- Item 7a – Water System Update: Rick Shaffer, Director of Water Utilities, reported on a 24-inch transmission main break on June 7, 2026, at Red Eagle Trail. The break occurred at a creek crossing, compounded by 4 inches of rain, deep excavation (16 feet), and rock. Crews worked from 7:00 AM Sunday to 2:00 AM Monday to install a temporary bypass and isolation valve. A boil water notice was issued for the Miller pressure plane due to loss of system pressure. Pressure was restored by 2:00 AM Monday, but regulatory testing delayed lifting the notice until 11:00 AM Tuesday. Permanent repairs were completed Wednesday, site restored Thursday. The cause was believed to be corrosion of the steel liner and bar wraps at a sag point. Staff praised the response team, including board members Ken Davis and Zack Smith who provided food and drinks. No action required.

Lord, we also ask that you would protect and just watch over our city, watch over these uh amazing people that lead this council, watch over the citizens and those are protected in Jesus' name. Amen. Thank you, sir. We'll just wait for the clock to strike 12 and then we'll get going. All right, it's 12 p.m. This time I'll call the meeting to order and announce. We do have a quorum present. Let the record reflect that Mayor Pro Tim Zach Smith and utility board member vice chair Lindsay Hester are unable to attend today. Item three on the agenda is pledges of allegiance to the United States and Texas flags be led by utility board member Howard McClerkin. Which is saying it's one individual. I believe it is to be Texas one state. We appreciate that, sir. Item four on the agenda is approval of the minutes for A is consider approval of the minutes of the municipal utility board meeting held May 28th, 2026. The construction contract before you for consideration is a water line replacement project that has been identified for replacement due to frequent main breaks, undersized pipes, and older damaged pipes. The project location is primarily focused in our northeast part of town and a smaller replacement project along Old Dicey Road. This project includes the installation of over 5,000 feet of 8-inch water line, 675 feet of 24-inch water line. This project had 10 interested bidders with RO construction be awarded the project at a cost of 1,774 dollars. The contract is a 240-day contract with a notice to proceed in August. The project should wrap up in April of 2027. And as always, as we work through with these water line and utility projects, we will program the roads to be resurfaced once the project has been completed.
