Uh wanna recognize just a couple people real quickly.

I'd like to say that my dear friend, Timothy Johnson is in the audience with us tonight.

Timothy, just stand up and play that folks if you would.

Timothy is the new uh executive director of the Greater Clark Foundation.

He's a welcome addition to our community.

He's been going around visiting, meeting people one-on-one, and we're all forming some really strong partnerships with each other.

And uh we're we're pretty excited about that.

So this evening is also a special evening because we're going to have a promotion.

I'm gonna take this out of order and do this first.

Um I want to say first of all, before I turn this over to Chief, it's been a rough week for our PD.

We've had several accidents, we've been a murder suicide this week that they've had to go to and um I tear up when I talk about them because these guys and gals are very special to this community.

They go through a lot of things and have to see a lot of things that the rest of us don't have to see and don't have to deal with.

So anytime you see a first responder, whether it be police or fire, say thank you.

Just stop and say thank you.

And tonight we're getting ready to honor a young man with a promotion that has become an integral part of the police department.

Um he's always polite, he's caring, he makes a great impression on the street uh with our people, and um our our WPD and our WFD are beloved in this community.

So we thank you in chief.

I'm gonna turn it over to you.

Jansen's unique comes to us, came to us in 2014 as a teenager at the time, right?

And he was a member of our explorer program.

He became a dispatcher in 2019, correct?

And in 2021, when he was old enough, he made the jump to police officer.

And since he graduated the academy, um, shortly after he came on board as a police officer, he's been under my command.

He's top-notch.

He's young, but he's ready for this.

And you heard Chiefs before me tell you that this position, the night ship control sergeant is the most important shift in the police department.

I echo that.

It's the barrier between me and the public or what may come to City Hall, and they're the ones out there at night when we're asleep and we're in bed, making sure that we don't have problems and deal with the next day, or that we do at least we're aware of them and prepared for them.

So um Jansen is overwhelmingly supported by PD staff and my command staff.

I did very well in this artist process.

And uh I appreciate Mr.

Day um participating in that process with us.

He was part of our oil interview board, didn't know any of the candidates and had a complete unbiased opinion.

I think all his stores were within four or five points of us.

So that made us feel better about the path we were on.

So with that.

Uh this is there's someone with us tonight that is near and dear to my heart.

Who has brought a lot of good to Winchester and to Clark County over the years?

Who loves this community, works in this community?

It is a reason that we're thriving in this community.

So at this time I'm gonna ask Brad Souton.

That's not who I was talking about.

But you gotta ask Brad Souton to come forward and bring Cosman with him and make the introduction and let's hear what Cosman has to say.

Um thanks for the time tonight, Mirror and uh commissioners.

Um as you know, um infiltrator um water technologies here in Winchester has been one of our best employers and best citizens for many years.

I think they came to town in 91.

But uh we've expanded, we've grown, we've hired.

I think they're well over 400 employees right now, and most recently you all uh agreed to partner with the state uh sentence for the most recent expansion.

I'd like to get into the details about that, but I brought Cosm Battery with us here tonight.

He's vice president of manufacturing at IWT for infiltrated water technologies, and um, so he's got a presentation to share with you on.

I just want to say thank you all for your support.

Um this is more square footage in the park, it's gonna be more jobs, we're excited about that.

Uh the opportunity of being here.

Uh it's really excited.

I've brought some props.

All right.

Let's uh let's maybe start with uh the video uh prove it like innovation by people we're not just leaving the industry.

Oh really quick, how many of you here heard about infrastructure?

Maybe a couple people not um with infiltrator for about three years.

I did not know anything about it.

Um as I tell everyone, that's it's absolutely the best, the best company I have ever been associated with.

I work for it, probably a few companies in my life.

Um, but really, really an amazing company.

When I moved from Los Angeles, California area here, uh and I live in a lot of big big cities around the world.

One of my first number one goals.

If I work for a company that is in a small town, I want to live in that small town.

And I do live in Winchester.

I'm a Winchester with them.

I don't just work here.

Um I hear and I and I drive these roads every single day.

So thank thank you again for the opportunity.

