Information Technology Board Meeting Summary – May 6, 2026
The Information Technology Board (ITB) of Waukesha met on Wednesday, May 6, 2026, at 6:00 PM in City Hall Training Room. All members were present except Mr. Costolmy. The board approved a contract for stormwater management software, held its annual election for chair and vice chair, and received updates on website accessibility and a recent cybersecurity false positive.

Discussion Items
- Contract for Stormwater Management System (ID#26-03177): Jonathan Shapakam from Public Works presented the proposal for a stormwater-specific software by 2NDNATURE, called "To Inform." The system is designed to manage the city's MS4 permit obligations, track best management practices (BMPs) such as ponds and swales, automate maintenance reminders for HOAs, and integrate with the city's GIS. The software includes migration, training, and single sign-on (SAML). The first-year cost is $32,000, year two $38,000, with 3% annual increases thereafter—negotiated down from an initial 5% increase by Chris. The department noted that OpenGov was roughly twice as expensive. The software is used by cities like Chattanooga but no Wisconsin cities yet. It will help the city comply with upcoming Total Maximum Daily Load (TMDL) requirements from the DNR, which will tighten removal rate standards for total suspended solids (TSS) and phosphorus.
- Annual Election for Chair and Vice Chair (ID#26-03577): The board held nominations and a secret ballot. Daniel Manion was nominated for chair by Bob Bruder; Paul Fabian was nominated for vice chair by Steve Van Trieste. No other nominations were made. The motion to elect Manion as chair and Fabian as vice chair passed unanimously.
- Website Accessibility Software Follow-Up: Chris noted that the federal government pushed back the compliance deadline by one year for municipalities. The city had already purchased the software, so the project continues with more time to achieve compliance.
- Cybersecurity False Positive Update: Chris reported that on the previous Sunday, a widespread false positive from Microsoft Defender flagged DigiCert root CAs as malware, affecting systems worldwide. The city’s third-party security management had some communication issues but they were resolved. No actual infection occurred.
- Meeting Schedule: The board agreed to cancel the June 2026 meeting due to lack of pressing items and vacation schedules, and possibly July as well. The next CIP-focused meeting is anticipated for August.

- Motion to Approve 2NDNATURE Contract: The motion was moved, seconded, and passed unanimously (all members voted yes). The contract will next go to the Common Council for approval.
- Election Results: Daniel Manion was elected Chair and Paul Fabian was elected Vice Chair, both retaining their previous roles. Vote: 7-0.

International term. I call the uh May 6th, 2026 meeting of the information technology board to order. Um, all members are present except for Mr. Costolmy, who did uh inform Chris that he was unable to attend this evening. Um we do have a quorum, and we will proceed with the meeting. Um item two on our agenda is pledge of alignments. And to the Republic for which it stands one nation under God with liberty and justice for all. Yes. Item three is public comment. We don't have any members of the public with us uh this evening because our staff, so move on to approval of minutes. We do have minutes from our April ITV meeting. I took a look at them, they looked good. Were there any concerns or questions, comments? Is there any objection to approving those by unanimous consent this evening? Hearing and see no objection. We'll approve those by unanimous consent. Moving right along. Item five is our business items. We have two business items to address tonight. Uh first five A review and approve the contract with second nature for the stormwater management system. Yeah, but Jonathan Shapakam from Public Works with us this evening. And Chris, um, did you want to start with this? Or you want to write over? Um Jonathan uh was here in 2025 for the 2024. Was it 2024? September 2024. Yeah, yeah. For the 2025 CIP process. Well, yeah, because it's 2026. Yeah. Um I was talking budget earlier today, so my brain is in 2027. Yeah. Yeah. So he was here in 2024 talking about this project during the CIP uh project. So he can he'll give you a quick reminder of what it was. Um but um yeah, so this is a stormwater management program. Uh he'll get into the details on that. Uh one of the reasons why it's taken so long to come back here for a contract is part of the new permitting inspection program. We did tack on this as an optional item for those vendors to um reply to. Uh there were a handful, maybe one or two uh of those that replied back, but the the vendor we ultimately picked for the permitting uh did not have the stormwater. So they went back to uh this one, which was came out of RFP as well, and um, and so this was the best fit for the city. And so I'll let Jonathan take over from there. Sure. Okay, thank you, Chris. Yeah, as mentioned, uh we're back in 2024. We were looking at this particular piece of software, which is by a company called Second Nature. The name of the actual form um program is to inform. Um, as mentioned, it uh is a sp a stormwater specific software. So it is is not a check of all trades, master all none, and it's really one that's primarily honed in specifically on stormwater. That's one reason why we were very interested in it.
