The Weatherford City Council met on Tuesday, May 13, 2025 at 6:01 PM for a Regular and Executive Session. The meeting included canvassing the May 3, 2025 General Election, administering the Oath of Office to Mayor Paul Paschall, a proclamation for Economic Development Week, approval of minutes, consent agenda items, a regular agenda item for the McGratton Park remodel, executive session discussions, and action on a property purchase. Election Canvass & Oath of Office
- The City Secretary announced the results of the May 3, 2025 General Election for Mayor: Incumbent Paul Paschall received 1,044 votes (88.62%) and opponent Will Montgomery received 134 votes (11.38%). The council unanimously voted to canvass the election and authorize the Mayor to execute the canvass documentation.
- Mayor Paul Paschall took the Oath of Office administered by the City Secretary, using a pen he has used for previous oaths of office.
Presentations & Proclamations
- Aaron Spicer provided community interest updates, including Chalk the Walk with police, National Police Week, shade sails at Love Street Park pickleball courts, and recognition of firefighters who competed in an international rope rescue competition in Spain.
- The Mayor read and presented a proclamation declaring May 11–17, 2025 as Economic Development Week in Weatherford.
Consent Calendar
- The council approved all consent agenda items (8a, 8b, 8c) unanimously on a motion by Mayor Pro Tem Heidi Wilder, seconded by Luke Williams.
- 8a: Increase the Job Order Contracting (JOC) Program amount for Harendt Construction Group, LLC to $1,200,000 for the annual program.
- 8b: Authorize a Job Order with Harendt Construction Group for the 221 North Main project not to exceed $28,159 (total fiscal year expenditure $61,457).
- 8c: Authorize a Job Order with Harendt Construction Group for Weatherford Farmers Market improvements not to exceed $205,413.
Discussion Items
- McGratton Park Remodel (Item 9a): Jaycob Kirkpatrick, Director of Parks, Recreation and Special Events, presented a proposal from MHS Planning and Design for design and construction plans at a cost of $188,335. Key features include an all-inclusive concrete skate park (wheelchair, skateboard, bike, scooter accessible), additional parking, a new playground, restroom facility, park lighting, and updated basketball courts. The project is funded in part by a $750,000 matching grant from Texas Parks and Wildlife. Staff recommended approval. Councilmember Matt Ticzkus clarified that basketball courts will remain and be improved. Mayor Paschall emphasized the importance of citizen engagement in park projects. The motion by Heidi Wilder, seconded by Matt Ticzkus, passed unanimously.
Executive Session
- The council recessed at 6:18 PM to hold an executive session to consult with the City Attorney regarding 2904 E. Bankhead Hwy (Sec. 551.071) and to deliberate real property at the northeast corner of Waco Street and Spring Street (Sec. 551.072). They reconvened at 6:49 PM.
Key Outcomes
- Action on Executive Session Items: The council took no action on Item 11a (Bankhead Hwy).
- Property Purchase (Item 11b): Councilmember Zack Smith moved to approve the contract of sale with Professional Building Partnership for the city's purchase of approximately 0.334 acres (part of Lot 3, Block 19, Original Town of Weatherford) at the northeast corner of Waco Street and Spring Street, and authorized the City Manager to execute the contract and closing documents. The motion was seconded by Luke Williams and passed unanimously.
- No citizen comments were made on non-agenda items, and the meeting adjourned.

Item four on the agenda is canvas election results and oath of office for a canvas of the May 3rd, 2025 general election, including authorization for the mayor to execute the canvas documentation at the presiding officer of the canvassing authority and to issue the certificate of election to the successful candidate for mayor of the Weatherford City Council. City Secretary, will you read the result into the record? Sure. Mayor Council, um, at the May 3rd general election, we had two candidates for mayor on the ballot. Incumbent Paul Pascal received 1,044 votes or 88.62%. The opponent, Will Montgomery, received 134 votes or 11.38%. Council, this does require action. I'll entertain a motion if that's your pleasure.
