Burnt Bernardo Memorial Foundation, and it is to um purchase equipment for the fire department, and she was sent a check for 20,615 dollars.

Right.

So we're really proud of that.

And also um, if you'll notice the 2026 County City Bridge Improvement Program, we are one of the few that was chosen for that, and that's in the amount of 750,000 dollars.

So we will have to come up with a match um at the at the right time.

So we'll work on that.

And mayor, I just got a notification today.

We got another $500 grant that Alicia paid for or applied for from Kentucky American Water for uh department.

Great.

Great.

It was $500.

But that's good.

That'll buy some PP.

So yeah, okay.

Let's look at F G H and I, and let me tell you what F G H and I are.

It is uh certifications that part of our uh city received at the annual KLC uh uh in Owensboro.

That would have been uh Bruce Manley received level one achievement for city governance uh certificate, Tammy Butler.

I thought I saw Tammy.

Oh, there she is.

Tammy Butler um received an award level three master of city governance, kitty strode, commissioner strode received the level three master of city governance, and Rebecca Powell, who is also in the with us this evening, received level two excellence in city government.

So we were well represented at the conference, uh and this is training.

This is what goes on for additional training and new techniques, legislative agendas, things that are really critical to us through the year, and um I think we have three or four awarded almost every year, so thank you.

So I'm gonna move down to item 5D at the moment and is fix at Winchester, which will be presented to us this evening by our strategic communications director, Whitney Liggett, and our public works director of Brian Sewell.

So if you all would come forward and enlighten us, that would be wonderful.

We're just hunky to where you have to come.

So it I know it's been a while uh since we've talked about it.

You may remember back during the budget sessions, uh we were talking about a new software uh been in in our department uh that would help us with reports and tracking reports uh and uh communication aspect to it with and so that that time is finally came and uh you just get in Chester.

That's the name of the name of the uh name of the app that we're definitely weak at least came up with that uh with the logo and uh the name instead.

Um she's been a big help in getting all this put together.

Uh so the main things that we were after were uh number one they're two-way communication.

Uh a lot of times we'll receive complaints and we don't get any information to go on uh we don't sometimes we just get an address but some people don't leave a leave the phone number or just don't think about it.

We've even had uh voicemails where they don't even tell us what street they're on.

So it's kind of hard to fix those things.

But with this, it makes it easier uh for us to be able to acknowledge that we've received the report, uh whether it be a hotel or whatever it is, and then being able to communicate back to them uh when we expect you to fix and like that.

The uh media reporting uh just being able to quickly get something in something as simple as a stop sign, uh you know we have some legality there.

If one gets knocked down as soon as we find out about it, we've got a set of time that we have to have to get it put up.

And on top of that, we just you don't want stop signs missing from an intersection, you can call us fabric.

And uh so when we do get those notifications, we can go pretty quickly.

Usually dispatch you know, an officer or opposite or something like that, usually dispatch will get us, but we do sometimes we'll have somebody to leave the voicemail over the weekend and a stop sign.

So we won't try to get away from it.

So Brian, if somebody's driving along and they see an issue, they just go on their phone.

Yeah, they can go on their phone.

Certainly not while they're driving.

But they can go off.

They can report that.

Yeah.

Instead of make a phone call or whatever, we can just shoot it right to you all.

Yeah.

Right.

Um the other parts they're tracking the requests right now.

Everything is is pretty well papered, uh, even when we receive them.

Uh Diana reports everything that she receives in here.

We get uh we've got kind of a similar type of work order in the department that Bridget uses when she gets a call.

And uh I use a lot of post-it notes sometimes.

It looks like I'm trying to start a post-no factory.

And needless to say, when you've got that many notes laying around, something could fall through the cracks.

And uh this way we can kind of keep that all type in one place where we can always find something.

I want this being up and running.

October 13.

October 27th.

Great, great idea.

Uh transparency, each reporting, those kind of go in here.

Um 90% of the complaints that we receive will be able to be viewed in public.

So if anybody wants to get on there and see if a pot can report it at a certain intersection, they can look there if they see they see it, it'll show up a dot, and we'll see that here in just a minute, it'll show a thought that intersection uh that's already been reported.

