Wilmington City Council Agenda Briefing Meeting

The Wilmington City Council held an agenda briefing meeting at City Hall to review items scheduled for the May 20, 2025 Council Meeting. Council discussed a resolution urging NCDOT to hold a new public hearing on the Eastwood Road/Military Cutoff intersection project, and a councilmember requested additional information on appointments to the Port, Waterway, Beach Commission. Council later voted to enter closed session to consider prospective public officers/employees, with no further action taken.

- The consent calendar included routine approvals such as minutes, a resolution for a lease of the fourth floor of Skyline Center to Black & Beach Corporation, a contract for audio-visual system upgrades at the Convention Center ($294,887), and other items. No objections were raised.

Item R5 – Resolution Urging NCDOT Public Hearing on Eastwood Road/Military Cutoff Intersection Mayor Saffo introduced the item, noting that the last public hearing on the proposed traffic improvements was in 2018. Since then, the Drury Story Drive project has been completed, and residents want to reassess whether the improvements will alleviate congestion. The resolution requests NCDOT to hold a new public meeting to give the community a say. Councilmembers Waddell and Spears also expressed support for the request.

Item RP1 – Report of Council’s Appointments Committee for Boards, Commissions, and Committees Councilmember Joyner requested to see all applications for the Port, Waterway, Beach Commission, on which he serves, to review the candidates. City Clerk Penelope Spicer-Sidbury agreed to provide the applications.

- Council unanimously voted to enter a closed session (motion by Councilmember Andrews, seconded by Mayor Pro-Tem Barnett) under N.C. Gen. Stat. §143-318.11(a)(6) to consider the qualifications, competence, performance, character, fitness, and conditions of appointment or initial employment of prospective public officers or employees.
- After reconvening, Mayor Saffo stated that Council provided guidance to staff but took no other action. The meeting adjourned at 8:45 AM.

You've started. Any concern agenda? We have uh several things tomorrow night. Uh the minutes, resolution recording the fact project advertising certain means and files, certificates of lines as judgments. C three is a resolution authorized for new lease for the fourth floor skyline center to Black and Beach Corporation. See four is a resolution authorized city manager to a contract and strategic connections incorporating the amount of 294,8887 for upgrades to the audio visual systems to Willington Convention Center. Public hearings, PH1A's ordinance making appropriations for general funds for fiscal year beginning July 1, 2025. PHP is an order to make an appropriation projects, and manager plans, interpreted funds, then service funds, special tax district and convention center for fiscal year beginning July 1 2025. PH one C is an ordinance making appropriation of capital five expenses for the fiscal year beginning July 1 2025. PH1D is an ordinance many various chapters of the city bulletin B schedule for the fiscal year beginning July 1 2025. Repair demolition 553 mainly admin is under human adaptation pursuit article 5 chapter 16. The city code directly is to be placed the operator in Chinese items. R1 is resolution to update the official brick and stone street policy map. R2 is a resolution rewarding 2000 any need, stormwater infrastructure and rehabilitation contract and new pipe LLC being out of 1 million thousand one hundred and sixty-five dollars. This is something I bring forward and then that uh council member Waddell, as well as I think Councilmember Spears asked the MPO to ask for another public hearing on this particular item since some of the people concerned about last time public hearing or public meeting or settled on that particular project was in 2018. I know that uh drive story drive to just been finished. The folks out there just want to look and see if those improvements will use some of the traffic conjecture that they've been seeing in the last couple of years, and all we're asking for is for that to at least give them a sign. And all we're asking for is for them to at least give them a say, um, which would actually be a big issue, but seems to have been um and then the reports is our one reports of council supports committees, the board's commissions and commands on that last point. Can I just get a copy of that for the uh recommended candidate for the Port Waterway Beach Commission? Um, I'm sure that you look at her of it and selected the best candidate, but that's one of the ones that I sit on, and I would like to add this. Don't we have those on the item issues? Okay, you don't have one thing. Thank you. Mr. Mayor, we don't have any presentations for you, but we will ask that you go into public session for the purpose of considering qualifications, performance character fitness conditions of reformation appointment for conditions of a visual enforcement uh prospective public officers or employees. Very good. So is there a motion to vision to a closed session pursuing to the provision of general statute section 143-18.11 a six and order to city council to consider qualifications copy performance characters conditions and reform and conditions of issue informative respective public officers or employees, and I will also note that the closed session will be here at the sky as well, which is where we are. Everyone is asked to meet the council after we take that vote. Um session and adjourned at that time for this project. So we'll have a motion. Any opposed? I pass you guys.
