The request before you today is for the preliminary plat and the final plots for University Hills phases three and four.

This development may be familiar to some of y'all.

It was recently approved a few years ago and has since been expired, which is why you're receiving this request now.

This development consists of 97 residential lots.

The first request is for the preliminary plat, phases three and four, the final plat for phase three, and final plat for phase four.

The overall layout of the development is consistent as previously approved, and the lot sizes is consistent with the single family 8.5 district.

And with that, staff recommends approval of the preliminary and the final plats, subject to all requirements of our subdivision ordinance and the attached conditions.

The development had previously been approved but expired, and is now under a different developer. The preliminary plat for 97 lots (Phases 3 & 4) and final plats for Phase 3 (55 lots) and Phase 4 (42 lots) were each moved and seconded, passing unanimously without further discussion.
  • Heritage Hills Final Plat: Planner Katelyn Seckman presented a final plat for 89 lots on approximately 34.631 acres at 330 N. Denton Road. The preliminary plat had been approved by City Council in July 2025. The final plat is consistent with existing zoning (SF-7.5 and C1) and the general plan. It passed unanimously on a motion by John Hinton, seconded by Kathy Wylie.
  • Zoning Map Amendment & Conditional Use Permit – 200 Otto Drive: Planner Sergio J. Baeza presented a request by Robert Stuckey to rezone 1.632 acres from AG Agriculture to C1 General Commercial with a CUP for a contractor office with outdoor storage including vehicles. The item had been tabled at the applicant’s request in the previous month. The proposed site plan shows a new building replacing existing structures. Staff recommended approval with conditions. A public hearing was opened at 2:41 PM; no speaker cards were submitted and no one spoke. The hearing was closed at 2:42 PM. Commissioner Zachary Cray moved to approve with the city’s conditions, seconded by John Hinton; motion passed unanimously.

Public Comments & Testimony

  • No speaker cards were submitted for either the public hearing (item 3e) or the citizen comments on non-agenda items (item 5). No members of the public addressed the commission.
