Summary of Proceedings

Historic Preservation Commission Meeting - May 8, 2025

The Wilmington Historic Preservation Commission held a regular meeting on Thursday, May 8, 2025, at 5:30 p.m. in the City Council Chambers, Skyline Center, 929 North Front Street. The meeting was called to order at 5:32 p.m. and adjourned at 6:17 p.m. The commission reviewed three evidentiary hearings, approved minutes, and received no public comment from the audience. Note: The raw transcript incorrectly dates the meeting as May 7, 2025; the official agenda and minutes confirm May 8.

Consent Calendar

  • Approval of Minutes – April 10, 2025: Approved unanimously (5-0) after correcting a typographical error in the Assistant City Attorney's name.

Public Comments & Testimony

  • Neighbor Concerns (2 Church Street): Staff relayed concerns from Christine Whiteman (owner of 1 Church Street) and her daughter Kelsey Whiteman. Christine Whiteman opposed the change in roofing material (preferring shingles to standing seam metal) and expressed worry about plant removal and historic misrepresentation on an Airbnb listing. Kelsey Whiteman commented that the house is a shotgun style, not a craftsman. No members of the public appeared in person for any agenda item.

Discussion Items

1. 121 North 8th Street (Driveway, Patio, Porch Removal)

  • Proposal: Remove rear wood deck/porch, expand concrete driveway by 98 sq ft, add a 154 sq ft concrete patio (252 sq ft total new concrete). Steps and handrail to be salvaged. No removal of mature trees.
  • Applicant Absent: The applicant did not attend. Commissioners expressed confusion over plans and concern about the amount of concrete. Commissioner Wilson suggested using pervious materials. The commission voted to continue the item to June 12, 2025 to allow the applicant to be present.
  • Outcome: Motion to continue carried 5-0.

2. 2 Church Street (Roof, Siding, Windows, Landscaping)

  • Proposal: Replace asphalt shingle roof with a mix of standing seam metal (on front slope/dormer) and asphalt (rear); replace attic vents with fixed wood windows; replace aluminum siding on gable ends with Hardie shake siding; add granite block flower bed and retaining wall.
  • Staff Recommendation: Approve with conditions (metal roof flat, no striations; wood windows; no mature tree removal).
  • Applicant Position: Jay Larson (owner) argued for durable materials (metal roof, composite shakes) and requested a ruling to move forward. He offered to use cedar shakes instead of Hardie on gable ends and limit metal to the eyebrow/shed roof over the bay window.
  • Commission Deliberation: Debate focused on material consistency. Commissioners opposed mixing roofing materials (except the small shed roof) and prohibited Hardie shakes, insisting on cedar shakes to match historic fabric. They also recommended operable windows (awning) instead of fixed.
  • Outcome: Approved 4-1 (Commissioner Wilson dissenting) with conditions: metal roofing only on the side eyebrow dormer (flat, no striations); wood-framed fixed windows with clear glazing; no Hardie shingles on gable ends (cedar shakes required); no mature tree removal; compliance with all codes; any changes to be reviewed by the commission or staff.

3. 211 South 6th Street (New Accessory Structure)

  • Proposal: Remove existing shed and construct a one-story office/gym (28 ft x 22 ft, 616 sq ft) with a shed roof (white TPO rubber), wood siding to match primary house, five composite windows, sliding doors, and a wrap-around deck.
  • Applicant Position: Nick Nguyen explained the TPO roof choice due to low pitch. He addressed privacy concerns by noting existing bushes and trees on adjacent property.
  • Commission Discussion: Commissioner Watts questioned deck placement near fence; applicant noted greenery on the opposite side.
  • Outcome: Approved unanimously 5-0 with conditions: accessory structure height not to exceed primary dwelling; siding to match; compliance with all codes; any changes to be reviewed.

Key Outcomes

  • Continued Item: 121 North 8th Street – continued to June 12, 2025, 5-0.
  • Approved (with conditions): 2 Church Street – 4-1 (Wilson opposed).
  • Approved (unanimous): 211 South 6th Street – 5-0.
  • Next Meeting: Thursday, June 12, 2025, at 5:30 p.m. in City Council Chambers.
