Miss Netherly would you like to present item number one please madam chairman members of the commission my colleague Jeff Walton will be presenting this item to the commission this evening the uh application before you tonight is for 20 North 4th Street.

It's the uh former uh law enforcement facility uh that was sold to the uh first Baptist church which is which is an adjacent neighbor um as you know uh revisions to all facades of a building are subject to the design review in the historic district regardless of whether they can be seen from the public right of way the building occupies corners of Market Street North 4th Street and Princess Street the site is character the site has character defining features on market North Fourth and Princess Street the photo before you shows the uh curtain wall that that will be demolished as well as the cooling tower on the interior and uh this is an existing um I think uh existing garden that will remain some other photos of the site um this is kind of a uh photo simulation of the site itself and its current condition um shooting this is uh once the curtain wall has been removed they're proposing an uh on an art display and the expansion of the um community garden fencing this is the view from Princess Street uh just to kind of briefly run through some of the scenarios that they're looking to replace um uh the original purpose of this building was as a uh detention facility for the the county court uh system so it was built as a jail facility so a lot of the internal functions were for uh inmate incarceration purposes so you see a lot of the uh narrow windows and restricted access the apkin is proposing to um open those uh window accesses to a more office professional office sort of uh feeling inside so you can kind of see the before and after for the sites that the appearance proposing um all these uh images are internal to the site and so they will be only viewed uh from the uh Baptist uh first baptist church that adjoins this parcel in this slide they are looking to add additional doors on the back of the building which my pointers aren't really working um

My name is Bruce Bowman of Bowman Murray Hemingway Architects, and I'm the uh owner agent for uh uh First Baptist Church Holdings or FBC Holdings.

Um this is a uh uh project scale that you you may not be uh used to dealing with.

I'm sure there are a lot of smaller doors and things and such, and this is you know, when you're standing next to it, it's like the Titanic uh, especially um uh on the um uh portion toward Market Street.

The uh owner wishes to remove the screen wall and um cooling tower um uh for a variety of reasons.

There have been a number of um here you can see um some of the plaster, get my cursor to work, some of the plaster soffits have uh rusted off and and become a hazard.

Um the cooling tower that is behind in this big uh uh red box here is no longer used for the mechanical system that has been replaced in one of these uh other mechanical chambers back here.

At one time this cooling tower ran the jail, the courthouse and the historic courthouse, all those have been uncoupled, so it's you know it's of a scale that just doesn't fit anymore.

And uh really the uh I'd like to consider the front of this building really is more intended uh to be um Princess Street and uh you know it's much more um pleasing uh views of the courtyard and and you know harmonious um uh design though uh modern of an era from the past.

Um and I I think this is the thing that really could improve the aesthetic of the block, and I wanted to um guide the client to find a solution that would um uh uh allow for the sort of safety hazards and the mechanical antiquated stuff to go away, but put something back that uh would be appropriate or uh make the composition seem complete.

Wilmington Historic Preservation Commission Meeting - August 8, 2019

The Wilmington Historic Preservation Commission (HPC) met on Thursday, August 8, 2019, at 5:30 p.m. in the City Council Chambers (originally noticed at the Skyline Center, 929 N. Front Street, but minutes indicate City Hall, 102 N. 3rd Street) to review certificate of appropriateness (COA) applications for four properties, plus approval of prior meeting minutes and administrative items. The meeting adjourned at 7:58 p.m. All decisions were unanimous except for one recusal.

20 North 4th Street: Exterior Alterations (Item 1)

  • Proposal: Remove the southern screen wall and former cooling tower enclosure, enlarge existing windows, add new doors, and install a rooftop guardrail at the former law enforcement facility (now First Baptist Church property). Applicant Bruce Bowman (Bowman Murray Hemingway Architects) stated the changes would improve safety and aesthetics.
  • Public Comment: None.
  • Deliberation: Commissioner Daniel Hill recused himself due to his firm’s connection to the applicant. Commissioners supported the project but agreed that any future sculpture or artwork must return to the HPC for approval (Condition #4). Staff noted the existing fence height (6 ft) exceeds the 4 ft guideline in front yards.
  • Vote: Motion to approve with staff conditions carried 7-0.

108 South 2nd Street: New Mixed-Use Commercial Building (Item 2)

  • Proposal: Construct a 4-story, 53-room boutique hotel (Arrive Wilmington) with 1,100 sq ft of ground-floor retail and remove a pierced brick wall. This resubmittal addressed June 2019 concerns by reducing building height to 45 ft 10 in (3 ft 8 in lower) and setting back the fourth floor to create the appearance of a 3-story building from the sidewalk. All four facades were redesigned with high-quality materials (wood windows, iron railings, gas lighting).
  • Public Comment: Scott MacAfee (121 S. 2nd St.) acknowledged improvements but remained concerned about scale. Ed Wolverton (President, Wilmington Downtown Inc.) supported the project.
  • Deliberation: Assistant City Attorney Huffman reminded the commission to consider congruity with the entire Historic District Overlay (HDO), not just adjacent properties, citing a 2005 court case. Commissioner Michael Smith still had concerns about mass from certain viewpoints. The motion included reducing the demolition stay on the brick wall from 365 days to zero.
  • Vote: Motion to approve with conditions (including archaeological investigation) carried 8-0.

1917 Princess Street: Rear Building Addition (Item 3)

  • Proposal: Construct a master suite addition off the rear of a 1922 house, with German lap siding, two new windows matching the existing 6-over-1 wood windows, and a replacement tree. Applicant Jeff Serens (J Serens Construction) agreed to replicate dental moldings on the rear gable.
  • Public Comment: None.
  • Deliberation: Staff noted the rear elevation is not under purview; only the west elevation and a small portion of handrail are visible from a public right-of-way. Commissioners confirmed window spacing and handrail design.
  • Vote: Motion to approve with conditions (including tree planting and window specifications) carried 8-0.

118 South 4th Street: After-the-Fact Exterior Alterations (Item 4)

  • Proposal: Applicant/owner Stephan Watts sought approval for installed globe pendant lights and sconces (brass with white globes) and white river rock used as ground cover and in a plaza walkway. Watts argued the fixtures were Victorian-style and the rock was similar to other properties, but acknowledged he was unaware of the need for approval.
  • Public Comment: Richard Barrow (neighbor) supported the changes, citing precedent and a perceived lack of clear guidelines. June Reichert (117 S. 4th St.) also spoke in favor.
  • Deliberation: Commissioners found the light fixtures too modern (Art Deco influence) and the white rock too stark for the district. They noted that other examples shown by the applicant had not necessarily been approved, and thus could not be used to establish congruity. The motion cited incongruity with the HD-R district.
  • Vote: Motion to deny carried 8-0.
