The Wilmington Historic Preservation Commission met on Thursday, December 11, 2025, at 5:30 p.m. in City Council Chambers, Skyline Center, Wilmington, NC. The meeting concluded at 6:21 p.m. Chair Christopher Yermal recused himself from the storefront renovation item due to professional involvement; Vice Chair Joan Keston chaired that portion. No members of the public spoke during any evidentiary hearing. Approval of Minutes
- The minutes of the November 13, 2025 regular meeting were approved unanimously (6-0).
Old Business: Roof Replacement at 515/517 South 4th Street
- The applicant, TJ Christopherson, requested approval to replace the existing deteriorated metal roof with CertainTeed Landmark FORTIFIED architectural shingles (Silver Birch) due to corrosion, leaks, and high cost ($50,000) for a standing seam metal roof. Coating options were priced at $7,000–$14,000 with limited lifespan estimates (5–10 years). Commissioners debated congruity, with some arguing for like-for-like metal replacement and others noting widespread asphalt roofs in the district. The motion to approve with staff conditions passed 4-2 (Yermal and Sulkey opposed).
New Business: Storefront Renovation at 32 North Front Street
- Staff presented the proposal to restore and update the storefront at 32 North Front Street, a contributing resource in the CBD-HDO. The applicant, Walker Abney, noted changes from the application: using tile instead of thin brick veneer, hand-painted signage, and a charcoal tile entry with white address cut tile. - Staff recommended adding the property at 1115 South 5th Avenue to the Local Landmark Study List based on its architectural (designed by James Gause), religious, and cultural significance (associated with Dr. James Sprunt). Commissioners noted diminished architectural integrity but strong cultural value. The motion to approve the study list passed 6-0.

To the Historic Preservation Commission meeting on Thursday, December eleventh, two thousand twenty-five. Hearings before the historic preservation commission are quasi judicial in nature. This is a design review process to determine if a proposed project is congruent with the special character of the historic district or landmark. Decisions of the commission are based on the records or record of these proceedings and the Wilmington design standards for historic districts and landmarks. Evidence submitted to the commission for review becomes a part of the record. Appeals of commission decisions are made to the Wilmington Board of Adjustment and then to the Superior Court and are based on this record. Appeals must be filed within 30 days of the date of the Commission's action. Evidence is received during the evidentiary hearing portion of an agenda item. Those who want to address the commission are sworn as witnesses to present material and substantial evidence to the commission. The chair recognizes those who want to submit such evidence during the evidentiary hearing. Evidence should be directed to the commission. To ensure that the evidence is properly recorded, please come to the podium to address the commission, state your name and address, and speak clearly. Members of the Historic Preservation Commission are appointed by the City Council and serve at its discretion. Our responsibility is to protect and preserve properties within the city's designated historic districts. We adhere to the Wilmington design standards for historic districts and landmarks as well as the applicable North Carolina state law to assess whether exterior changes align with the unique character of the city's historic districts. It is important that we deliberate the merits of each request in a manner that provides a record of the basis for our decisions. Please remember that our deliberations should center on how the project meets the design standards and whether the proposed change is congruous or not. Commissioners, if you have been made aware of any outside evidence related to any of these matters, please recuse yourself. Any opposed? Passes. Um to begin our evidentiary hearings. Old business 555, I'm sorry, 515 and 517 South Fourth Street. Case one is a request for a roof replacement at 515 through 517 South 4th Street. This COA application was continued from the October 9th and November 13th, 2025 meetings to allow the applicant more time to review alternative roof treatments to alleviate the need to replace the existing roof. The applicant received two formal quotes for recoding the existing roof and determined that neither option was ac economically practical for their situation. The Brian excuse me, the Brian Brady House, located at 515 through 517 South 4th Street, was constructed circa 1914 and is a contributing resource within the Historic District residential. As such, all revisions to all facades of the building in the site are subject to design review. The subject property is located on South 4th Street between Castle Church Street and Castle Street. On the left slide is a photo provided by the applicant with a view of the existing metal roof looking southeast from South 4th Street right-of-way.
