Ordinance & License Committee Meeting – May 11, 2026

The Ordinance & License Committee of the City of Waukesha met on Monday, May 11, 2026 at 6:00 PM in Council Chambers. All four members were present (Aldermen Wuteska, Wigderson, Manion, Evert). The meeting was called to order at 6:00 PM and adjourned at 7:11 PM. No public comments were received.

Consent Calendar

Discussion Items

• Bartender Applications:
  • Adonis Tierre Joiner: application approved unanimously (4–0) after discussion; his record showed no recent issues.
  • Malik Zhariay Christian, Mariah Jean Gryzkewicz, Shana-Marie Scarlett Malecki: applications held for second invitation at the next O&L meeting.
• Tobacco Outlet & Liquor License: Held over because of a failed police compliance check; applicant Narinder Singh will be asked to appear at the next meeting.
• Mayor's Restaurant – License Amendment and Temporary Extension:
  • Applicant Chelsea Sanchez requested a permanent amendment to the Class B liquor license to include the building and north part of the front lawn up to the sidewalk, with a substantial enclosure and excluding the driveway and parking lot. Committee approved the amendment (4–0).
  • Also approved a temporary extension of premises from May 20 to June 30, 2026, to allow outdoor service while the permanent license takes effect on July 1 (4–0).
• BB's on Main – Friday Night Live Extension:
  • Owner Brooke requested an extension of premises for Friday Night Live events (June–August) onto the street. City Attorney Brian noted that extending onto city property requires a sidewalk cafe permit, which BB's on Main does not have (they serve no food). The committee voted to refer the matter to the Common Council on May 19 for final decision (4–0) to allow time to resolve the compliance issue.
• North Pillar Brewing Company – AB-105 for Friday Night Live:
  • Approved unanimously (4–0) for dates: June 5, 12, 19; July 10, 24, 31; August 7, 14, 28. Idyllic Bubble Tea already had a sidewalk cafe permit, permitting the extension onto the street.
• Raised Grain Brewing Company – AB-105 for Lowell Park Fireworks:
  • A motion to approve was withdrawn after discussion. City Attorney Brian explained that the proposed licensed premises (entire Lowell Park) was too broad and would conflict with state law on underage access. The application was held over for amendment to define a more limited serving area.
• Proposed Revisions to Municipal Code Chapter 9 (Compliance with Act 73 and other changes):
  • City Attorney Brian presented a detailed overview of changes, including: adding proration language for operator license fees, removing the fee for Class A cider‑only licenses, codifying conditional licenses for premises under construction, creating a 60‑day hold period for license reissuance upon sale of a bar, establishing a process for full‑service retail (FSR) outlet approvals, clarifying operator license renewal procedures, updating park sales locations, removing outdated restrictions (e.g., prohibition of liquor sales at gas stations, credit sales, music curfew, carry‑out beer in restaurants), relaxing temporary enclosure requirements, and adding municipal penalty options. The committee approved the revisions unanimously (4–0).
