- Debbie Carney (400 Appleton Drive) echoed road concerns, noted a previous fire incident with melting siding and lack of fire hydrants, and argued against placing industrial uses next to agriculture.
- Harold Swain (703 Jones Road) raised traffic concerns, having had mirrors knocked off his pickup due to narrow road.

Discussion Items
-
Item 3a: Conditional Use Permit for OHV Sales/Service (CUP-26-0003)
- Applicant Houston Sutton requested a CUP for off-highway vehicle sales/service with outside storage on a 1.5-acre tract at 2217 Old Dennis Road.
- Staff recommended approval with conditions, including wood fencing for outside storage.
- The applicant expressed preference for R-panel fencing over wood, citing durability.
- Discussion focused on fencing material; the city code does not allow R-panel fencing. The commission modified condition #4 from "wood" to "approved fencing material to be determined by the city and applicant."
- Motion to approve with modified condition passed unanimously.
-
Item 3b: Zoning Map Amendment from AG to Industrial (ZCH-26-0003)
- Applicant Joshua Urbaniak (represented by Chris Schutza of Kimley-Horn for EOG Resources) requested rezoning of a 10.764-acre tract at 395 Jones Road from Agriculture to Industrial to match existing use (hydrocarbon research).
- Staff recommended approval, noting the general plan shows manufacturing/warehouse for this area.
- Public speakers raised concerns about traffic, road conditions, drainage, lack of fire hydrants, and city services.
- Scott McDonald (Development Services Director) clarified that the property is already in the city with AG placeholder zoning; rezoning aligns with existing use. He noted that road and drainage improvements will be evaluated during future development review, and funds are escrowed for roadway improvements.
- The applicant stated the existing facility has 10 employees with no plans to add employees or increase truck traffic (approx. 3 deliveries per week, mostly FedEx).
- Some commissioners expressed concern about annexing properties without providing services like water and sewer.
- Motion to approve carried unanimously.
-
Item 3c: Final Plat Approval for EOG Addition (SBDP-26-0002)
- Request for final plat approval for one lot on the same 10.764-acre tract.
- Staff recommended approval subject to subdivision ordinance conditions.
- A commissioner questioned the apparent discrepancy between a "warehouse" use described in the general plan and the "research" use with no new employees. Staff clarified that this is only plat approval; building plans will come later for separate review.
- Motion to approve passed unanimously.
Key Outcomes
- CUP-26-0003: Approved unanimously with modified condition #4 (fencing material changed to approved material).
- ZCH-26-0003: Approved unanimously.
- SBDP-26-0002: Approved unanimously.
- The meeting adjourned at 3:00 PM.

Anybody have any questions for Caitlin? The applicant have a presentation or want to speak. Yeah, um if you'll come forward. State your uh name and address for the record. Uh 227 all this roads. Um we're gonna go through all the recommendations that they provide. We're only currently a use only. Um we're in discussions with Segway to become the reason for the fencing uh we want to screen everything we want everything on the sidewalk. Um the talk of Kate recommended wood fence. Um we put up a park elements prematurely. Um just needed to uh we had some trailers and some equipment we need to make sure they installments we put our at all. She recommended some uh gates to go on with the recocking what I'd like to recommend if we give you an outline that's provided by us. Um I have some pictures of my thousand wood fence. I don't know how long it's been there, but it's been pretty rapidly. Uh our panel will last longer and actually building the target there right now. Um what we have right now currently again we have to walk off some of what proverbs. Thank you. This is a public hearing, and if anybody would like to speak on this item, um you can come forward at this time. We'll open the public hearing at 235. Seeing no takers, we'll close the public hearing at 235 and move to discussion with members of the commission. I guess my question would be about the the fencing material. If is that an option, is is the the R panel fence is it is it go with city standards or is a reason why the the wood fence would be required. Monica Yes, I can answer that question for you. So currently our code doesn't allow RPN RPN or fencing in the in the fencing regulations. Um wood isn't allowed fencing material, which is why that was a requirement that they take that down and replace it with an approved material. Scott's right. Um also I guess if anything we can work with the property owner. So if there's an opportunity to change that section, it's commissioned to desire uh the fencing material outside storage shall be in the approved. Any other comments? I guess the next question then would be to the applicant if that would work for them. Yes, I mean I'll not be able to. Sorry. Yes, I'm I mean I'm fine with that. Um I just kind of need some suggestions on what would be what we could do. So yeah, look into that. So I'm good with that. Thank you. Sound good. That being said, uh move for a motion. If I can get back on the screen, I'll make a motion for approval. If I could sorry, just one quick thing. Um as a suggestion uh condition number four, instead of it staying wood, we could um as an option we could change to say an approved fencing material that would give us an that would give us more options to work with that applicant. Um I guess my question then would be the city attorney. How do I need to word this in my approval? I think uh just make the motion to approve with conditions with the modification to item four that was just discussed if that's okay with so that being said, I make a motion for an approval. The only thing changing being light item for scratching out wood and being an approved material to be determined by the city and the applicant.
