Weatherford Planning & Zoning Commission Regular Session – April 9, 2025

The Weatherford Planning & Zoning Commission met in regular session on Wednesday, April 9, 2025, from 2:30 p.m. to 3:04 p.m. at Weatherford City Hall. Public Comments & Testimony

  • CUP-25-0003 (Fueling Station): Resident Correct Lumen, 113 Oakwood Drive, opposed the request, asking why a sixth fuel station is needed in a three-block area. Lumen noted five fuel stations already exist from Bankhead to Santa Fe and raised traffic safety concerns about the Jack Borden Way/Fort Worth Highway intersection, including left-turn risks.
  • CUP-25-0003: Adjacent property owner Tallman, 113 Line Street, supported the project, stating it would clean up an old, dark lot and improve security. Tallman also asked what might happen to the adjacent church and brick house properties and expressed general support for the plan.

3.A – CUP-25-0002: Auto Sales/Service (Golf Cart Sales) at 2040 Fort Worth Highway

  • Planner Katelyn Seckman presented the request by Thomas Tettleton for a conditional use permit on an approximate 1.00-acre tract zoned C1 General Commercial.
  • The proposed use is auto sales/service as a primary use, specifically golf cart sales, with a sales office and storage/display areas shown on the conceptual site plan.
  • Staff recommended approval with three conditions: no temporary signs, banners, or advertisements; display and sale limited to golf cart sales; and display areas maintained in a neat and orderly fashion.

3.B – MCA-25-0004: Adding Contractor Office/Facility with Outdoor Storage, Including Vehicles as a Conditional Use in Agriculture District

  • Staff presented a Zoning Ordinance amendment to add this use as a conditional use in the Agriculture District.
  • Commission discussion explained the amendment came from a March 12, 2025 request in which an applicant withdrew a rezoning application after concerns that a straight industrial zoning designation would allow too many uses; the amendment instead requires a case-by-case conditional use permit.
  • If adopted, future applicants would need a CUP, with notification to property owners within a 200-foot radius and public hearings.
  • The public hearing had no speakers. The commission approved the amendment unanimously.

3.C – ZCH-25-0002: Zoning Map Amendment from C1 to R1 at 1013 W. Spring St.

  • Planner Sergio Baeza presented a request to change an approximate 1.669-acre tract from C1 General Commercial to R1 One Family Residential because the property is currently used for single-family residential use and does not fit the C1 designation.
  • Staff stated the current zoning appears to be a mapping anomaly and that owners of nearby properties on the boundary and Dubala Street were notified and offered the same cleanup opportunity.
  • The public hearing was opened and closed with no speakers. The commission approved the zoning map amendment unanimously.

3.D – CUP-25-0003: Fueling Station at Jack Borden Way and Fort Worth Highway

  • Senior Planner Monica Johnson presented a request by Vaquero Jack Borden Partners LP for a Fueling Station use on an approximate 1.638-acre tract in the C1 General Commercial district.
  • The applicant described a newer, approximately 5,000-square-foot convenience store concept associated with 7-Eleven, with fuel canopies in front and multiple workers on site.
  • Staff recommended approval subject to two conditions: temporary signs, banners, and advertisements prohibited except during a 30-day period after a Certificate of Occupancy; and the CUP would be void if construction is not started within 9 months of ordinance approval and if construction and Certificate of Occupancy for the 7-Eleven store are not completed within 24 months.
  • Staff stated a Traffic Impact Analysis and detailed site plan review would be required, including access and safety concerns raised by the public.
  • Following public comments, the commission approved the CUP unanimously.

3.E – SBDP-25-0001: Preliminary Plat for Vaquero Weatherford Addition

  • Staff presented a preliminary plat request for two commercial lots on approximately 2.923 acres at the southeast corner of Jack Borden Way and Fort Worth Highway, associated with the proposed 7-Eleven development.
  • Staff recommended approval subject to eight conditions, including preserving existing utility easements, requiring a two-sheet preliminary plat, providing right-of-way dedication along Fort Worth Highway based on the current 120-foot Major Arterial classification, including improvement statements and timelines, and subjecting public improvements to civil plan review.
  • The commission approved the preliminary plat unanimously with the stated conditions.

Staff Reports

  • Housing Analysis: Director Caleb Kentner reported no changes to the 2024 housing analysis; the total remains 578 units, with no new approved projects since the last meeting.
  • Monthly Building Report: Staff presented the March 2025 building report, showing permit activity through February. No questions were asked.
