I'd like to call to order the Monday, May 4th meeting of the Building and Grounds Committee.

Before we get started, I would like to uh acknowledge the service of Alderman Eric Payne.

His leadership and service are greatly appreciated.

I found out from the city today.

He started in 2008 as chair of this committee, which is 18 years, so it's been a while since we had anybody new here.

So we just want to appreciate his service.

Next uh agenda item five A review and act on the street closing and special event permit for municipal lot number three for BBs on Maine.

Darren, if you'll I mean this one is uh pretty straightforward.

Uh the permit came in for BBs on Maine to close part of municipal lot number three on June at the end of June, so June 27th from 230 p.m.

to 9 30 p.m.

for what appears to be more of an annual canine unit fundraiser in which they're doing this event for.

Um just they are proposing to close a couple of spots in municipal lot number three back in their area of business, and these are very similar uh parking spots that do get closed during other events, similarly, like uh previously for the St.

Patrick's Day event for House of Guinness and uh Magellans.

So this is something that is not new or different, something very standard that has happened many times over and over.

I got a chance to talk to Mayor Helvin Slavin about this.

She's this was in her former Aldermanic district, and she said this has been an ongoing event and they haven't had any problems, and she recommends approval.

Next uh 5B, review impossible action on removing the street light on Windsor Place between Winterbury Drive and Maple Way North.

So this item was brought forth by Alderman Rip Rick Lemke.

Um it is to remove a permitted street light that was previously on a dead end at Windsor Place.

However, with the new development that took place on the north side of summit, um, kind of between uh call it um university and highway 318.

There is now a connection where Windsor goes through that new development.

And actually, I will bring up kind of a map that may help visualize this a little better.

Where this is taking place.

So this is Windsor Place where this connection is now being made where the springs at Meadowbrook development is now taking place.

So Windsor Place is now connecting into I believe the new public street that's going that will be going north-south that is uh to be a public road, Winterbury Drive.

Um the light was previously there because of uh possible dumping issues as it was dark previously, and um it was to help shine the light on the area to deter issues from that happening.

So it's just a removal of that permitted light now and is no cost to the city with the with the removal of that item.

Uh Alderman Lemke did contact me about this, and he is obviously in favor of removing it, and partly the what drove the complaint and referral is uh there are some neighborhood neighbors that had some light complaints in with the lights shining in the windows and all that, and with the light being unnecessary, the he felt that it was okay to take it out.

Next is 5C.

Review impossible action on installing the the sign, quote, right lane must turn right, except for metro transit buses, end quote.

For northbound Delfield Street at Westmore Moreland Boulevard.

Darren All right.

So this uh referral came in from Brian Engelking from our uh Waukeshaw Metro Transit.

Um they will be updating their weekend route number nine, where route number nine will be going north on Delafield Street, where they will be providing a new stop.

And I will just go ahead and go down to a pictoriation here.

They will be creating a new stop on the south side on the south of Moreland on the east side of Delafield, there, where the new stop will be created, and the bus itself, after it is done unloading and loading passengers, it will then continue north on Delafield Street.

So the bus itself will actually be making a through movement from the right turn lane.

So the sign as it will read right turn must turn right, except for metro transit buses.

So to provide awareness to drivers that they themselves must continue to turn right from the right turn lane.

However, metro buses that are in the right turn lane may proceed through the intersection from the right turn lane.

However, of course, obviously, metro buses that are gonna go through from the right turn lane will have the presence of mine and awareness of any adjacent uh drivers adjacent to them that will also be going through from the intersection to make sure there's no uh collisions within the intersection by any means.

Uh Darren, uh I noticed that the um markings are already on the street on the pavement there uh where it says proposed bus stop location.

Why aren't we putting the uh right lane must turn right sign right there where the bus stops on the south side of uh of uh Delfield Street instead of having it over on the we don't have alignment uh between uh the uh Delfield Street, the south part where it meets up with uh Moreland Road?

It doesn't look like it's uh a very good alignment here.

So and they're gonna be moving over into the northbound uh Delafield Street um uh uh uh right away and uh it would make more sense to me anyway that this uh right lane must turn right would be back here with the proposed bus stop location because it's it's another it's an alignment issue as far as I can tell.

So I guess and maybe I'll just provide additional information then there is additional signage currently out within the right-of-way right now in advance of the intersection, kind of where the channelizing line starts back here where it says right lane must turn right.

So that would be additional signage for the general traveling public for for those individuals.

I think at that intersection too, isn't there where that's where that sign is that they're gonna put on there?

That's a thing that goes across the whole intersection, right?

So that's that sign itself will be installed on an existing traffic signal monotube structure, yes.

That makes a whole lot more sense to me then.

We got anything for uh the only remaining item we have here is our current building and grounds budget.

Um our starting balance with carryover from 2025 was 17,126 and 78 cents.

The amount that has been spent to date is approximately five thousand three hundred and ninety-two dollars and forty-eight cents, and the remaining budget for 2026 is eleven thousand seven hundred and thirty-four dollars and thirty cents.
