Weatherford City Council Regular Meeting - May 26, 2026
The Weatherford City Council met in regular session on Tuesday, May 26, 2026, at 6:00 PM in City Hall Council Chambers. Mayor Pro Tem Zack Smith presided in the absence of Mayor Paul Paschall. The council addressed a full agenda including presentations, public hearings on zoning changes, facade improvement grants, a new mowing contract, and annual board appointments.
Presentations & Proclamations
- Parker County Sheriff's Posse Frontier Days Rodeo: Larry Walden (past captain) and Doug Laper (rodeo chair) presented about the 49th annual Frontier Days and PRCA Rodeo, June 6–13. Events include a cattle drive, parade, street dance, Extreme Bulls, and PRCA rodeo with nightly concerts. They thanked the city for street closure and permitting support.
- Weatherford Housing Authority: Board Vice Chair Austin Hayes recognized retiring board member Mary Lou Curry for 24 years of service (since 2001). Executive Director Rosie Mosino presented an overview: the authority is 100% federally funded, receives over $4.4 million annually, and assists low-income families in Parker County with rental vouchers. In 2025, 524 vouchers were allocated, supporting approximately 410 households per month. The authority has been designated a high-performance agency by HUD for 11 consecutive years. Due to a funding shortfall in 2025, the authority suspended new voucher issuance and reduced staffing, but HUD provided additional funding to prevent any family from losing assistance. For 2026, the renewal funding obligation is $4,468,504, and the authority hopes to begin issuing additional vouchers.
- Downtown Weatherford Inc. Biannual Update: Ryan Zameron introduced the new board and Executive Director Amy O'Grady (with 18 years of communications experience). Highlights included the successful 6th annual Sunset on the Square (April 26, 2026), which served over 400 meals with 100% local catering and student volunteers from Weatherford College, Weatherford High School, and Millsap High School. The event engaged over 20 local businesses and multiple nonprofits. Upcoming events: Peach Festival (date not specified, in partnership with the Chamber of Commerce) and Wine & Whiskey Walk on October 3, 2026. O'Grady outlined a focus on repair, rebuild, refocus, and refresh.

- 8A – Zoning Map Amendment (RE to RE with PUD Overlay) – 1609 Old Dicey Rd: Applicant Rustin Kinman (4K Companies) requested approval for 27 single-family estate homes (reduced from 28 lots) on 21.13 acres. Staff and Planning & Zoning Commission (6-0) recommended approval. Public comment: Lynn Baber (2126 Timber Cove Court) raised concerns about drainage impacts on neighboring properties. Council discussed the drainage review process; City Manager James Hotopp and Assistant City Manager Chad Marbut clarified that all drainage standards must be met before construction. The applicant stated they are redoing the drainage study to incorporate adjacent development plans. Council approved the ordinance (motion by Williams, second by White).
- 8B – Zoning Map Amendment (AG to RE) – 106 Woodland Trail: Request by Garth Willson for 1.71 acres. Staff and P&Z (5-1) recommended approval. No public speakers. Approved unanimously.
- 8C – Amendment to Planned Development (Eureka Trails Addition): Request by Eureka Land & Development Company to allow front-entry garages on 7 of 50 lots with enhanced architectural standards. Staff and P&Z (6-0) recommended approval. No public speakers. Council discussed lot location; approved 3-1 (motion by Williams, second by White; one nay recorded).
- 8D – Zoning Map Amendment (CBD to CN) – 210 W. Water St: Request by Reggie Smith for a 0.2-acre tract to rezone from Central Business District to Central Neighborhood to allow home renovation. Staff and P&Z (6-0) recommended approval. Council discussed the possibility of waiving the standard zoning fee; the city manager confirmed council could include that in the motion. No public speakers. Approved unanimously.
- 8E – Facade Improvement Grant – 111 W. Church St: Request for $18,642.50 (50% match) for a new paint, windows, and awning for the future home of American Stories, a nationally syndicated radio/podcast program hosting events. Total project cost $47,285. Weatherford Economic Development Board approved May 15. Remaining facade grant budget for the fiscal year was $31,161.34 before this item. Approved unanimously.
- 8F – Facade Improvement Grant – 202 W. Oak St: Request for $5,597 for historic Queen Anne house (built 1898) now serving as the Parker County Historical Commission hub. Total project cost ~$21,000. Weatherford Economic Development Board approved. Remaining balance after prior approval was $12,518.84. Approved unanimously.
- 8G – Mowing & Landscaping Contract: Request to terminate current contract with Reader Landscapes due to performance issues and hire I&E Services Inc. (Bid #2026-009) in the amount of $299,100. I&E was not the lowest bid but had the best references among remaining qualified bidders. Contract to begin immediately. Approved unanimously.
- 8H – Appointment of Council Members to Boards, Commissions, and Committees, and Selection of Mayor Pro Tem: Council adopted appointments as proposed. Zack Smith was selected as Mayor Pro Tem. Appointments included Rod White to Municipal Utility Board, Building Standards Commission, Animal Shelter Advisory Committee, and Tiers One/Two boards; Matt Ticzkus to Parks and Recreation Advisory Board, Utility Services Committee, and Economic Development Board; Luke Williams to Economic Development Board, Historic Preservation Commission, Planning and Zoning Commission, Utility Services Committee, and Library Board.
Key Outcomes
- All four zoning ordinances (8A–8D) were adopted as recommended.
- Two facade improvement grants were approved, totaling $24,239.50.
- A new mowing contract with I&E Services Inc. was awarded for $299,100, replacing an underperforming vendor.

Before I call the meeting to order, I just want to thank staff for bringing in the extra chairs. And if we if we have any citizens that would like to come on in and sit down along the sides here in these extra chairs, that'd be great. We'll call the meeting to order and announce that we do have a quorum. Please note for the record that Mayor Paul Pashkill is absent today. However, all other counsel is present. We've got more going on this month than a church parking lot on Easter Sunday. The secrets out. This year's Spark in the Park headliner is Stony Larue. He's bringing the red dirt magic to Weatherford on July 4th. So dust off your lawn chairs, text your group chat, and prepare for a day of fun. Fireworks and Stony LaRue, that's a pretty solid excuse to stay in town for the 4th of July. And Rodeo Week is rolling into town and it's bringing the parade with it. Join the Parker County Sheriff's Posse for the 49th Annual Frontier Days and Rodeo Parade on June 6th at 6 p.m. Rodeo Week kicks off with Horses Floats and Hopetown Pride. And Sparky and Barker are taking their talents to the backyard bash. Stop by the Parker County American Legion Post 163 on June 6th for live music, food, bounce houses, and fun community and for a fun community event. Everyone is invited. And last week was Public Works Week's, which means it's not too late to thank the folks who keep Weatherford moving, maintained, and looking good. Early mornings, long days, icy roads, and brutal heat. Our public works team shows up in conditions most of us wouldn't even walk to the mailbox in. We are so grateful for them. And downtown just got a little bit sweeter. A new mural on the side of Whistle Hills now pays tribute to the Parker County famous peach culture and the beloved Peach Festival.
