Tax implications were estimated as high but would not affect over-65 exemptions.

Animal Shelter Phase 1 Improvements: Authorized the City Manager to execute a contract with DRI under the TIPS program for construction at the Weatherford Parker County Animal Shelter, not to exceed $600,000 (total fiscal year expenditure $625,910). Improvements include LED lighting, HVAC upgrades, 42 composite kennels, new vestibules, epoxy flooring, and exterior finishes. DRI’s proposal is $573,000 with a 130-day completion target. Motion by Councilmember Wilder, second by Mayor Pro Tem Smith. Unanimous.
- 7c. Zoning Amendment & Conditional Use Permit (Ordinance O2025-45): After a public hearing with no speakers, the council approved a zoning map amendment from AG Agriculture to C1 General Commercial with a Conditional Use Permit for a contractor office/facility with outdoor storage at 200 Otto Drive (1.632 acres). Conditions require construction to begin within 8 months and a certificate of occupancy within 20 months. The applicant, Robert Stuckey, confirmed readiness. The Planning and Zoning Commission had recommended approval (6-0) on October 8. Motion by Councilmember Ticzkus, second by Mayor Pro Tem Smith. Unanimous.

- 8a. Police Patrol Units Purchase: Chief Jason Hayes presented a detailed update on the purchase and upfitting of replacement marked patrol units for FY2026 through TIPS contract #240901. - Audrey Watt (1107 Franklin Street): Expressed concern about a 25-foot city alley behind her property, which is overgrown and partially fenced by an adjacent owner. Item two on the agenda is call to order an announcement of a quorum at a 6 p.m. Tuesday, October the 14th, and I will call our meeting to order and announce we do have a quorum. All council members are present. Item three on the agenda pledges of allegiance to the United States and Texas flags will be led this evening by Mayor Pro Tim Zach Smith. Please join me. One invisible thank you for that, Mayor. Pro Tim Item 4 on the agenda is items of community interest. Aaron Spicer. Mayor and Council, just a few quick highlights from around town. It's that magical season when our community calendar looks like it's been drinking too much coffee, but in the best way. Members of the Weatherford Fire Department recently competed in the 2025 Texas Rescue Competition at Gardner State Park, earning first place overall. The multi-agency team showcased outstanding skill and teamwork through challenging rescue scenarios. Great job to Weatherford Firefighters Brown, Stroud, and Marseniac. And the annual Phil King Clay Shoot Fundraiser hit the mark again this year. Thank you to Keg1 O'Neill for picking up the entry fee so our police and fire departments could join the fund. During the event, Senator King presented a flag that had been flown over the state capitol in honor of Officer Eric Warren. That flag was later presented to Officer Warren's wife, Sonia. A meaningful tribute to his service and his memory. Our community came out in full force for Weatherford Police Department's biggest national night out yet. This year's Minecraft Dream celebration was a blockbuster success, complete with creative setups, friendly faces, and plenty of pixel perfect fun. A huge thank you to our amazing residents for showing up and to all the city departments, the Weatherford Chamber, and community groups who helped make this night one to remember. Weatherford Haunted Trails was also a huge hit with our biggest crowd yet. Between pumpkin decorating, spooky strolls through the haunted trail, and some truly impressive costumes, it was a night to remember. Costume contest voting is now underway at the Weatherford Parks and Rec Facebook page, so go cast your votes. And seniors, and I'm not looking at anyone on the dice when I say this, but all seniors are invited to the Parker County Senior Connections Expo on Friday, October 17th. Judge Pat Dean, the Texas AM AgriLi Extension Services and other partners are hosting this lively event, and several city departments will be there sharing helpful resources with the community. Shandor Gardens transforms into a spooky wonderland October 23rd through the 25th from 7 to 10 p.m. each night with glowing jack-o'-lanterns, eerie lights, and fog that actually makes it atmospheric and not just annoying. Wander the illuminated paths, tackle the scavenger hunt, and help crown the best carb creation. And finally, if you've got mystery meds in your cabinet that expired sometime around the MySpace days, come join us at Weatherford Water Utilities and Police Department's Take Back Meds event on Saturday, October 25th.
