Speaker 1

0:17

Good evening, everybody.

0:18

Welcome to Whitehall City Council agenda meetings for Tuesday, March 24th, 2026.

0:24

We have got four pieces of draft legislation that are parked to the appropriate committees.

0:30

And moving on, we will get to third reading, which is under Council of the Hole, which is ordinance 11, 2026, authorizing adoption of the May 2026 replacement pages to the codified orders of the City of Whitehall and declaring an emergency.

0:46

This will be introduced by Mr.

0:47

Morrison and second by Mr.

0:48

Atkins.

0:49

I think we're all pretty familiar with what this is about, so there's no additional conversation on but I move into standing committees.

0:55

Mr.

Speaker 2

0:56

President, yes.

0:57

If I may just take a moment in the committee the whole just to um reiterate or follow up on an email that I sent this uh past week regarding the legislation and uh work that uh myself and Mike and Julie are working on as far as getting an assistant clerk of council.

1:19

Uh in that email, I had asked for suggestions as far as job description go.

1:25

It doesn't have to be discussed right now.

1:27

This is this is all part of the uh the process of trying to come up with this.

1:32

But I would ask that uh if any of the counselors have any suggestions that they go ahead and uh I think if you send them to Julie, that would be fine, and then when uh we meet uh we can go over them at that time.

Speaker 1

1:45

So I guess the question I've got right off the bat for you is what is the genesis of this?

1:51

Uh I know that in talking with um Julie that she does not feel overworked, um, that she's able to keep up with everything, so I just want to know what the thought process is, and uh I guess as a follow-up funding for something like that, because I do know it's not in our budget for this

Speaker 2

2:07

year.

2:07

Well, that's that's all stuff that can be discussed once this is uh been dealt with properly, but right now it's in a genesis, uh a moment where we're working on getting this together, and then we can bring it to council and talk

Unassigned speaker

2:20

about it.

Speaker 3

2:21

Well, I

Speaker 2

2:22

mean, I don't understand why I you know why why we have to talk about it now when it's not even a piece of legislation.

Speaker 4

2:28

I don't understand why we we would be bringing this as council when there's never been a time that um and Julie, please correct me if I'm wrong.

2:39

Um I like Mr.

2:40

Potter said, I've never heard Julie say that she was unable to complete her duties.

2:45

I have never asked her for something that I didn't get, uh a very timely response, sometimes within minutes, but certainly um, you know, typically next business day I have a response to any questions that I have.

2:58

So I'm not sure why we would be introducing legislation when it's never been expressed by our clerk of council that it's needed to have an assistant.

Speaker 2

3:09

Well, again, once we uh get going on this legislation, I have never worked on legislation and discussed it before it became legislation.

3:16

So once we get this going, then we can discuss it at council.

Speaker 4

3:20

I mean you brought it up this evening,

Speaker 2

3:21

Mr.

Speaker 4

3:22

Dixon, so I'm just asking.

3:24

I don't I'm trying to remember.

3:26

I mean, in my two years up here, I don't remember us ever introducing um to have a new position created.

3:34

I understand it's for clerk of council or an assistant, but I'm just wondering if you can give a little bit um kind of of your agenda of what your hope is for this.

Unassigned speaker

3:46

I

Speaker 2

3:46

don't see the point of doing so.

3:48

I have never come to this council before and discuss it's not that I can, but rather this is not the time.

3:55

I merely through a conversation that I had, uh, we we decided that there is a uh a list of job descriptions, and I thought that it would be uh benefit that list to have council be involved in that.

4:10

And if you have any suggestions, then we can add it to it, and then once it is brought to council, then it can be discussed by council.

4:16

But right now, it's not anywhere near that.

4:19

So I guess

Speaker 4

4:20

I wouldn't, I wouldn't.

4:21

I I'm struggling with I wouldn't give you um suggestions for a job description on a job that I don't know that we need to create.

4:31

I'm not sure what I would be asking of an assistant clerk of council if there has never been a need expressed by our clerk of council.

4:41

So to me, I feel like if this were needed, it should have come either from President Potter perhaps or from um our clerk to to express to us why there is a need.

4:52

And as you stated, I mean we've already done the budget for this year.

Unassigned speaker

5:00

If we're talking about accountability, I don't understand why we are council is the one creating a job description.

Speaker 4

5:05

To me, that feels like an overreach.

Speaker 5

5:09

President.

5:10

Yeah.

5:11

Um yeah, I read your email.

5:14

Um council Dixon.

5:17

And in it was regarding research and some other things.

5:20

Legislatively, when we have issues or want some form of legislation created, we go to the department where that legislation would reside and they do the research and assist us in that manner.

5:34

I did have a conversation with Julie because I've been on this council for 10 years, and have always had an open line of communication with Julie if she's been overworked, if um, you know how things are going, and she's never um she has not iterated that there was an issue with her work.

5:54

Um she is very capable, very professional, and if she's needed any assistance, um, she's uh leaned on some of her colleagues.

6:03

Um we are we don't have that budgeted, and if it was an issue with that, it should have been budgeted so that we could put it in the budget.

Unassigned speaker

6:10

Um

Speaker 5

6:10

it is creating an issue that's not even a problem, and um, if that is the case, then we can wait till next round of um elections to make ensure that there is a person or there's a um position for a part time, but at this particular time, it will you did bring it up, so uh, and I did read your email.

Whitehall City Council Committee Meeting Summary – March 24, 2026

The Whitehall City Council held a committee meeting on March 24, 2026, at 6:30 PM. The meeting covered four pieces of draft legislation under the Administration and Financial Management Committee, a second reading on detention facility special permits, an economic development presentation on standardizing incentive tools, and updates from various committees. No formal votes were taken; items are expected to proceed to the April 7, 2026 regular council meeting for potential adoption.