There they can actually follow along with that report, and as there's any updates on it, uh they can get notified.

It's been taken care of.

This is the uh for the app.

This is the remedy of what that's going to look like, both for the right home and grand choice.

Uh these uh once again, we think it was a big help with this and getting the pictures and logos and everything they needed to put this together and it's this one here.

Uh this was actually a video here.

Um you'll see there, this is what it'll kind of look like.

It'll change a little bit when we actually go live.

This is what's in the well sandbox right now, but uh it's just for testing purposes as they're developing.

Um you see there at the top right, we just put the address in for the office for this complaint.

Yeah, show how you go through it step by step, confirm your location.

For this one just selected free in the roadway.

You can add a picture if you want to.

If you don't want to, you don't have to.

Just a brief description is something simple.

In this case, it's rocks in the roadway.

Could it bring cause max that's also something important that can dictate whether we need to pull somebody off immediately and head to the site to take care of it, or if we can wait a few minutes until we get somebody free to then there's different ways you can submit if you want it to be private, or if you want to submit it with the accounts you've created, and then there at the end, there's where your request has been submitted, it's assigned a number, and uh if there's any questions or anything like that, you can go back to that anytime find out what happened to that.

And this is what you'll you receive an email back when uh you have submitted the request that'll tell you that it's been reported and any other information that you possibly need, and not only did the citizen get that, then we also get that email as well.

It'll depend on different categories are assigned to different people.

Most of them are gonna are assigned to me, and then I'll if I need to assign it somewhere else, I will.

But uh we'll get that get that notification pretty quickly so we can get that thing.

Right, is there a way to track how many calls you get if they're for debris or if they're for potholes or yeah, that's one thing too.

Is we'll be able to uh you can go back through and search because they even though you close out a work order, it'll stay there for you know eventually so we'll be able to go back and look at how many times a pothole has occurred on a street in the last five years.

If that's what some that should this one uh this one should play as well.

So you see there, that's what it looks like on my end when the request comes in.

So it gives you all the information you need there.

This is if I wanted to make a pop public comment right here, you could just to let everybody know what's going on with it.

Uh right here, you're gonna acknowledge it.

This is where you would assign it.

In this case, I assigned it to myself, but normally that won't be the uh and you can just add a public comment.

Street sweepers on the ways of location and update it.

That takes it to the next tier that shows that it's been acknowledged on the map, and that president will get notifications that it's been acknowledged, and it's you know looked into this would be an old bad internal comment, which is the sweepers arrived.

No one really sees that, it'd be just a point I know about the complaint.

Uh someone needs to review.

And then lastly, once it's finished, close it out.

You can put uh here rocks have been removed.

So down here on the right, you'll see a status log that shows when that date it was open, acknowledged, closed out that we tracked.

Yeah, yeah, really fast.

Right to that's weird.

And that's just some of the comments and public comments.

People can comment on it if they want to.

Uh some of those, some categories will have limitations on it.

You don't want any personal information out there, but uh something simple as that, just keep people post on this one.

It's just another tool in the toolbox.

Keep our citizens in form, so that's pretty simple.

Really?

And this is uh this is a map.

This is what we'll see as well as uh citizens' receipt.

Uh they can see there we've got three test uh test areas there.

The one that we were just talking about at the top there is closed.

You can see the blue dot on the map.

You can also see we've got an open and a knowledge acknowledged uh workboard there as well.

I only threw two potholes, and those are the ones those who repair those would go blue as well.

Some of these will come off as time switch not on part, a lot of dots on the map, but next slide.

We we've already mentioned that, but it goes live on October set.

Um we'll add that I didn't really cover in here is we get a lot of duplicate requests that you know ten people see the same pothole.

Sometimes they don't always uh give them the same location.

So you're hunting for multiple holes when there's actually just one shape scene.

And so uh this this will automatically detect if there's a possibility of getting a duplicate just flag it and even uh save just say Kitty tries to put in a work order or a pothole on planning.

If it's already been reported, it's gonna let you know that this request has already been put in if you would like to follow along, follow along with it, you can be notified if you can, but otherwise they care.

And it'll also only work within the city limits.

