The Planning & Zoning Commission of Weatherford, Texas, held a regular session on Wednesday, August 13, 2025, at 2:30 PM in City Council Chambers. Chair Brian McKeown presided with a quorum present. Staff recommended approval. The applicant, John Stark (facilities director), stated the college intends to use the properties for future athletic facilities and other college purposes. The property adjacent to the Department of Safety (DOS) is on a ground lease with the college. After public comment, the commission voted unanimously to approve.
- Item 3.d – Final Plat for Couts Addition (Lot 3R, Block 51): A final plat for a 0.473-acre commercial lot at 710 South Main Street was approved unanimously.
- Item 3.e – Final Plat for Park Hill West: A final plat for two lots on 44.327 acres at 411 West Park Avenue was approved unanimously. The plat includes a dedicated right-of-way for a future connection to Lamar Street, part of the city's thoroughfare plan.
- Item 3.f – Conditional Use Permit for Auto Repair: The commission approved a CUP for an automotive body shop on 1.192 acres at 113 South Line Street. The property currently operates under a 90-day special use permit related to a storm event. Conditions include screening from US 180. Staff supported the use as an incremental improvement to the corridor.
- Item 3.g – Zoning Map Amendment and CUP for RV Park/Campground Expansion: The applicant requested a zoning change from C1 to C2 and a CUP to expand an existing RV park on 10.97 acres at 2205 Tin Top Road. The existing park is a legal non-conforming use. Staff recommended disapproval due to incompatibility with surrounding development. After discussion, the commission voted unanimously to deny. Commissioners noted disapproval would avoid expansion while allowing the current non-conforming use to continue. The applicant had proposed conditions including chip-and-seal paving and a 6-foot screening fence, but the motion to deny prevailed.
- Item 3.h – Zoning Map Amendment and CUP for Fueling Station (RaceTrac): The applicant revised the proposal from a full truck stop to a fueling station on 7.341 acres at 1825 Old Brock Road. Changes included removal of truck parking and scales, reduction of store footprint from 8,100 to 6,100 sq ft, and four dedicated diesel lanes. Staff recommended approval with conditions. The commission opened and closed the public hearing with no speakers. Discussion included ensuring no overnight parking. The applicant committed to signage prohibiting overnight parking. The motion to approve included adding a condition for no overnight parking signage. The vote was unanimous.
- Item 3.i – Preliminary Plat for RaceTrac Weatherford: A preliminary plat for two lots (to be combined into one) on 7.341 acres at the northeast corner of Ric Williamson Memorial Highway and Interstate 20 was approved unanimously. Conditions include coordination with Encore electrical infrastructure.

Weatherford Planning and Zoning Commission. Today is Wednesday, August 13th, 2025. I'm Chair Brian McCowan, and I call this meeting to order at 2.30 p.m. and announce that a quorum is present. Commissioners are joined today by interim director of development services, Chad Marble, and City Secretary Andrea McDonald. Before we begin working through today's agenda, I would like to remind all applicants and interested parties that cases considered by this commission today will also be considered by the city council. City Council agendas are posted at City Hall at least 72 hours prior to meetings.gov slash meetings. So before we get started, I would like to uh welcome Dr. Joshua Tarbay uh back to the commission. He's served on this commission before, including in this chair. So just like to welcome you back and we're glad to have you back on the team. My first meeting last time was uh virtual. I think it was April 2020. So this is uh this is a lot nicer. So thank you. Welcome back. Okay, let's uh let's get moving on with the agenda here. Uh we'll start with item 2A, uh, which is to consider approval of the minutes of the planning and zoning commission meeting held July 16, 2025. I'll make them open. Oh both. You got you got beat out on that on both occasions. So we have a motion by Mr. Hinton and the second by Miss Wiley. And the motion passes unanimously. Moving into item three. Uh item three A is to hold a public hearing and consider a request by HWH Real Estate Holdings for a conditional use permit for a recreational vehicle display or sales, new or used, or repair use on an approximate 26.31 acre tract being generally located at 2328 East Interstate 20, City of Weatherford, Parker County, Texas. CUP-25-0009. Hello, Monica. Thank you. Good afternoon, Chairman and Commissioners. The request before you today is for a conditional use permit for Holiday World. The proposed use is for RB sales and display. This property does lie between Bankhead and the service road. Um it is zone C2, and it and it's on approximately 26 acres. Um this request may be familiar to some of you. They did have a conditional use permit that was approved a couple years ago. It has since been expired, and the applicant is wanting to move forward with the development now, which is why you see this request. As you see on the screen is the proposed site plan, which shows the new RV display areas and the pre-owned RV displays, and then the service RVs will be back behind a privacy vents at the back of the property. Here are the proposed renderings of the building. And staff does recommend approval of this request subject to the following three conditions. And I'm here if you have any questions, and I believe the applicants here as well. I have a couple questions before we get started, and you guys jump in as well. So we looked at this before. When did the CUP for this expire? Uh can you give us some background on that? And did any of these conditions change since that uh initial CUP? Yes, so the conditional use permit was approved by council in July of two years ago. Um there was a condition on there that required construction to take place about eight months after ordinance approval. Um, since construction did not take place, that hence the conditional use permit to expire. And some of the conditions were removed because they were required by our zoning ordinance, such as like the site plan being reviewed and approved, but every other condition has remained the same.