Discussion Items

Assistant Clerk of Council Position (raised by Councilmember Dixon during the Committee of the Whole)

  • Councilmember Dixon proposed developing a job description for an assistant clerk of council, stating it was in early stages and asking for suggestions. He mentioned research needs and that the idea was not yet legislation.
  • Several councilmembers (Elmore, Harcar, McCann, and President Potter) opposed the idea, noting that the current clerk, Julie, has not expressed being overworked and that the position was not budgeted for 2026. They questioned the necessity and suggested that if needed, it should come from the clerk or President Potter.
  • Dixon reiterated that suggestions could be sent to Julie, and the matter would be further discussed at a future meeting.

Administration and Financial Management Committee (Chairperson Elmore)

  • Ordinance No. 024-2026 (1st Reading, to be suspended and adopted 04/07/2026): Authorizes a $24,000 appropriation transfer from Service Admin Asst 1 to Service Admin Asst 2 account to combine two part-time positions into one full-time service administrative assistant. Public Service Director Casey Rowlands confirmed the change does not increase expenses. Councilmember Harcar requested the total salary figure, which was not immediately available. Councilmember Adkins seconded the motion.
  • Ordinance No. 025-2026 (1st Reading, to be suspended and adopted 04/07/2026): Authorizes a $260,000 supplemental appropriation from the WMPITIE Fund (279) to the Hamilton-Broad Incentive account to cover ODOT change order overages on the Broad & Hamilton Intersection Improvement Project. Director Rowlands explained the overages include moving a sanitary line and a second anticipated change order; reimbursement from OPWC may occur after project closeout in late 2026. Councilmember Brown seconded.
  • Ordinance No. 026-2026 (1st Reading, to be suspended and adopted 04/07/2026): Authorizes a $25,000 supplemental appropriation from the General Fund to the Technology Lifecycle Fund, using a Verizon credit from utility bill. Director Rowlands noted the credit was applied to the utility bill; funds are needed to restore the IT account. Councilmember Brown seconded.
  • Resolution No. 011-2026 (1st Reading, to be suspended and adopted 04/07/2026): Approves “then and now” certificates over $3,000 as required by ORC 5705.41(D)(1). Auditor Shaquille Alexander explained these are routine monthly approvals, mostly for utility bills. Councilmember Adkins seconded.

Community and Elder Advocacy Committee (Chairperson Harcar)

  • No pending legislation.
  • Chairperson Harcar announced she will attend the End Violence Against Women International Conference (April 7) and will be absent from the April 7 council meeting. She also noted she became a certified suicide prevention trainer and plans to offer community training within 30-60 days.
  • Councilmember Adkins reminded that April is National Child Abuse Prevention Month; pinwheels and blue lights will be displayed starting April 1. She asked if local organizations would be invited; Harcar will share information.

Community Standards and Enforcement Committee (Chairperson McCann)

  • Second reading of Ordinance No. 022-2026 (to be adopted 04/21/2026): Amends the Planning and Zoning Code to require special permits for construction or operation of detention facilities. No discussion.

Economic Development Committee (Chairperson Dixon)

  • Economic Development Director Jackie Russell presented on standardizing the city’s economic development tools, covering:
    • Income tax (2.5% rate, 86% of general fund revenue) and property tax (59% to schools, 7% to city).
    • Community Reinvestment Areas (CRAs) – real property tax abatements with benchmarks; the city has 7 active CRA agreements.
    • Tax Increment Financing (TIF) – redirects incremental property value increases to public improvements; current TIF fund has $9.4 million, primarily from Town & Country area.
    • New Community Authorities (NCAs) – special assessments on property within a district to fund infrastructure; not currently used in Whitehall.
    • Job Creation Tax Credits – cash incentives based on payroll.
    • Development Agreements – formal contracts defining obligations (e.g., building materials, public improvements).
  • Russell proposed creating standardized templates, performance benchmarks, and a “menu” of incentives. Next steps: a survey to council on comfort/knowledge levels, followed by educational workshops (limited to 3 members to avoid quorum), and eventual proposals for council approval.
  • Councilmembers discussed misconceptions about incentives, the school compensation agreement (35% income tax sharing), and the importance of competitiveness with neighboring communities.
  • Councilmember Harcar noted the need for a welcoming community to attract investment, expressing concern about divisive rhetoric.
  • Councilmember Dixon emphasized that Whitehall risks being crossed off developers’ lists if it doesn't offer competitive incentives.

Infrastructure, Maintenance and Services Committee (Chairperson Brown)

  • No pending legislation.
  • Director Rowlands provided updates: water line flushing on Yearling Road is finishing; Breezy construction should complete by July 29; sidewalks and pavement work ongoing.

Public Safety Committee (Chairperson Morrison absent; Elmore filled in)

  • No pending legislation.
  • Councilmember Elmore commended officers who used a saw to clear a fallen tree branch on Fairway and Greenwood during a windstorm.

Parks and Recreation Committee (Chairperson Adkins)

  • No pending legislation.
  • Councilmember Adkins acknowledged the “March Towards Reading” event at Discovery.
  • Councilmember Harcar proposed exploring senior playgrounds, citing a national trend and an example in Cincinnati; she has contacted the mayor and parks director.

Key Outcomes

  • No votes were taken; all legislation is scheduled for first/second reading and will be considered for adoption at the April 7, 2026 regular council meeting (with the exception of the detention facility ordinance, which has a public hearing on April 21, 2026).
  • The assistant clerk of council discussion did not produce a decision; it will be revisited at a future meeting.
  • Economic Development Director Russell will send a survey to council regarding familiarity with incentive tools and plans workshops for further education.
