7:03Is there a motion to accept those as received?
7:06Any changes, discussion?
7:08If not, all those in favor signify by saying aye.
7:12And the minutes will be uh accepted as received.
7:15Uh remarks from city council, and we will start tonight with the vice mayor.
7:20Nothing this evening there.
7:23I just like to wish good luck to the Wheeling Park uh hockey team as they are in Minnesota for nationals.
7:29Um just a quick rundown of their schedule.
7:31They play tomorrow at 11 45 a.m.
7:33against the Spokane Chiefs.
7:35They play Wednesday at 6 15 against the NWA Ice Hawks.
7:40And uh Thursday, they will play the Gillette Grizzlies at 3 45 p.m.
7:44So good luck to them and hope they bring us back a national championship.
7:51Uh tomorrow evening will restart the uh Crime Watch meetings in Ward 6, 5 30 p.m.
7:57at the Elm Grove Civics.
7:59Also, I'd like to take a moment to uh regretfully report you know, we all know Charlie Blues passed away.
8:06Charlie was a great guy.
8:07He loved the city of Wheeling.
8:09I was fortunate enough by chance encountered to meet his niece um over the weekend.
8:15And um they just spoke, you know, his family just spoke about his love for the city of Wheeling.
8:20And Charlie will definitely be there.
8:22I just wanted to take a moment to recognize Charles.
8:29Uh nothing to miss even.
8:32Nothing's not counselor Kane.
8:38Um, we have no committee reports this evening.
8:40Uh that brings us down to the report of the city manager, Mr.
8:43Uh, thank you, Mayor.
8:44Under original propositions, item number four, uh, the Arnold uh fire equipment uh ordinance.
8:51This is for uh turnout gear for the uh Wheeling Fire Department.
8:54The city has received a FEMA grant uh for this uh purchase.
8:59Unfortunately, with the government shutdown, we have not been able to process that grant, but we do have city invoices that we'd like to get paved paid.
9:07Um, and so therefore I would respectfully request that council consider two readings on this ordinance this evening.
9:13Uh it is a uh uh reimbursement, it's included in the ordinance.
9:17So we uh obviously FEMA will at some point in time be back in business, in which case we'll we will receive funding for this, but we do need to get moving uh forward with this uh purchase at this time if if council is so inclined.
9:30Um, as the mayor indicated, we're happy to be back in the uh council chambers this evening.
9:35Appreciate the uh county uh staff and their work uh in getting new carpeting painting and obviously the new ceilings and lights and uh HVAC is all uh working out very nicely.
9:46Uh, we do anticipate that the finance department will be able to move into their uh space within the next two to three weeks.
9:52So uh we're uh seeing the finish line of this project.
10:00Uh I think the last two areas are the uh uh water utility uh and accounting uh department as well as the finance department, and there's just some tweaking that needs to be done there, but they should be back here in the next uh few weeks.
10:09And then uh comment was made about the Clay School and the West Virginia DLAP program.
10:13Very happy to report that the state legislature included in their budget 10 million dollars for this program.
10:20The governor has signed that budget, so there will be another allocation of DLAP money available for the entire state.
10:26Uh so you know, we you know it has to be divvied up around the state, but the city of Wheeling has been a huge benefactor of this program.
10:33We've had, I think, three residential uh demolition contracts utilizing DLAP funding.
10:39The Wheeling Inn was demolished with uh DLAP funding, and now the Clay School has been is going to be demolished with uh with uh DLAP funding.
10:46So we're very thankful that A, we've had those funds, but B that the state legislature saw the value of that program as well as the governor and has funded it for another year.
10:54Uh so and we do anticipate submitting an application for additional funding as well.
11:03You do, yes, and then in uh breakout.
11:06The highest priority is residential because they have a statutory requirement that uh like the 10 million dollars would be divided so many ways, and the average demolition would be 12,000, which is a residential.
11:18So the focus clearly is on residential, but as funds they they do have a carve out, or they had a carve out with the original program for commercial uh uh properties.
11:28I don't recall what that was overall, but it was statewide, and we were fortunate enough to get two projects in and that's my report, Mayor.
11:36Any questions of the city manager?
11:40Under the report of other officers tonight, we have three board minutes from motion to uh accept those as received.
11:50Um we want to hold them over or accept them as received.
11:55I'll make a motion to hold those over.
11:58Second second discussion.
12:01All those in favor single saying aye.
12:05We will hold those over the next meeting.
12:12Original proposition an ordinance authorizing the city manager to expend funds in the amount of 85,050 with Metron of Boulder, Colorado for new cell cellular registers for water meters to be charged to water, an ordinance authorizing the city manager to expend funds in the amount of 19,221 dollars with TS Elliott LLC contracting of Wellsburg, West Virginia for carport enclosure for screw press to be charged to water pollution control division, an ordinance authorizing the city manager to expend funds on the amount of $38,500 with ICR equipment at the Air Ohio for a telehandler for water pollution control department to be charged to WPCD replacement vehicle funds, an ordinance authorizing the city manager to expend funds and amount of $76,563 and 23 cents with Arnold Fire Fire Equipment LLC of Honey Brook, Pennsylvania for fire protection gear to be charged to public safety.
13:03I'll make a motion for a second reading.
13:11Those opposed, we'll have a second reading.
13:14An ordinance authorizing the city manager to expend funds in the amount of $76,563.23 cents with Arnold Fire Equipment LLC of Honeybrook, Pennsylvania for fire protection gear to be charged to public safety.
13:26Move for adoption of the ordinance.
13:38A resolution of the council of the city of Wheeling approving the fiscal year 2026-2027 general fund budget.
13:44I would motion for a second read.
13:48Should be a motion for so we have a motion to adopt.
13:55I'm sorry, a motion to adopt the resolution.
13:58Is there any discussion?
14:01Once again, hearing none, I'd ask you to please record your votes.
14:08My resolution is approved.
14:11A resolution of the council of the city of Wheeling approving the fiscal year 2026-2027 coal severance budget.
14:17I make a motion to adopt the ordinary resolution.
14:23Once again, hearing none, I'd ask you to please record your votes.
14:31And that concludes the original proposition.
14:35We have uh no one signed up this evening.
14:38So we're going to order the business on your agenda.
14:40Is there a motion for adjournment?
14:41I'll make that motion.
