The Whitehall City Council held a special meeting on April 13, 2026, at 5:30 PM in the Council Chamber at City Hall. The meeting lasted approximately three minutes and was called by President Potter to conduct the second reading of three recall resolutions for Mayor Michael Bivens, Councilmember Lori Elmore, and Councilmember Amy Harcar. These resolutions were read by title only, and the meeting served as a procedural step to meet a deadline for submission to the Board of Elections.
Three resolutions were read by title only:

Resolution 12, 2026. A resolution providing for the submission of the question of the recall of the mayor of Michael Bivens to the electors of the city and declaring of an emergency. Title only. Second item, resolution 13, 2026, read by title only. A resolution providing for the submission of the question of the recall of council member Laurie Elmore, the electors of the city, and the declaration of an emergency. Our last item on the agenda is resolution 14, 2026, title only. A resolution providing for the submission of the question of the recall of Councilmember Amy Harkar, the electors of the city, and the declaration of emergency. That is all the legislation we have in front of us this evening. Sure. I wonder I wondered if you could explain, given the fact that this meeting has been one minute, why we are why we're doing why we're doing this, so what the goal for tomorrow is. So very very simply put, uh a motion was made to pass these last week and declaring an emergency and suspension of rules. We there was not five votes, which requires to suspend the rules, and therefore it needed to go two more readings, and that's what the reason for the special meeting this evening and then special meeting tomorrow evening to therefore meet the timeline to get this down to the board of elections on time.
