The Weatherford City Council convened at 6:01 PM on January 27, 2026, at City Hall. The meeting included approval of consent items, adoption of the Comprehensive Safety Action Plan, tabling of two land-use items, approval of a drainage improvement contract, and an update on short-term rental compliance. Council also entered executive session regarding the Vapor Technology Association but took no subsequent action.

- Approved purchase of library books and materials from Ingram Library Services for up to $130,000 in FY26.
- Accepted the FY26 Q1 Investment Report.
- Renewed youth association user agreements with Weatherford Baseball/Softball Association, Soccer Association, and Youth Association.
- Authorized a construction contract with DRI Construction for the Service Center Office Addition for $35,201.53 (total FY expenditure $855,111.53).

Discussion Items
- 7A – Comprehensive Safety Action Plan: Consultant Monica Lucia (Kimley-Horn) presented the plan, funded by an 80/20 federal grant (SS4A). The plan analyzed 2019–2023 crash data, identifying distracted driving, speeding, and intersection-related crashes as top causes. The High Injury Network (7% of roads) accounts for 72.2% of fatal crashes. Specific countermeasures were recommended for six corridors/intersections. Council adopted Resolution R2025-20 unanimously.
- 7B – Voluntary Annexation (Stanislav Properties LP, 15.949 acres): The applicant requested postponement to February 24, 2026. Council opened and closed the public hearing and voted to table the item to that date.
- 7C – The Enclave at Chisholm Trail Zoning (AG to SF7.5 with PUD, 123 lots on 42.6 acres): The applicant also requested tabling to February 24, 2026. Council members expressed concern that 45 of the 123 lots (37%) would have reduced frontage (50 feet instead of the standard 75 feet). Multiple council members stated they hoped the applicant would reduce that percentage. The item was tabled date certain.
- 7D – Front Street Drainage Improvements Contract: Public Works Director Matt Leppla explained the project will replace 400 linear feet of deteriorated 48-inch corrugated metal pipe with a 10'x5' concrete box culvert, capable of handling a 100-year flood event. The low bid was $1,110,151 from JR West Texas Concrete, LLC (engineer's estimate $1.3M). The project is expected to start February and finish by July. Council unanimously approved.
- 8A – Short-Term Rental Compliance Update: Director Scott McDonald reported that of 21 active short-term rental listings, 6 are permitted, 11 are pending, and only 4 are outstanding (3 owners). Citations will begin in February. Staff may bring a minor ordinance amendment regarding insurance notification and rental duration definitions.

Ladies and gentlemen, thank you for being here this evening. Before we call the meeting to order, I need to confirm that Heidi Wilder. Can you hear us, ma'am? Yes, sir. Okay. Thank you so much for participating in a remote fashion. We hope that you and your family are safe and okay in this bad weather. Before we call the meeting to order, I'm going to invite uh David Slider up from Grace First Presbyterian Church. Sir, thank you for being here tonight to lead us in our invocation. Always are. Thank you. Let us pray. Gracious God, we thank you for moisture. Just not quite in the way that you have delivered it to us, but it is well needed and deserved. So we thank you for that. We just pray for the folks who are uh struggling to stay warm. We ask that you would provide avenues of help for them. God, we remember the things that are going on around the country and specifically in Minneapolis. God, we just pray for the families there that have been a part of tragedies. And for those who've just been on the scene, God, we just ask that you would give them peace and comfort during this time. God, uh, I just pray blessings upon this uh city council. Pray that you would guide them and give them wisdom as they continue to lead uh this community of weather for that. We pray these things in Christ's name. Amen. Amen. We have uh uh all of our council members in uh here in front of us tonight, uh, but do let the record reflect that uh Heidi Wilder has dialed in remote and we'll be participating with verbal votes and uh verbal questions tonight from afar. So item three on the agenda is pledges of allegiance to the United States and Texas flags be led by council member Luke Williams. Please join me in the budget. I pledge allegiance to the Texas one state under God one and indivisible. Thank you for that, Mr. Williams. Item four on the agenda is items of community interest. Aaron Spicer, thank you. Mayor and council, just a few quick highlights from around town. Our thoughts are with those parents who had backpacks packed and alarms set. Only to find out school has been canceled for yet another day. We want to take a moment and recognize our incredible dedicated public works team during this winter weather. Since Friday morning, Operation Crews and Public Works have worked around the clock, logging more than a hundred consecutive hours to keep Weatherford's roadways as safe as possible. Working in rotating shifts of six to eight folks, the teams treated major thoroughfares with more than 800,000 pounds of sand and 18,000 pounds of salt. While Mother Nature tested us, our public works employees rose to the challenge without hesitation. Their commitment to Weatherford safety does not go unnoticed. We also want to extend a sincere thank you to the many city employees who continued working through the winter weather to keep Weatherford running.
