Meeting Transcript

I'm gonna call the meeting to order of the Wilmington City Council. I'd like to welcome all of you that are here with us today to see your new city hall and new city hall chambers. The city of Wilmington has was in the old city hall, in those chambers since 1990. And before then, for those of you that do remember, we were in the Spencer Compton Room, which used to be City Hall. And before that, everybody convened in the city manager's office. So the city of Wilmington has been in the old city hall since 1858, and I've said it often. I think that we, the citizens, got a pretty good bargain on that building and in that hall. But today, you know, marks a new day in the history of the city of Wilmington. We had the tremendous opportunity to purchase this building with the intent that we would move all of our city services into one building, making it more efficient and effective for our citizens. And I just want to say to all of the members of the city council, thank you for your support in making this a reality. And now Penny's coming here to give me a note. Tony broke his arm again. Tony, welcome. Tony was very instrumental and was the city manager doing this purchase and doing these uh collaborations and debate about how to make this a more efficient building. I also like to recognize from the state uh house our representative Deb Butler, who is also with us here this evening. Thank you, Deb. We have Mayor Brenda Bozeman, Chance Lambeth from Congressman McIntyre's office, Brenda and everybody from that side of the uh river on the Leland side, which is uh a growing community. For those of you who do not know this, City of Leland today, I think has got about what 30,000 people in it, 35,000 people in it. So it's a growing community. It's gonna probably be bigger than Wilmington. I just gonna let you know that right now. Veronica is also here, members of the city council. Um so before we get started with the agenda briefing, and it's gonna be a very brief agenda briefing. We're gonna unveil something behind us, and then we're gonna do the agenda briefing, and then after that, we're gonna go outside and we're gonna cut the ribbon on this fantastic new building. So if the entire city council will now accompany me behind me to unveil the seal. Okay, I'll count three. One, two, three. All right, let's get to work. So we have several presentations tomorrow night. Consent agenda C one is approval of the minutes. C2 is a resolution authorizing the lease of rural property at the Skyline Center to GPM Southeast LLC. C three is a resolution to approve the upset bid at 2451 South College Road in the amount of 1,350,000. C4 is a resolution authorized city manager to enter into an agreement with the North Carolina Department of Transportation year 25 through 26, Section 5303 planning grant. C5 is a resolution authorized city manager to submit an application to the Wilmington Urban Area Metropolitan Planning Organization, locally administered projects program in the amount of $51,424 for trail signage pilot project. C6 is a resolution authorized city manager to enter into a three-year contract for the integrated supply of the Fleet Parts Department with Genuine Parts Company of Atlanta, Georgia for total costs of up to $3,605,000. C7 is a resolution declaring two vehicles and two motor, two mowers as surplus property to be donated to the town of Black Mountain. C eight is a resolution authorizing the city manager to apply for a $2,681,347 in surface transportation block grant, direct attributable funds from the city of Wilmington. For the Kerr Avenue Trail Project. We'll have then public information and public hearings. PH1 is an ordinance amending the official zoning maps of the city to rezone property containing 0.77 acres located at 5320 and 5322 Riceville Avenue from R15 Moderate Density Single Dwelling District to an R5 C D medium density mixed residential conditional district for a residential development. PH2 is an ordinance amending the official zoning maps of the city to rezone property containing 4.08 acres located at 2929 Market Street from OI office and institutional to MD 17 CD high density multi-dwelling conditional district for 120 unit workforce housing residential development. Then PH3 is an ordinance directing the housing inspector to vacate, close and repair the dwelling at 565 Manly Avenue as unfit for human habit habitation pursuant to Article 5, Chapter 16 of the City Code, and directing that a notice be placed there on prohibiting its use or occupancy. PH4 is an ordinance directing housing inspector to vacate, close, and repair or demolish a dwelling if 565B, Manley Avenue is unfit for human habitation pursuant to Article 5, Chapter 16 of the City Code, and directing that a notice be placed there on prohibiting its use or occupancy. And then ordinances 01 is an ordinance adding section 6 through 10, certain actions prohibited on city property to Chapter 6, Article 1 of the Wilmington City Code, and this was continued from our August 19th, 2025 meeting. O2 is an ordinance making supplemental appropriations in the amount of $29,153 in the committed revenue funds for equipment material and supply purchases at the Halliburton Park Nature Center, the Davis Center, and the MLK Center. And then 03 is an ordinance appropriating $8,075 in donations and $3,555 in program income to the Commission or African American History Special Purpose Funds. And that concludes this agenda.
