Historic Preservation Commission Meeting – April 10, 2025
The Wilmington Historic Preservation Commission held a regular meeting on Thursday, April 10, 2025, beginning at 5:32 p.m. (agenda listed 5:30 p.m.) and adjourning at 6:19 p.m. The meeting was held in City Council Chambers at the Skyline Center, 929 North Front Street, per the agenda, though the minutes indicate City Hall, 102 North 3rd Street (noting discrepancy). Vice-Chair Christopher Yermal presided, with Commissioners Joan Keston, Stephen Sulkey, Ross Tomaselli, Alison Watts, and Ashley Wilson present. Approval of Minutes
- The minutes of the March 13, 2025 meeting were approved as amended (correction to who opened the evidentiary hearing for 2 North Front Street). Motion carried 6-0.
Discussion Items
503 S 3rd Street – Driveway and Parking Pad Installation
- Staff presented a proposal to improve an existing overgrown shared driveway between 503 and 505 S 3rd Street with a new concrete driveway extending to the front porches, then two-foot-wide concrete runners leading to rear gravel parking pads (20x24 feet). The existing concrete apron and masonry curb/retaining wall will be retained. Applicant Shane Herron confirmed the width between houses (9–10 feet) is sufficient for vehicles.

- Motion to approve with conditions (minimal grading, no removal of mature trees/historic landscaping, compliance with codes, changes subject to commission or administrative review) carried 6-0.
505 S 3rd Street – Driveway and Parking Pad Installation
- Same proposal as 503 S 3rd, as the driveway serves both properties. Motion to approve with identical conditions carried 6-0.
507 S 5th Avenue – Rear Deck Installation
- Staff presented a proposal to replace a deteriorated one-story rear porch with a two-story wood deck (10x20 feet). Applicant Jeff Caldwell was not present at the prior meeting. Commissioners discussed stair placement: initially internal stairs consumed deck space; consensus was to move stairs outside the deck footprint. Also discussed structural load on the historic home’s rear wall; Vice-Chair Yermal advised consulting with engineer to add a girder for cantilever design. Applicant agreed to external stairs.

- Motion to approve with conditions (deck not to extend beyond rear elevation, no removal of mature trees/historic landscaping, stairs located outside deck footprint, compliance with codes) carried 5-1 (Ms. Wilson voted no).
302 North 15th Street – Garage/Studio, Fence, Parking, and Patio
- Staff presented a proposal for a new 20x24-foot garage/studio on slab foundation, relocation of a six-foot fence section for alley access, gravel parking area, screen door, brick landing/patio, and landscape modifications. The property is a contributing resource in the Carolina Heights/Winoca Terrace Historic District Overlay. The garage/studio will match the main house in siding and trim, with a custom wood garage door facing the alley.
- Applicant David Powell confirmed future plans to re-roof the main house with metal. Commissioners clarified that the metal roof for the garage should be standing seam with no striations (flat between ribs). Applicant agreed.
- Motion to approve with conditions (garage/studio not to exceed dwelling height, trim and siding to match, all work within property boundary, metal roofing to be standing seam with no striations, compliance with codes, changes subject to review) carried 6-0.
111 South 6th Street – Driveway and Parking Pad Installation
- Staff presented a proposal to remove existing grass driveway and install a concrete parking pad (20x8x4 inches) terminating at an existing fence, retaining the concrete apron. Applicant Wendy Schneider, 78, cited mobility issues for needing full concrete surface. Commissioners raised concerns about water runoff and potential foundation impacts due to slope. Applicant stated contractor plans a drainage system connecting downspouts under the driveway to a pop-up drain at the rear, and a one-foot buffer from foundations. Commissioners recommended a slight bevel to direct water away from foundations.

Meeting Transcript
This is a design review process to determine if the proposed project is congruous with the special character of the hist of the historic district or landmark. Decisions of the commission are based on the record of these proceedings, the Wilmington design standards for historic districts and landmarks, and the Secretary of Interior standards for rehabilitation. Evidence submitted to the commission for review becomes part of the record. Appeals of commission decisions are to the Wilmington Board of Adjustment and then to the Superior Court and are based on the record. Appeals must be filed within 30 days of the date of the commission's action. Evidence is received during the evidentiary hearing portion of an agenda item, and those who want to address the commission are sworn as witnesses to present material and substantial evidence to the commission. The chair recognizes those who want to submit such evidence during the evidentiary hearing. Evidence should be directed to the commission. To ensure that the evidence is properly recorded, please come into the podium, come to the podium in the hall here to address the commission, state your name and address, and speak clearly. Members of the HBC are appointed by and serve at the pleasure of the city council. Our charges with respect to the protection and preservation of properties in the city's designated historic district. We are held to the standards of the Wilmington Design Standards for Historic Districts and Lakshmi and per applicable North Carolina state law to determine if exterior changes are congruous with the special character of the city's historic districts. It is important that we deliberate the merits of each request in a manner that provides a record as to the basis for our decisions. Please remember that our deliberations should be centered on how a project meets the design standards and whether the proposed change is congruous or is not congruous. Commissioners, if you have received or been made aware of any outside evidence related to any of the matters, please recuse yourself. I do have I do have one that I wanted to make note of, um, kind of a clarification, but seemed like a significant one. It had to do with two North Front Street. Um it mentioned that I opened the evidentiary hearing, and then later on in this, toward the end of the that item, it mentions that I was recused, but I didn't open. I just want to make sure that that was recorded that I wasn't a part of any of that deliberation. I'll make a note that Ms. Keston was the one to open and close the public hearing uh due to her serving as interim chair at that time. Okay, thank you. Thank you.
