So we've got the uh resolution uh that would direct uh the public works to prepare plans and specs for several projects.

Uh those being uh the demolition of 137, 139 East Park Avenue building, uh the Luke Avenue Walton Avenue and Bourne Place Utility Improvement Project.

Um that's uh moving along from the water utility and then uh the parade memorial irrigation project.

There's any questions, we'd be happy to answer.

Is it safe to say that that's going to be paid out of fundraise dollars?

Correct.

Will will will this board approve those bids, or is that going to be run through the foundation?

Uh we'll be re we'll be bidding it and approving the bids, and it'll be a reimbursement from the foundation, yes.

Okay, so the city will run the project.

This board will approve the bids and then the dollars will be reimbursed from the dollars that have been fundraised.

Moving on to bids received, number seven A.

7a.

The first bid we received uh was on Friday, March 20th.

This is for the 2026 alley reconstruction project.

Um so the alleys we are rebuilding this year are number 34 and 41.

Uh both these alleys are west of Grand Avenue between Grant and Scott.

34 is between Wilson and Harrison, and 41 is between Frame and Wabash.

So they kind of run east and west, west of Grand and towards Scott.

So uh we received multiple bids, so very competitive bid.

Um the public works department recommends moving forward with uh the low bid from Milwaukee General for both locations uh for the total cost of 391,150.50 cents.

Payne most of recommendation, piper seconds.

Um Alex Milwaukee General Construction rings a bell.

Have they done work for the city?

They have, and they've done alleys before.

Okay, um, maybe not in the last two, three years.

It's been a couple years, yeah, two, three years since they had been the low bidder on an alley project, but they have done very well doing our alley reconstruction program.

Yeah.

So been that we pro the project budget was 450.

The bids coming in at 391, so that's about 60,000.

Is there a way to maybe repave an alley for that difference?

Not uh completely redoing an alley if we were able to transition some of that funds to like operating budget type work, like the city garage could probably do an alley with with that amount of money easily for that type of paving.

I don't know if that's allowed under that's change that that's I said if yeah.

I know that friends in the state legislature won't let us use bonded funds for dollars for operating or for dot for projects that we could do in house.

It would be great if we could, but like I said, we can't if so.

Well, we can talk a little bit more about maybe how best to use.

To do another whole alley, it wouldn't be likely to be able to cover that.

So it would not.

This money could be uh it'll be looked at as we move forward with projects as they end.

Okay, and what we would do for next year, probably.

And moving on to the uh second part, the asphalt street utility repairs.

Uh correct.

So uh this project bid on this open on the same day.

Uh we had four bids, always contractors uh was the low bid.

We'd recommend using them again.

They've done this project for us before successfully.

Um, and the bid that we're recommending is a total of 192,690.

Uh so it's a reminder the this funding is from the street opening prices, so that's where that money comes from.

Alex, I guess I'm just curious.

I mean, it seems like it seems like we've estimated high, or contractors are really eager for work.

Just seems like the last couple of months as we've looked at bids, we've had just an I mean it's been great that we've had bids come in where they're coming in.

The flip side of that is we've already borrowed the funding for it.

So I'm just kind of curious what you're hearing in terms of just contractor appetite, or are we just being conservative in some of our estimating or a little bit of both?

I would agree that we've as you've seen on so at least these last several bids is we've gotten multiple bidders, so it's a competitive world out there for road projects, right, Brennan.

I mean, I I think that's the bulk of it.

Um yeah, it does it does appear that we are, you know, all the bids that we've done as of recently, we've seen a high number of bidders, which is really good for ultimately pricing in general.

Uh, the other advantage too is we have bid out a lot of our projects earlier in the season, which again is more conducive to more bidders, a little bit more aggressive bidding just to secure work for the year.

So it's a combination of time frame of when we're bidding our bigger projects early in the year and just having that sheer number of bidders that are you know interested in the project.

And I I'm I'm very self-aware that if it was the inverse, I would be probably asking the questions as to why we're not estimating it appropriately.

So I'm trying to be very self-aware that there's a yin and a yang to this guy, so thank you.

We do our best to guess.

Uh seeing discussions are finished, no more questions.

We'll move on to a vote of the 2026 asphalt street utility repairs with the always can contractors as the approved bid.

And we are moving on to discussion and recommendation to council regarding review and possible action on the proposed street opening prices for 2026.

Uh so um we do this every year.

Uh these uh prices that you would be recommending or approving would be for uh what we charge for contractors, utilities, etc.

that dig up the city right away.

Um so they complete work, they do a temporary patch, we charge them for a final patch completed in that asphalt street repaving project that you just approved.

Um every year we look at those prices and uh increase the ones that we we think need to be increased, and uh we get those recommendations based off of the this year's bids.

So the bids that we saw there, uh we take the average of those for like the asphalt pavement and put together these these numbers uh to uh charge uh future excavations uh to move forward, and we want to make sure we have enough money that we're charging back to those utility companies because we're also responsible for maintaining those patches once they complete that work until the patches completely replaced.

So the three items that were increased this year was the asphalt pavement price one from twelve dollars to fourteen dollars, concrete sidewalk from nine sixty to twelve dollars, and concrete drive approaches from twelve eighty to thirteen fifty.

The other items we'd recommend seeing the same.

Brian, I think it was the concrete street that went from 960 to 12, not sidewalk.

Moving on to ID 26-03278.

Review and possible action on the purchase of sewer castings for manholes and inlets for the various 2026 sewer and roadway projects.

So this uh is another item that we do on occasion here.

This is to uh purchase the uh manhole frames and covers inlets and things like that, all the metal that goes into the streets uh over some anhole structures.

Um we received two quotes, uh, one from Ferguson and one from Aetna Supply.

Uh we recommend moving forward with the low quote from uh Ferguson, an amount of 2021 dollars.

Uh no major report uh communications and referrals or communications.

We've got uh two official notices, one for fire phase station five HVAC, that's the rebid uh that we were rebu repackaging, and then uh for the West Sunset Drive and Barcel Bridge ceiling and rehab projects.

So Alex, can you can you remind us why we're rebidding fire station five, the HVAC?

Came in substantially over budget.

Correct.

Oh, that's right.

Um one of one of the units there, I've remembering correctly was rather larger and was a lot more expensive to replace than the other units.

It had the older refrigerants included in it, so it drove that price of that bid much much higher than anticipated.

So with the rebid, are we breaking the project up a bit?

Correct.

Yep, like over the course of two years or yeah.

So this first phase will be just the replacement of the one condenser unit with the furnace in combination of the older refrigerant model, which is a more expensive unit.

So take care of that first, and then a future project will handle all the rest of the condensers uh and improvements in that realm.

And that building's what 16 years old?

20 was that 2010?

Around then, I would guess, yeah.
