It is uh 12 noon, even though that clock isn't quite caught up to the actual time.

Um I am uh Lindsay Hester and uh Mayor Paul Pascal is uh not gonna be with us today.

He's out, and uh also Tom Novak and Howard McClerkin.

But uh it is noon, and before I call the meeting to order, I'd like to welcome Father Kevin Goodnight of Christ the King Covenant Church and ask him to bring us uh invocation.

Let us pray.

Oh Lord Jesus Christ, Son of the Living God, look with mercy upon us as we prepare to do the work you've set before us today.

Grant us your grace of the Holy Spirit that our words may be seasoned with wisdom, our thoughts guided by truth, and our actions directed by your holy will.

Unite us in purpose that all we do may be done for the good of our community and the service of your people, strengthen us to work in peace, wisdom, and humility in the name of the Father, Son, and the Holy Spirit.

I would uh like to call the meeting to order and announce that we do have a quorum at this time.

Ask uh councilwoman Heidi Wilder to lead us in our uh pledges of allegiance.

All right, at this time, uh it's a pleasure to uh say we have two uh service awards.

So uh we'll start with Rick Schaefer.

Thank you, board members.

Um I'd like to ask Mr.

Kyle Capp.

Go ahead.

Yes, you do, Kyle.

Ask him to jump me up here so we can all sing him happy birthday.

No, we don't know.

No, we won't make everybody sing, but he has uh just celebrated his 40th birthday yesterday.

Awesome.

Um in addition to that milestone, Kyle is here to receive his 15-year service award.

Uh so Kyle is our water utility supervisor in our construction rehab crew.

Um he actually began working for the water utility on November 1st of 2010 uh in our maintenance division.

Um then the year after that, he was promoted to light equipment operator, and then in 2017 was promoted to water utility crew leader.

Uh and then after a um retirement uh in our construction rehab crew, Kyle was promoted to the his current position as water utilities supervisor um over that division, and that was in 2018.

Uh and this is where it gets real easy to brag on Kyle.

Uh so Kyle and his crew uh primarily they're doing the the rehab and construction to replace our water and wastewater infrastructure.

Normally, this would be um you know the water and sewer pipelines in our residential neighborhoods, uh, but uh there's not a project that's too big for Kyle.

Um you've seen some of the pictures we presented, but they're putting utilities in trenches that are 17 foot deep.

So when you're standing up top looking down, that trench looks about that wide.

Um they've done pipelines up to well, most recently, 16-inch, 24 24-inch diameter pipe, and they are currently building what is going to become our largest lift station uh in the city of Weatherford.

So, which coincidentally we'll be talking about that uh here later today.

Um he also operates under a lot of scrutiny because we do present to the utility board our performance metrics on how uh particularly that crew, how they compare to our contractors.

Uh and so Kyle and his crew uh provide a great cost savings to the city's ratepayers.

Um if that isn't enough, excuse me.

Uh in addition to his work at the city, Kyle also volunteers as a firefighter at the Central Community Volunteer Fire Department.

So I guess when he's not here helping to provide water, then outside of work, he's just taking that water and putting it on a fire.

So Kyle, thank you for your 15 years of service.

Congratulations.

Now, Joe Farley, you have a presentation to make Mr.

Jason Lewis.

He started as a meter eater with the what the utility billing, which is under the finance department back in 2005.

Promoted to meter service crew leader in 2007, transferred to uh the SCADA and fiber in the electric department in 2014.

Uh then we developed an apprentice program for that position, so he became an apprentice SCADA fiber technician in 2017, completed that apprenticeship, and was promoted to uh full SCADA fiber technician in 2020.

So as a skate and fiber technician, uh Jason's responsible for programming and the operation of our SCADA system, along with the installation of the hardware to each substation and field device that we monitor.

So the SCADA system itself, it monitors you know our voltages, our currents, and our loads on all of our substation transformers, substation breakers, downstream reclosures.

All that information comes back to the service center, and it's monitored you know by Jason.

And so any alarms that we may have on the system, all that comes back in.

And so it's it's unique for us since we're a smaller utility, large utilities.

You would have one person doing each one of those tasks.

Uh but for us, you do the hardware, you do the software, and you do the monitoring.
