Um if you have any questions uh about that bid, uh feel free to ask.

Uh Will Surge has worked with us in the past on numerous projects, so uh we believe they'll be able to complete this project.

Uh this is uh 2026 sanitary sewer lining and relay project.

Um this actually this project came about actually after uh uh failure during uh the floods in August of last year.

Um we did complete a repair in the section that had failed, but the rest of that section uh needed work as well.

So uh uh we prioritize that section for the sewer lining uh project for this year.

As you can see, we got two bids for this work.

Uh we recommend moving forward with the bull bid from super excavators for 398,821 dollars and zero cents.

You can see that our budget uh this is over our budget, but this wasn't in the budget um completely as a separate project.

Um and we do have money uh that's available from other CIP projects that are already bid out, uh including our resurfacing project uh and that so uh we transfer that project savings over to cover this sewer uh project on Baroque.

There's any questions, Brendan or I'll try to answer.

I know we've we've used Visa sewer many times for a number of projects, and they seem to be reliable and come in in budget.

Have we used super excavators?

For sure.

Yeah, super excavators is a very good contractor.

And Vizio sewer will be a sub for the lining work on our super excavators in their bid, as it was proposed.

So they both super is using Visual for the lining part of the project.

So this is project has lining and some open cut work.

So super excavators is gonna be doing the open cut work.

I I just bring it up because both bids are so close to each other.

Uh this is our 2025 Wisconsin DNR compliance maintenance annual report, the CMAR.

Um turn it over to Zach to uh to present on this and uh answer any questions that you might have.

Uh good afternoon, Zach Eisner with the Clean Water Plant.

Uh so every year we present on the CMAR compliance maintenance annual report.

Uh so this is a report through the DNR that is for every wastewater plant in the state that kind of looks at the health of the wastewater plant, make sure it's in the right direction.

Um so I'm happy to announce this tenth year in a row.

Uh we got a 4.0 on this report.

Uh some of the highlights of 2025.

Um, of course, we had the high rain event in August.

I think I've heard it was maybe a 200-year rain event.

Um the plant handled this rain event very well.

Uh we had two small overflows in the collection system, one of them being the Burr Oak Boulevard uh sewer main that was discussed today, and another at um a lift station that was inundated with water.

Um but like I said, the plant did not have any overflows or bypasses, which um compared to some of our neighbors we are happy about.

Uh another highlight of this past year was the phase three project kicking off.

Um so that's the sludge dryer with electrical upgrades.

So that's been going well.

Um overall, this report looks at uh the water quality that we put out into the Fox River and root river.

Uh make sure our plants appropriately size for the flows we get in, uh the biosolids we produce, uh the maintenance go that goes on at the plant, the staffing of the plant, and the finances of the plant.

Um if there's any questions on this report, um go ahead.

Zach, um number first of all, congratulations.

And it's a certainly a testament to you and the team uh for our 10-year streak of solid A performance.

Um as you guys know, I always go to probably they don't have page numbers in this, but kind of back to the um to the equipment replacement fund, kind of the financial management section.

And one thing I noticed in here, and maybe it's been in here before and I just haven't noticed it, is that tandem axle trailer for like 4100?

So are vehicles eligible for the equipment replacement fund?

Um I believe this was different because it was uh trailer and non-motorized.

Okay, so I know everyone, you know, every handful of years we do pickup trucks and things out there for for clean water.

Is are those not eligible for the equipment replacement fund?

Uh that goes under a different fund uh for the I mean that's in the vehicle portion of the CIP.

Yep.

But could could equipment, I guess might maybe a better way to phrase it is can replacement fund dollars buy pickup trucks and things like that that we normally would pull from other that we'd normally fund in other ways.

Uh I'm not sure on that one.

We can check with uh Joe Chiro, but uh the last couple of years we've been funding everything through just user fees directly and not borrowing for RCIP projects.

So clean water pickup trucks have just been coming out of basically cash.

I just saw that I saw the trailer in here, and I'm like, okay, that prompted the question.

Um and then you know, the roughly the balance is just under four million dollars.

Remind me, is there is there some math around what DNR wants that amount to be?

Is there a percentage of your budget?

I mean so that's all the uh approved uh CIP uh dollar amounts, I believe, through 2030 in there.

I thought there so the replacement fund is approved contracts for out through 2030.

I thought that that fund was available for equipment purchases.

I believe that's uh equipment purchases in the in the CIP.

So that replacement is that replacement fund in cash now, or is that a projection of purchases over the next four years?

I believe it's showing the projection of the next four years, but there is a level that our uh we're required to maintain for uh the equipment replacement fund for emergencies and that I think there's yeah, the two different things.

Is that dollar amount in here?

I mean, I know I've been through this a lot, and I just I give some.

The main point of I believe is this is to show the DNR that we are spending money on replacing items.

So I think that the other the number that you're looking for, I don't believe is in here.

We can check, but all right.

Um guys, I'm just kind of curious what what's a projection versus what's cash on hand, I guess is my question.

Yeah, because there's a question in here is the December 31 ending balance of your replacement fund above uh equal to or greater than the amount that should be it should be in it.

So the yes, yeah.

So I guess that's my question.

Is the 3.9 million is that cash on hand, or is there a projection?

Is that a projection?

So and then if that's if it's a projection, I'm just curious what the cash on hand is in that fund.

We can find out what the cash on hand is.

The the amount that should be in our replacement fund is at 3.9.

Because that's the projection of projects out through 2030.

But uh how is the uh the um solid waste uh plans going toward um or the fertilizer we were the dryer?

Yeah, how is that progressing and when do when would we expect to see the new product coming?

Yeah, so that's on schedule.

Um we should expect the sludge dryer to come on site sometime in uh July or late June.

Um so the final completion for this project is end of 27.

So probably we'll have a sludge dry running sometime late uh summer of 27, and then we'll be kind of troubleshooting it as we get online.

And is the I take it the DNR has to do their due, we have to do due due diligence to make sure that product is safe and etc.

Um do we have uh uh a forecast yet um uh when we're gonna be making that available and when the public might be able to purchase it or how how we're planning on doing that.

Yeah, so we work with the DNR.

Um they have to look at the bacteria in it to make sure it's safe and approve it as class A biosolids.

Um so we're expecting that to be under 27 also.

This uh next item is also uh Zach's item here.

Uh this to review and act on change order number two with uh JF Aaron and company for the clean water plant phase three improvement project uh that we were just sort of discussing the last there, which includes the dryer.

So turn it over to Zach.

Explain this.

Sure.

So this change order includes a different a couple different parts.

Um the first being uh three thousand dollars um for changing out some circuit breakers in our one ten uh motor control center.

So that'll be changing them out to different brand.

Uh another about three thousand dollars to upgrade from schedule ten uh piping to schedule forty piping for some fire protection.

Uh another change order that would be or another part of this change order would be a credit of thirteen thousand dollars um for swapping out ductile iron piping for uh PVC or staff lakes uh if in the future we have to modify it's a lot easier to modify PVC than the ductile.

Another part of this change order is a credit of 39,000 and those uh roughing filters that we had along Century Drive, the big uh aluminum domes that got removed.

Uh City Garage would be doing the final um application of topsoil and seeding, and we can do this uh to say the city money versus the 39,000 dollars they're gonna charge us for this.

Um so overall uh between those different parts uh we get a total credit of uh forty-six thousand dollars.
