The Landmarks Commission of Waukesha, Wisconsin met on Wednesday, March 11, 2026 at 6:00 PM in City Hall Council Chambers. Alternative Date for April Landmarks Commission Meeting (ID#26-03108): Due to a special Plan Commission meeting for the zoning code update, the regular first-Wednesday April meeting (April 1st) needed to be moved. Staff offered April 2nd or April 8th. Commissioner Tony Lanza (absent) indicated via email that April 8th worked better due to spring break. Commissioners present agreed on Wednesday, April 8th at the same time (6:00 PM). Staff assured this change was temporary and regular scheduling would resume in May.

Landmark's Commission Paint and Repair Grant Funds: Staff reported that for 2026, $25,000 is available, with $6,432 carried over from 2025 projects not yet completed (expected completion in spring). The grant program now uses a "spot slum blight" designation per updated federal guidelines, applicable to all Landmark properties. Commission discretion remains on amounts (up to $3,000, typically 15% of project cost). No grant applications were on the current agenda.

Alderman's Report: Ald. Chrisien noted the Parks Department is organizing volunteer spring park cleanups on April 25th (Earth Day cleanup). He encouraged checking the city website for sign-ups.

Springs Report: Staff provided an update on Hobo Spring, which has been flooded since early November. Due to freezing conditions and safety for workers, debris removal had not yet been completed. Staff will request Parks Department assistance for mud cleanup (not suitable for volunteers). A springs cleanup is anticipated in May.

Communications and Publications: Staff announced that nomination forms for the 2026 Landmarks Commission Awards will be sent out soon; most nominations come from commissioners. The Wisconsin Association of Historic Preservation Commissions (WAHPC) conference is scheduled for April 23-24 in Sturgeon Bay. The city can help with registration costs.

Good evening. Today is March 11th, Wednesday. This is the landmarks commission, and I am calling this meeting to order. We'll start with roll call. Linda Gordo. Carmen Delapaz. My Christine. Matt Ratzek. Perfect. And I will move on to open for any public comment. Good evening, Lisa Halp 434, Madison Street. I'm just taking a look at item 26-03 108 discuss alternative date for the landmarks meeting in April. And as you know, this meeting was bumped due to a city event. And so that'd be the second month in a row that it would be bumped. And the Plan Commission has a meeting on March the 25th. So I'm just wondering what's so imperative that the second meeting in a row would be bumped in order to accommodate the plan commission. It says that it would need to be need to schedule it for the zoning code update. And I guess time will tell. Thank you. Anyone else for public comment? Great. I wasn't here. Aye. Aye. Approved. Okay, and we're moving on to new business item 2603107 certificate of appropriateness for 915 North Hartwell Avenue. Review a request to replace 400. I'm going to say it again. 400 windows, and that's the rest haven hotel. All right. And it is the former Rest Haven Hotel, which was one of the well, which is the last uh intact example of one of the Grand Springs era resort hotels in the city. It was built in 1905, and it has classical revival style architecture. And it was an operated as a hotel until 19 1919 and then was used as a veterans hospital until 1958. And they are vinyl windows. So they are at the end of their lifespan and need to be replaced. don't have moving uh hardware uh so that what they're proposing to replace them with is the uh Pella fiberglass windows uh which uh have a uh more uh a more uh a consistent profile with which the original windows would have been uh then the uh then the wood style and can also be in a uh color that is uh more consistent and less uh doesn't stand out quite as much as the uh the shiny white uh that the vinyl windows are um the windows will be uh will match the uh existing uh openings for the most part uh with uh three uh three panes uh for the majority of them and then for some of the smaller uh shorter windows they'll have the the two uh two light uh openings uh so they provided some uh uh renderings of what that will look like uh when they're finished or when they're replaced uh so this is uh the near the front of the building and then another one of the the wings uh and I believe uh the applicant is here to provide more information I am yes I if you could state your name please yes and your position with the with the organization sure I'm Andrew Moser uh I'm the regional director of development for ethnos 360 um so I oversee all the fundraising for the Bible institute here so we have additionally and I apologize that you didn't get this in advance we have a statement from the architect we consulted um if that'd be helpful I'll just pass you each a copy sent this question which is thank you thank you very much and additionally I have with me um Kyle Voles who is managing the project for catalyst construction um they do the in they're overseeing all the installation project um this is part of a capital campaign of about five million dollars um so they've already overseen about one point six million in internal work and then this is the first exterior project we're looking to do and then I also have um Sean from Pella Windows um commercial sales he was also involved in selecting the style questions I some of the rendering yeah and then stuff like that yeah let's ask go ahead okay when I was looking over these when I got the email I mean you have a lot of different colors from the fire escape and some of the three pane has I'm not really sure what why they're there's Charlie could bring up the other photo uh I don't know if it was another the original window was another side yeah that one there if you look far right hand side the ones in the middle they have some kind of I don't know if that's wood or they couldn't find something or that hallway or whatever was in there was repurposed. I'm just wondering what are you guys gonna do about that. That's a great question. Do either you guys know offhand but you might not be do anything with that I was just yeah it's brick. It's brick it's not wood yeah. Okay. That was basically one of my questions if that was just a filler piece you know they repurposed it was a studio room or a hospital room and then it became something else or a bathroom.