So the there's a shape file that is used.

That is used for this.

So if somebody tries to report something that's outside the city limits, it's automatically going to tell them that they need to talk to her.

There's some automated uh messages that can be gone out to them, but they're outside the city and talk with the county road department or state highway department.

If somebody reports one on Lexington Avenue, state road, what does it that one we're still kind of messing with right now?

I'm hoping that once it's all said and done, it'll automatically send us a state highway park.

There is a message in there right now that if it doesn't flag it, that it will tell them that this is the state roadway.

Uh this is the Lexington Avenue is a state roadway.

Please contact KYPC.

Will it give a number for them to contact?

Yeah, it'll have a number.

Same thing with uh we didn't go through all the categories there, but like street lights we get up a lot of those phone calls.

There'll be uh the numbers and call or the link where you can report it through a form similar to this.

Uh same thing with uh KYTC.

You have issues with traffic lights or uh you can report potholes through a form on our website as well, and it's got that link down there to send them that way, so they'll necessarily have to make a phone call if they don't want to.

And then we'll still be able to take phone calls and emails and all that, but we'll rather than keep a track of it separately, it will everything will be implemented to the system.

So if Diana gets a call, here it's a call if we get some of the post works to crack everything together.

Can you and Whitney get together and create like a flyer that we can put on the mayor's E line and let people start knowing about this?

Okay, and the company that is through Civic Plus, they have a marketing plan already outlined for us.

So graphics, press releases, social media content, that kind of stuff, which makes my job really easy.

So we've already got that um plan put together um to roll out here in the next couple of weeks to start let people know about it.

So yeah.

That's phenomenal.

Do we know if any other cities in Kentucky are doing this or there are some others or for now?

I can't think of one that I can't think of is in uh Jefferson town, just outside of Willow, because that's where the uh the whole reason I can remember that the guy that we were dealing with earlier on get set up.

Uh that's where he lives, and they use it, they use it almost primarily just for coming.

Wow.

Uh but there are some others, I think some of the old cities were both used.

But not too many using it yet.

Not yet.

Yeah, and another thing of course.

I get calls all the time, and I know you do too, but the rope there in front of rope lows that goes up the hill to Kroger's and then in front of Kroger's everything, where that's a private road.

Well that that may those those little areas like that.

I know that you there's several of them, like you said.

Yeah, well and like from or Walmart down past the auto parked place at the bank, you know.

That's private road.

Right, right.

So I'd say there's gonna be uh I can quite guarantee there's gonna have to be some things that we're not seeing right now, like that.

Yeah, that we're gonna have to change.

And I would think based on what we've done with the city lands that we should be able to work with the GIS to get a shape file for those private lanes that have that same graph, the same response back to presence as a proper.

Yeah.

But I I know I get those all but all winter file.

And parking lots, yeah.

Yeah.

But folks don't understand like that road up to Lowe's up to Krogers up there, and there were two potholes up there that you could have dropped that podium in and it's lost forever.

People hit them all.

And people hit them all the time, and I was getting a call on them every day for a while.

We we try to look at all of you there's a one problem.

We try to find developers that they're bad enough, probably five and home that problem that we'll get a lot of funds on it.

And usually they'll they'll just get to that may still be the case here.

Well, a Kentucky teacher's retirement album Crowners, and I literally called the office and begged them to call it all property.

Yes.

And literally begged them to call whoever their property manager was.

I know we talked about this once it kind of broken down.

He's gonna come by and tell you a little bit about himself and what he's doing and kind of what's going on in his life a little bit.

Well, good evening, mayor, city manager, and everybody else, simple tier.

Uh, my name is Timothy Johnson.

I'm a pleasure of serving as the president and CEO of the Greater Clark Foundation.

Uh, I think you've got the opportunity to say a few words.

I'm in my fifth week, so uh I think I have the bathrooms figured out where they are located now, and uh other than that, I got everything else figured out now.

Well, you know where City Hall is.

There you go.

Absolutely.

Like that in my my first day.

So I'm excited to uh I'm excited to serve in this role.

Uh it's a role that uh I've become familiar with Winchester and Clark County, uh having previously served as the immediate past president and CEO of United Way of the Bluegrass for the last six years.

