Mr.

3:04

Mayor.

3:05

Yes, yes, ma'am.

3:06

Question on C three.

3:07

Um the resolution that the council adopted last year specifically directed implementation of traffic calming measures on Rogersville Road and several other names streets within the Vision Zero plan um that was being developed, and that language is being deleted.

3:21

I just wanted to know why.

3:23

And does its deletion change the priority funding or implementation schedule for any of these projects?

3:29

Our director of transportation, Susan Willard.

3:32

Um will you be able to address that today, Susan?

3:35

Can you come talk up at the mic, sorry?

3:52

Those projects are still planned and they will be contracted with our annual needs program.

3:57

So that was the intent was to not delete those projects.

4:00

Not delete the projects.

4:02

The projects are are underway.

4:04

Okay.

4:28

Yes, Mayor.

4:29

Okay.

4:29

So we're committing $95,000 toward a $210,000 study before the final scope has been developed.

4:35

So what specifically will this plan provide that we aren't already getting through Walk Wilmington?

4:40

Um the WMPO SS4A safety action plan, the Greater Downtown Plan, and our now and now our vision zero safety action plan.

4:50

There we go.

4:52

Good morning.

4:53

The multimodal network plan is really about bringing different studies together and also identifying where we have what priority projects.

5:00

So for example, Walk Wilmington identifies priority pedestrian projects based on the high injury network, but it doesn't tie that into, for example, our transit system.

5:09

So this will allow us to look at transit, pedestrian, and bicycle, which we do not have a bicycle master plan.

5:16

We do have the 2013 Greenways plan, which does have some bicycle recommendation, and bring that together into a true multimodal network where we're exp where we are identifying how we are going to connect pedestrians to transit bicycle and really create a network that allows you to get around the city without necessarily relying on a vehicle.

5:37

Thank you.

5:40

C6 is resolution providing approval of the reissuance of a $23,500,000 Starway Village One multifamily housing revenue note issued to finance a multifamily housing facility known as Starway Village Phase 1 in the City of Wilmington, North Carolina.

5:59

C 7 is a resolution providing approval of the reissuance of a $13,600,000 Starway Village 2 multifamily housing revenue note issued to finance a multifamily housing facility known as Starway Village 2 in the City of Wilmington, North Carolina.

6:17

C eight is approval of the minutes of the City Council's agenda briefing on August 31st, 2026, and the regular City Council meeting on September the first, 2026.

6:28

And then we have public information.

6:30

We have public hearings.

City Council Agenda Briefing - September 21, 2026

The Wilmington City Council held an agenda briefing meeting on Monday, September 21, 2026, at 8:30 a.m. in City Hall to review the regularly scheduled agenda for the September 22, 2026 Council Meeting. Mayor Saffo presided, with Councilmembers Spears, Joyner, Andrews, Santaguida, and Clinton-Quintana present; Councilmember Lyle was excused due to illness. The meeting adjourned at 8:39 a.m.

Proclamation

  • The Mayor declared September 22, 2026 as Sister Cities International Day.

Consent Calendar

  • C1: Resolution declaring certain personal property surplus and authorizing donation to the Onslow County Sheriff's Office.
  • C2: Resolution authorizing a contract amendment of $21,600 with Street Scan USA Incorporated for asset management software for the city street rehab program.
  • C3: Resolution amending the Vision Zero policy.
  • C4: (Not read aloud, but listed on agenda? The transcript does not include C4; the minutes only list C3 and C5 as discussed items. No further details.)
  • C5: Resolution authorizing an agreement with NCDOT to develop a Multimodal Network Plan.
  • C6: Resolution approving reissuance of a $23,500,000 multifamily housing revenue note for Starway Village Phase 1.
  • C7: Resolution approving reissuance of a $13,600,000 multifamily housing revenue note for Starway Village Phase 2.
  • C8: Approval of minutes from August 31, 2026 agenda briefing and September 1, 2026 regular council meeting.

Discussion Items

  • Item C3 – Vision Zero Policy Amendment: Councilmember Andrews inquired why the language directing implementation of traffic calming measures on Rogersville Road and several other named streets was being deleted, and whether this changes the priority, funding, or schedule of those projects. Susan Woolard, Director of Transportation, responded that the projects are still planned and will be contracted through the annual needs program; the deletion does not remove the projects – they are underway.
  • Item C5 – Multimodal Network Plan: Councilmember Andrews asked what this plan would specifically provide that is not already covered by Walk Wilmington, the WMPO SS4A Safety Action Plan, the Greater Downtown Plan, and the Vision Zero Safety Action Plan. Linda Painter, Director of Planning and Development, explained that the Multimodal Network Plan will bring together different studies (e.g., Walk Wilmington focuses on pedestrian high-injury networks but does not connect to transit) and identify priority projects. It will integrate transit, pedestrian, and bicycle networks (including updating the 2013 Greenways Plan) to create a true multimodal network allowing residents to travel without relying on a vehicle.
  • Public Hearings: Two public hearings were listed: PH1 regarding the 2026 Consolidated Annual Performance and Evaluation Report (CAPER) for HUD, and PH2 regarding declaring 501 Swan Street unfit for human habitation.
  • Other Agenda Items (no additional discussion): Resolutions for Thalian Hall renovations, street acceptance in Riverlights developments, speed limit ordinances, Kerr Avenue Trail project (STBG-DA funds of $2,681,347), and purchase of mitigation barriers ($1,635,684).

Key Outcomes

  • No votes were taken; this was a briefing session to review the agenda for the September 22 regular meeting.
  • The City Manager was authorized to proceed with items as presented, pending final council approval at the regular meeting.
  • The meeting adjourned at 8:39 a.m.
