On Tuesday, February 10, 2026, the Weatherford City Council met in regular session at City Hall (303 Palo Pinto Street). The meeting was called to order at 6:00 PM and adjourned at 6:34 PM, following a 16-minute recess for executive session. All council members were present. - 6.b (Pulled from Consent): Considered and approved Ordinance O2026-07, amending Section 10-18-6 of the City Code to establish a cap on the number of wrecker companies on the non-consent tow rotation list. Chief Jason Hayes explained the change would reduce administrative burden on the police department, as the current ordinance allowed an unlimited number of companies. Councilmember Wilder asked about costs: the city generally incurs no cost for non-consent tows (the tow company absorbs the expense and recovers from the vehicle owner), except when a vehicle is held for evidence. The ordinance was approved unanimously.
- 7.a: Authorized the City Manager to execute a professional services contract with Elements of Architecture, Inc. for design of the Administrative Office renovation project (118 Columbia Street) at a cost not to exceed $196,000. Scott McDonald, Director of Development Services, presented the timeline: programming and design through early summer 2026, construction documents by mid-to-late summer, with occupancy targeted by early 2027. The council noted that the project would follow standard permitting and inspection processes. Approved unanimously.
- 8.a (Staff Report): Matt Leppla, Director of Public Works, provided an update on the FY26 Thoroughfare Resurfacing Program. Completed thoroughfares included Adams Drive, Foster Lane, Hilltop Drive, and East Bankhead Drive, plus residential streets in the Bettinger subdivision and Grant Drive. The project covered over 77,000 square yards at a final cost of $1.4 million, under the original $1.9 million estimate. Over three years, the council has allocated an additional $1 million annually for thoroughfare resurfacing, resulting in 7.3 miles of improvements, all while maintaining the no-new-revenue tax rate and without slowing neighborhood rehabilitation. No action was taken.
- 10.a (Executive Session): The council entered executive session at 6:17 PM under Section 551.087 of the Texas Government Code to deliberate on economic development negotiations for "Project Ignite." No action was taken upon returning to open session.

Um God, I do want to lift up this time. Uh God, that as decisions are made and his business is done. Uh that Lord, it'll all be done in accordance to your will and with your wisdom. Um God, we thank you for our wonderful town. We pray for each and every person in our community, God, and that uh they would be blessed by you, they would see your goodness and glory around them. And that God, in a week that uh many choose to celebrate love, uh, that they would first of all know that they're loved by you because you sent your son down here on earth for us. Thank you for that. Uh Zach. Item four on the agenda is items of community interest. We welcome Aaron Spicer. Good evening, Mayor and Council. Here are a quick few high quick few highlights from around town featuring our good neighbors, strong partnerships, and at least one reason to smile this week. Tyler Hollings had landed a whopper of a largemouth bass coming in at twelve pounds, 14 ounces to be exact at Lake Weatherford on February 1st. We're waiting to see if this catch sets a new record. Mayor Paul Pascal will participate in the Weatherford College Interdisciplinary Conference as part of a panel with elected officials from Parker County and the surrounding area. The event takes place this Thursday, February 12th at noon. The panel brings together local and state leaders for a discussion on workforce and public issues. A good reminder when it comes to serving the community, teamwork doesn't just stop at the city limits. And Xenos and Monica, owners of Xenos on the Square, and Mama Monica's Catering recently treated members of the public works crews to a complimentary lunch as a thank you for their efforts during the recent winter weather. The team was surprised with their signature pasta wheel meal and appreciation for the long hours spent keeping the streets safe. This gesture reflects the strong support and appreciation of our local business community, and we appreciate what they do for us.