That's what brought me here to the Commonwealth of Kentucky back in 2019, um, where Clark County was one of its 10 counties in its service area.

So I have some familiarity with it, but I'm looking forward to and I've been enjoying these last few weeks, deepening sort of my knowledge of Winchester and the county as well.

I've been in philanthropy and public service for going on 30 years now.

Uh, and I've uh particularly felt that my calling has been around public health and public well-being, you know, community health.

Um, and it's prepared me for this moment.

I find myself now uh at Creator Clark Foundation.

So as you all probably know much better than I do, uh Greater Clark Foundation is a private foundation, it's place-based.

Uh it serves Clark County, Powell, and Estel.

And our job is to really help residents help residents to thrive by really investing in people, places, and ideas that help strengthen the idea of overall community well-being.

We prefer to act as a convener, a collaborator, and catalysts for community action, really acting on things that are bigger than any one entity by themselves are prepared to move on along.

It really takes a community approach.

And I feel that Great Clark Foundation right now is at a key point in its history in sustaining and growing investments in community well-being, belonging, and addressing those social determinants of health, those medical, non-medical things that really go into helping individuals and families be healthy and live their best version of themselves.

Our recent outcomes have been mostly relational in nature, uh prioritizing a healthier, more connected, more inclusive community.

But I envision that the foundation and the commission, the city of Winchester, uh, we have shared goals.

We have joint goals.

We have joint visions for how we want this community to be healthy and have the quality of life uh be the highest that it can be, particularly around community vitality and public spaces and partnerships, resident well-being and economic development.

And I want to today share with you all my desire and my my the work that I'm going to be doing going forward is to really express how I want to have an open door policy, not only just for me, but also for my team with all of you all when it comes to collaboration with uh idea generation, uh thought partnership, all with the the hope of growing a brighter and more ambitious future for Winchester.

You know, you'll see on our tagline on our website, we'll have uh a question that says, What's your ambition?

And really the way I see the foundation really uh situated is to with your help really be able to answer that question and turn that question, what's your ambition into a reality?

So I'm looking forward to meeting with you all.

I think I have meetings scheduled with everybody, and yes, I got your note, we'll reschedule, not a problem.

Um, and I'm looking forward to really just asking, you know, how can we be an even better partner to you all uh going forward?

Okay, Joy, um, item 3B resolution declaring October 2025 is city government month.

Resolution declaring October 2025 a city government month, whereas cities are the economic engine of Kentucky and more than 56 percent of Kentuckians reside within a city and rely on their city government to provide a variety of services that improve their quality of life, and whereas there are 408 cities within the Commonwealth of Kentucky, and whereas more than 30,000 people serve roles in their city government across Kentucky and deserve recognition for their contributions, and whereas the goal of city government month is to raise public awareness of what all city governments across Kentucky do and how they impact the daily lives of the residents as well as visitors, and whereas many citizens are now aware of the work done by city governments on their behalf and how critical this work is, and whereas the KLC Board of Directors has declared October 2025 a city government government month in Kentucky.

Now, therefore, be it resolved that the city of Winchester does hereby designate October 2025 a city government month.

Be it further resolved that city officials and employees are encouraged to engage residents and celebrate city government month throughout the entire month of October with creative ways to showcase the contributions of the city signed the seventh day of October 2025.

The teachers are being provided free curriculum on Kentucky's Littlest Citizens is what it'll be called, and it will be directed for K through two, and so KLC was providing uh actual curriculum lesson plans for teachers.

So we'll see how that goes this year.

If we don't like it, we'll be back to our old way next year.

I believe it's gonna be $30 extra if you want to purchase one, but that would be your one of your new license plates, which will go into effect next year.

So um if you see this around, I got a little sticker in my window up front that says the same thing, but you know that really is true.

Cities do drive Kentucky, and there's 408 cities in the state of Kentucky.

We are one of those, so there's 407 other ones, but I think we have an active city, um, a city that loves its people, and we all uh and I say this and I truly mean this.

We are in this together, and I see more partnerships, more collaboration, more people wanting to do things together and pitch in than I think I've seen in a long time.
