Short-Term Rental Zoning Amendment (MCA-25-0010)
- Staff presented a proposed amendment to Title XII Zoning Ordinance Sections 12-3-302 (C1 General Commercial), 12-3-303 (C2 Interstate Commercial), 12-5-108 (Short-Term Rentals), and 12-6-100 (Definitions) to permit short-term rentals in existing single-family detached residences in C1 and C2 districts and clarify applicable regulations.
- Staff reported that a few short-term rentals are already operating in those districts and that, because the residences are near downtown and commercial areas, the use would be compatible with surrounding land uses and support tourism. Staff recommended approval.
- Chair Brian McKeown characterized the amendment as cleaning up language from the first pass, and no commission concerns were raised.

RaceTrac Weatherford Final Plat (SBD-25-0016)
- Staff presented the final plat for RaceTrac Weatherford: one lot on approximately 7.341 acres at the northeast corner of Ric Williamson Memorial Highway and Interstate 20.
- Staff noted that the conditional use permit and preliminary plat were approved in August 2025 and recommended approval of the final plat subject to all subdivision requirements.
- Commissioner Dr. Joshua Tarbay asked why the plat showed only land boundaries and no building, parking, or access details. Staff, Chair McKeown, and Director of Development Services Scott McDonald explained that a final plat is a ministerial land-division action, that the CUP-related site plan had already been reviewed, and that a future site plan submittal would cover site details.

I am Chair Brian McCallan, and I call this meeting to order at 2 30 p.m. and announce that a quorum is present. Before we begin working through today's agenda, I would like to remind all applicants and interested parties that cases considered by this commission today will also be considered by the city council. City Council agendas are posted at City Hall at least three business days prior to meetings. And those agendas can also be found on the City of Weatherford website at Weatherford TX.gov slash meetings. Okay, let's uh move to uh item two A consider approval of the minutes of the planning and zoning commission meeting held November 12th, 2025. We have a motion to approve by Mr. Cray and a second by Miss Wiley. Uh oh. Hold on just a moment. We have a technical issue here. That is so weird because it shows you're here. What'd you do? In this case, are you a yay? Yes. Yay. I'll record it. Okay, the motion passes unanimously. Uh moving on to item three, regular agenda items. Item three A is to hold a public hearing and consider a request to amend to amend the Title 12 zoning ordinance, Section 12-3-302, C1, General Commercial, Section 12-3-303, C2, Interstate Commercial, and Section 12-5-108, short-term rentals, and section 12-6-100 definitions to permit short-term rentals in existing single-family detached residences in C1 and C2 zoning districts and clarify the applicable regulations. MCA-25-0010. Good afternoon, Chairman and Commission. The item before you is a short-term rental update in the zoning ordinance to amend Section 12-3-302 C1 general commercial and section 12-3-303. C2 interstate commercial to permit short-term rentals and existing single-family detached residences. Staff has observed that a few short-term rentals are already operating in some existing single-family residences. But then these zoning districts and with that staff believes that since these short-term rentals are within close proximity to downtown and commercial areas, they would be compatible with the surrounding land uses and sub support tourism within the city. And with that, staff recommends approval. And I'm here if you have any questions. Okay, thanks. Well, uh, with no with no questions, we'll go ahead and uh open that public hearing at 2 35 p.m. Uh we did not receive any speaker cards on this item, but if anyone would like to come forward and speak uh on item 3a, they're welcome to do so now. Okay, no takers on item 3a. So we will close uh the public hearing. So it my read of this, it looked like just kind of cleaning up some of the language uh to address some things maybe that were left out of our first pass uh on this. I'm not sure if anyone has uh any specific concerns that we should discuss or if anyone would like to make a motion on this. Everybody else is okay. I'll make a motion for approval. A second. Uh moving on to item 3B, which is to consider a request for final plat approval for racetrack Weatherford being one lot on approximately 7.341 acres of land, generally located at the northeast corner of Rick Williamson Memorial Highway in Interstate 20. City of Weatherford, Parker County, Texas, SBD-25-0016. Good afternoon, Chairman, Commission. This is a final platation uh by racetrack. Uh this will look familiar to you. Uh the conditional use permit and the preliminary plat were approved in August of this year. It for one lot and a little over seven acres.
