior living that used to be uh years ago it used to be a dog uh kennel area back in there.

13:25

They're gonna rip that down and put a 76 unit um building in there, and they're gonna have indoor parking for that one.

13:34

We've discussed that at Comma Council.

13:37

But uh for the money, I I get it, we don't have the money, but uh it's a it's a real safety issue more than anything else.

13:44

I mean, you you walk down there to go over to get uh some custard or or go over uh uh to do business in there.

13:53

Uh there's a whole lot more more lighting that's in the parking lots of these businesses that uh were right now uh uh taking the the lighting from the back of their businesses, but on the front end of their businesses in the parking lot, there's a whole lot more lighting.

14:10

So I I'm in favor of it, obviously, because of uh my constituency and and uh I I've been long before I became alderman.

14:20

I've I've had this issue uh in front of uh public works for quite a while now.

14:26

So I thank you for letting me talk.

14:34

Yes, I did.

14:35

I did look at the last five years of crash data along this corridor.

14:43

Um at least along this stretch where kind of the road bends at the three bends.

14:53

There were three crashes.

15:03

And then the other two crashes, I believe, were both right in front of the apartment complex here.

15:10

Uh one crash was a southbound vehicle hit a parked car.

15:17

It was a hit and run.

15:19

And then the other crash was a another vehicle that hit a parked car, and the vehicle that hit the parked car, they had a medical emergency.

15:36

Did we do a lumen study on that?

15:39

Uh uh Alex told me that that he would make sure that happened.

15:43

Have we done that?

15:45

No, we did not.

15:46

Okay.

16:00

If you want to give me a moment, I can just look at the I can grab them real quick and see what the time of day, but the crash that happened during the snow ice event was around 3 p.m.

16:57

The hit and run was around 9 p.m.

17:01

And or it was around 7 p.m.

17:04

and then in November time frame, so it would have been dark, and the uh medical emergency one was around 9 p.m.

17:12

So that one would have been during the during the the nighttime hours.

17:19

Uh I did not see any of that.

17:23

Read any of that.

17:28

Um I guess we don't take any action on this parking area on Bullmont area in front of uh three.

18:34

It is not when we first got this item from our understanding at the time was what the desire at the time was the blue area, was the need for the additional no parking for kind of the the horseshoe building on the north side of Wilmont Drive.

18:58

However, um, as Chris was mentioning, their future development in the upper left portion of the of the page here that will bring in those two hundred feet long uh trucks.

19:16

There's additional no parking on the south side that they would desire in order to, you know, future it so it's not needing to come back and have the future request of the the no parking again on the south side.

19:34

So instead of what is shown here is basically extending the whole area for what is shown here to kind of close the other no um the close the other available parking areas and making them no parking so the no parking restriction would go from the western property line of four oh one Wilmont to twenty-five feet east of the driveway for two o five Wilmont Drive.

20:00

have the future request of the the no parking again on the south side so instead of what is shown here is basically extending the whole area for what is shown here to kind of close the other no the close the other available parking areas and making them no parking so the no parking restriction would go from the western property line of four oh one Wilmont to twenty five feet east of the driveway for two oh five Wilmont drive right down yes it does thank you not going to add the additional it's not gonna come back on for that is it that that is kind of why we're looking at maybe amending what the original referral is to encompass these other areas so it does not come back very much thank you second south side of the where the road narrows I will actually let Alderman Anderson uh speak to this one real quick process multi garbage cars cross there was all that would create a danger situation that needs to go through that when all the people around eight frames reading so I was going to go having no parking area and we would get it so that I got value.

23:50

Yep so the which brings us to the current building and grounds budget uh spent to date is five thousand two hundred and forty two dollars and forty eight cents and our remaining budget for twenty twenty six here is eleven thousand eight hundred and eighty four dollars and thirty cents that did not include anything from this evening and the only thing from this evening with cost associated with it will be the signs from Wilmont Drive and that will probably be roughly two hundred dollars or so yes thank you

Building and Grounds Committee Meeting – March 2, 2026

The Building and Grounds Committee of the City of Waukesha met on Monday, March 2, 2026 at 5:30 PM in Council Chambers at City Hall. Three members were present (Eric Payne, Rick Lemke, Mike Anderson) and two were absent (Dean D. Lemke, Dale Matthews). The agenda included approvals of minutes, two street closure permits, a lighting study for Marshview Street, and two no-parking zone proposals. The committee approved the minutes, both street closure permits, and a modified no-parking extension on Wilmont Drive; no action was taken on street lighting for Marshview Street or a no-parking zone on Corporate Drive.

Consent Calendar

  • Approval of January 5, 2026 Minutes (ID#26-03061): Approved unanimously (3-0) with two absent.

Public Comments & Testimony

  • Chris Healy (Spear Crane Corp, 208 Wilmont Drive) spoke in favor of item D (Wilmont Drive no parking extension). He explained that his company manufactures 150-200 foot long overhead cranes and needs to safely maneuver them out of their facility. Cars parked on Wilmont Drive create safety hazards and daily inconveniences. He requested extending the no-parking zone to include the south side of Wilmont Drive from 400 Wilmont through 204 Wilmont to accommodate larger product shipments from a new building recently approved at 400 Wilmont.

Discussion Items

  • Street Closing & Special Event Permits:
    • House of Guiness (ID#26-03062): Approved unanimously (3-0) to close Municipal Lot No. 3 for the event.
    • Magellan’s (ID#26-03063): Approved unanimously (3-0) to close Municipal Lot No. 3 for the event.
  • Marshview Street Lighting (ID#26-03064): Discussion only; no motion was made, so no action was taken. Alderman Van Trieste, the sponsor, advocated for lighting along Marshview Street from Silvernail Road to Grandview Boulevard, citing safety concerns for an estimated 1,150 residents in the area, including new apartment developments (42 units behind CVS and a 76-unit building at the former Farm Bureau site). Engineering staff opposed the installation, noting that existing backlighting from adjacent businesses and apartment complexes provides adequate illumination, the road is not an arterial street warranting lighting, and estimated installation cost is $155,000. Crash data from the last five years along that corridor showed only three minor crashes, two at night. A lumen study requested previously was not completed.
  • Wilmont Drive No Parking Extension (ID#26-03065): After public comment and discussion, the committee moved to expand the originally proposed zone. The approved resolution establishes a no parking zone on the south side of Wilmont Drive from the western property line of 401 Wilmont Drive to 25 feet east of the driveway for 205 Wilmont Drive. The motion carried 3-0. The expanded area was designed to accommodate current and future needs of Spear Crane Corp and avoid a future request.
  • Corporate Drive No Parking Zone (ID#26-03066): Discussion ended without a motion; no action was taken. Alderman Anderson briefly noted the area is used by multi-unit garbage trucks and that the narrowed road design creates a dangerous situation, but no motion followed.

Key Outcomes

  • Approved: Minutes of January 5, 2026 (3-0).
  • Approved: Street closure permit for House of Guiness at Municipal Lot No. 3 (3-0).
  • Approved: Street closure permit for Magellan’s at Municipal Lot No. 3 (3-0).
  • No Action: Marshview Street lighting proposal (no motion).
  • Approved: Modified no parking zone on Wilmont Drive as described (3-0). Signage cost estimated at roughly $200.
  • No Action: Corporate Drive no parking zone (no motion).
  • Budget Update: The committee reviewed the current Building and Grounds budget: $5,242.48 spent year-to-date, with $11,884.30 remaining for 2026 (not including the approximately $200 for Wilmont signage).

Note: The committee adjourned by unanimous consent.
