The Weatherford Planning & Zoning Commission met on June 11, 2025, at 2:30 PM in City Council Chambers. Chair Brian McKeown called the meeting to order with a quorum present. Commissioners considered several rezoning, conditional use permit (CUP), and plat requests, including a major multifamily development and an RV park expansion. The meeting adjourned at 4:28 PM.

Pat Larkin (102 Crestridge Ct) and other residents raised significant traffic concerns about Causbie Road, noting it is a narrow, dangerous rural road with limited capacity. They questioned how road improvements would be ensured, given the county jurisdiction. Diane Brawley (320 Bonita St) supported the project's tree preservation but echoed the need for Causbie Road improvements.

- Item 3D – CUP for Office Building (Carter): A CUP is needed because the proposed office building at 215 E. Church St does not meet CBD building setback standards. Staff supported approval, noting the block's character (pitched roofs) and that the building matches adjacent structures. Conditions: hours 7 AM – 8 PM daily, no temporary signs. Approved unanimously.
- Item 3E – Vida Weatherford Rezoning & PUD (306 multifamily units): Staff recommended approval, highlighting the project's high quality: 306 units (one- to three-bedroom) in two phases, 1.5-acre lake with boathouse, resort pool, 3,000 sq ft clubhouse, dog park, 2,700 linear feet of trails, and 25% extra landscaping. Requested deviations: reduced rear setback (15' to 10'), building length up to 250' (actual longest 232'), and reduced side setback to adjacent AG lot (not needed). Applicant Michael Smith stated the project targets renters-by-choice with luxury finishes. Commissioners noted the city's housing analysis shows only 377 units available through 2030; combined with Item 3G, the total would exceed that by about 90 units. - Item 3F – Vida Weatherford Preliminary Plat: Preliminary plat for the same 14.17-acre site. Approved 6-1 (same vote as rezoning).
- Item 3G – Avilla Lockwood Rezoning & PUD (161 single-story build-to-rent homes): Staff recommended approval. The 17.819-acre site is currently in the ETJ and will be annexed. The project proposes 161 one-story homes (one- to three-bedroom) with private yards, detached garages, carports, and amenities. Developer Josh Eady (Next Metro Communities) stated they will invest ~$1 million to improve the Causbie Road/BB Fielder intersection, dedicate right-of-way, and work with city on a Traffic Impact Analysis (TIA). A community meeting was held but lightly attended. Commissioners supported the project as a quality transition from commercial to residential, noting it will force needed road improvements. Motion to approve passed unanimously.
- Item 3H – Avilla Lockwood Preliminary Plat: Preliminary plat for the 17.819-acre site. Approved unanimously.

- Housing Analysis: The city has 377 multifamily units available through 2030. Current projects could exceed that by ~90 units if both Vida and Avilla are built (some phases after 2030).

Today is Wednesday, June 11th, 2025. I am Chair Brian McCowan and I call this meeting to order at 2 30 p.m. and announce that a quorum is present. Commissioners are joined today by Director of Development and Neighborhood Services, Caleb Kentner, and City Secretary Andrew McDonald. Before we begin working through today's agenda, I would like to remind all applicants and interested parties that cases considered by this commission today will also be considered by City Council. Weatherford TX.gov slash meetings. Okay, so we'll start with uh item two A consider approval of the minutes of the planning and zoning commission meeting held May 14th, 2025. The motion from Mr. Hinton and a second from Miss Wiley. And the motion passes unanimously. Moving to uh item three, regular agenda items. Item 3A is to uh consider a request for preliminary plat approval for White Rock Homes phase two, being 34 residential lots on approximately 10.273 acres of land, generally located on 1713 East Bankhead Drive, City of Weatherford, Parker County, Texas, SBDP-25-0004. This is the preliminary preliminary plat for the White Rock Homes phase two. The applicant is requesting a preliminary plat approval for 34 residential lots on 10.273 acres. The current zoning is single family residential 7.5, and the general plan is suburban living. Um I like to note that the plat does meet the lot size requirements for the single family 7.5. These are the existing conditions. Staff recommends approval of the preliminary plat subject to all requirements of the subdivision ordinance and attached condition. Any questions for staff? Uh item 3B is to hold a public hearing to review a request by James McDonald for a general plan and zoning map amendment from C1, General Commercial to C2, Interstate Commercial, with a conditional use permit for a recreational excuse me, recreational vehicle park slash campground use on an approximate 10.97 acre tract being generally located at 2205 Tentop Road, City of Weatherford, Parker County, Texas, ZCH-25-0006, and CUP-25-0006. Hey Sergio. Good afternoon, everyone. This is the general plan, uh zoning map amendment and conditional use permit uh for 2205 10 top road. Uh the current zoning is C1 general commercial with the proposed zoning for the interstate commercial. Uh the general plan shows urban living and the conditional uh use permit is for a recreational vehicle parkslash campground. Um expanding use of it. Uh as you can see, this is their proposed site plan uh with the expansion of about 28 spots. And staff recommends disapproval of those requests because the current use does not align with the character of the surrounding developments and the existing zoning and use of nearby properties. Um the property is uh roughly 10.97 acres. It currently has 81 uh spaces in it. Um what we've uh asked for is for the zoning change uh to C2, which is all the most of the surrounding properties actually already C2. Um believe that probably when the maps were done, it just was inordinately you know erroneously done because there was a harbor freight that was in front of it, I think that took C1 and everybody else got C2. Um at the time it really wasn't an issue, but has become an issue now. Um expansion of the park by the 28th spaces, it'll allow the owners to increase the character and quality of the park.
