Speaker 1

0:13

Good evening.

0:14

Welcome to Whitehall City Council Committee meeting agenda for Tuesday, July 28th, 2026.

0:25

Administration City Council of the Whole Matters.

0:29

I believe Mr.

0:30

Brown has something he wants to say at this time.

0:33

Yes.

Unassigned speaker

0:33

Please take it.

Speaker 2

0:35

Sorry.

0:35

Yeah, no worries at all.

0:36

No, I appreciate it.

0:38

I just wanted to address the public.

0:40

Last week I invited Mr.

0:42

Dixon to a community conversation.

0:46

And I received a response, unfortunately, you know, he declined the invitation.

0:51

You know, and I just wanted to make it clear for the public.

0:53

First and foremost, uh, while we may very much so disagree on our past uh interactions and how they've they've happened.

1:03

Um the invitation had nothing to do with our personal relationship.

1:08

If you go back and watch again, my focus is the community of Whitehall.

1:14

We've just been through you know uh recall election.

1:18

Uh we continue to have people sow mistrust and chaos and you know um spew accusations

Unassigned speaker

1:26

of

Speaker 2

1:26

um fiscal mismanagement or corruption or whatever.

1:30

And so ultimately, I think the goal is to be able to have open and honest dialogue with the community.

1:37

I think that would be healing.

1:38

I

Unassigned speaker

1:39

think

Speaker 2

1:39

having an opportunity for people who disagree, whether it's politically or or what have you, uh, to be able to you know have a conversation not only with each other but with the community openly, uh, I think will only help as we try to move forward together as a community, which uh has been said is is the goal up here many times.

1:59

So, you know, as someone who who genuinely believes in uh good faith dialogue and and again bringing people who disagree on certain topics together to be able to have conversations, flush out solutions and ideas.

2:12

Um, you know, my hope is that you know if it's not him, then you know whoever else uh continues to have concerns in the community or or disagree uh with me or or other people.

2:24

I uh my hope is that we can have these conversations openly.

2:27

I I've tried to do it up here, and that doesn't seem to be the the best path forward according to folks watching.

2:34

So in any case, I will continue to to do the work.

2:37

I'll continue to host community conversations.

2:40

Uh you know, I'll I'll continue to try to make others that you know um are hosted by other people.

2:46

Um, and my hope is that the community continues to pay attention.

2:50

It's been set up here that um you know we we want to watch people's actions, not their words.

2:55

And my hope is that people up here and in the community will continue to do that as we move forward.

3:00

So that's it.

3:01

Thank

Unassigned speaker

3:01

you.

Speaker 1

3:02

Thank you, sir.

3:04

We have there's one piece of draft legislation on the agenda tonight.

3:09

We will now move to committee of a whole legislation issues, standing committee, administration and financial management.

3:19

Chairperson Almore.

Speaker 3

3:20

Thank you, Mr.

3:21

President.

3:21

I will open up administration and financial management at 710.

3:26

Uh we have no draft for pending legislation.

3:29

Um, is there anything for the good of this committee?

Speaker 4

3:32

Lucky I'm here.

3:34

Um, I will not be here next Tuesday.

3:36

I will be out of state.

3:38

However, there will be a piece of legislation that I'm unable to speak to because I'm gonna try my best not to be checking my email while I'm out.

3:47

Um there is uh transfer of an appropriation from two separate accounts being transferred to the newly created city planner's account to make sure credit's not a continuity to get paid.

Unassigned speaker

4:05

I think we have two interns currently in the mayor's office in poll.

Unassigned speaker

4:09

Um we need to make sure he paid from that role as a designated salary account.

Unassigned speaker

4:13

$15,000

Speaker 4

4:14

is being transferred by the department of neighborhood to the assistant director, a salary account because that role was going to build, and also the safety director, uh salary expense account.

4:27

I think just that clarity on that uh the safety director budget line was doubled this year

Unassigned speaker

    • Ordinance 066-2026: Amending the Planning and Zoning Code to limit construction or operation of gasoline stations. Director Russell explained the goal is to align with planned bus rapid transit on Main Street and reduce the high number of gas stations per capita (Whitehall has 2.5 per capita vs. Columbus at 0.8). Public hearing scheduled for August 18, 2026.
  • Presentation: Tracy Jefferies, Executive Director of APHC, presented the organization's plan to relocate its training facility to Whitehall at 4300 East Broad Street. APHC is a plumbing apprenticeship program currently in Westerville. The program has grown from 80 apprentices in 2019 to a projected 250 in fall 2026. The facility will include classroom and outdoor lab space. Jefferies noted the building is a "fixer upper" and they plan to invest over time. The move will bring 11 existing positions and add 4 new ones this year.
  • Resolution 034-2026: Authorizing a Community Reinvestment Area (CRA) agreement with APHC for a 15-year, 100% property tax abatement. This item was discussed following the presentation and will go to a public hearing on September 2, 2026.

The executive session was held pursuant to Ohio Revised Code Section 121.22(G)(8).
