I would like to go ahead and call the Thursday, January 9th, 2020 meeting of the City of Wilmington Historic Preservation Commission to order.

3:03

Thank you for coming.

3:04

We appreciate your interest and your participation participation in this evening's presentation.

3:12

Hearings before the Historic Preservation Commission are quasi judicial in nature.

3:17

This is a design review process to determine if the proposed project is congruent with the historic aspects and special character of the historic district or landmark.

3:25

Decisions of the commission are based on the record of these proceedings, the Wilmington design guidelines for historic districts and landmarks, and the Secretary of the Interior standards for rehabilitation.

3:36

Evidence submitted to the commission for review becomes part of the record.

3:40

Appeals of commission decisions are made to the Wilmington Board of Adjustment and then to Superior Court and are based on the record.

3:48

Appeals must be filed within thirty days of the date of the commission's action.

3:52

Public comment is heard during the public comment portion of the agenda item.

3:56

Those who want to address the commission are sworn as witnesses.

5:00

Rob Romero.

5:01

Tara Murphy.

5:02

Joan Keston.

5:04

Michael Smith.

5:07

We are also joined this evening this evening by the following city staff members.

5:11

Don Snotherly, Historic Preservation Planner.

5:14

Amy Bradshaw, planning coordinator, Jeff Walton, associate planner, and Melissa Huffman, Assistant City Attorney.

5:22

At this time, if there is anyone in attendance that wishes to speak and has not been sworn in to date, please stand to be sworn in by Miss Bradshaw.

5:51

Go ahead.

5:56

That's the front door.

5:58

If you're sworn in and you do you are not forced to speak, but it will allow you the ability to do so if you'd like.

6:13

Thank you.

6:13

We have eight items on the agenda this evening.

6:17

And if uh Miss Notherly like you'd like to present the first item, we would be happy to hear it.

6:24

Madam Chair, members of the commission.

6:26

This is a request at 414 Walnut Street.

6:30

The applicant has requested withdrawal of this item.

6:33

Um I believe we need a formal acceptance of that withdrawal.

6:39

Move to accept that withdrawal.

6:41

Second.

6:42

All those in favor?

6:44

Aye.

6:44

Any opposed?

6:45

Motion carries.

6:49

The next request is under old business.

6:52

It's a request to change paint colors at 416 South Front Street.

6:56

I'll just kind of walk you through some of the particulars of the property.

7:08

So the subject property is located here on South Front, 416.

7:14

This is the Governor Square condominiums to give you reference to the location of the site.

7:20

This is the property.

7:29

So the applicant has proposed changing the color, the white, uh primarily the white on the subject property to a Charleston green.

7:47

So this is what the applicant is proposing.

7:51

This is the Charleston Green.

7:55

This is the proposed Canton blue.

8:01

And again, this is the Charleston green, and the applicant is requesting to paint the window sashes white, the balustrade, and all other elements on the house except for the porch ceiling, the front door, and the porch decking.

8:18

Everything else will you have white sashes and everything else?

8:22

They're asking for the Charleston green.

8:38

It's closed off, so that's why these shutters are here.

8:41

In this case, the shutters would be white, and all the trim would be Charleston Green.

8:46

So this is on the north elevation.

8:50

This is that north elevation with those faux shutters.

8:53

This is the rear elevation of the house, which is primarily white, and the applicants would like to keep that white.

9:01

This is on the west side of the property, which of course gets the afternoon sun.

9:07

So same color scheme.

9:09

Proposal though, the window sashes would be white, and all other elements would be green.

9:13

They are requesting to keep the white lap siding.

9:28

That's just an example of one of the windows on the rear elevation of the house.

9:32

If you recall, this also has an accessory, uh detached apartment.