Thank you for everything that the city has done for infiltrator.

And I just want for those of you that have not heard about infiltrator, for those of you that have not been um to Infiltrator, you guys are welcome to visit us.

Uh so the reason I'm here today is to thank you uh for the partnership.

Thank you for everything that you're doing for us for the company, and I'll show you where we came from in 1991.

Uh, but this is actually a picture of the board of directors to our part of ADS and manned drainage system, which is the largest uh water management company in the United States.

Um, so if you see all the big drainage pipes uh around the freeways, if you see all the big storm tech product, we call it for for all the stormwater management.

That's that's ADS is the largest company in the United States uh that then manages water, and that's what we are.

We're in water business.

Infiltrator specifically, we deal sort of we like to call it dirty water.

The our parent company ADS deals with all the stormwater, so everything that kind of runs off from the from the storms from the roads, that's what ADS does.

This is the board of directors of a three ADS is about 3.2 billion dollar company.

It was in August when we actually asked them for the expansion money.

Uh, that's phase two extension.

I'll go through that in a couple minutes.

Um, and we got approved.

We took them onto a uh a tour of the facilities, and we got approved that uh that expansion top.

So thank you for your partnership.

Thank you for everything uh uh you guys are doing for us.

So found in 1987 in Wolsey Burke, Connecticut.

Uh we have over a thousand employees, and I'll show you kind of the locations.

We have a lot of patents that we we we protect all of our engineering and all of our um products that we sell out there, manufacturing facilities from Alabama to Illinois, the C Kentucky Highland, North Carolina, all the way to Oregon and Texas.

And uh, we were acquired by our at that point our biggest competitor, which is advanced drainage system, used to be a competitor, but here's a competitor of the ADS of uh Infiltrator, ADS acquire infiltrator in 2019, and then we acquired uh IWT Acquire or Renco, which is a large wastewater municipal type type systems that uh uh we acquired them in uh in October, so literally exactly a year ago, they're based out of uh out of Oregon, but 1991 first facility, and we'll see it here in a minute.

We have nine facilities in Winchester, okay?

1.2 million square feet of underroof, about 1.3 million, almost 1.4 million square feet of distribution lots in Winchester.

We have about 450 employees.

For those of you that know that Tyco uh exited the business here in Kentucky, we actually bought that that building, so we also occupy that, and we do have roughly about 120 acres, and we a lot of plans for future expansions.

So this is where we are.

Um we we are heavily focused in Winchester, but we have locations across the country.

We have 10 locations that have 18 facilities that we produce um primarily as I said, infiltrator primarily wastewater products, um, all the way from collection tanks to leech fields uh that that are used in in home residential homes as well as big industrial type uh uh wastewater and municipal wastewater, and you can see everywhere kind of sort of across the country where the the facilities are located.

Now here's a aerial map sort of of 64 and the industrial park.

I did a kind of zoom out so you can see because we fully occupy the Rockbell Road building, the old Rockwell building, we fully occupy that right now.

So that is 550,000 square feet of underroof facility.

That's number six.

You can see it on the upper left.

But as you can see right up there, number one, that is the first facility, 1991 where infiltrators started.

And one of the reasons is because that rail spur right there, and we were bringing plastic and plastic pellets and recycled plastic on that railspur right there.

Since then, facility two, facility three, four or five, six right here in Rock Road Road.

Seven is the facility we're going to talk a little more in the next slides.

Eight that we just purchased in the EasyFlow facility, which is one of our other businesses that that resides right next to the facility number three.

Okay, this is the industrial park.

You can see where we are.

We don't sort of occupy the entire industrial park, but we're working on it.

I told Mayor Reed, I love Winchester, and one by one we'll eventually buy them all.

Um but uh yeah, that's the facility we just acquired right there.

Uh, just uh probably about four months ago.

Uh we acquired that building.

We we want to bring more jobs, we want to bring more manufacturing, we want to bring more assembly, uh specifically in the advanced treatment uh of the of the wastewater.

And next one here is facility number seven.

Okay, and this is I showed you that first picture.

This is where we met.

Actually, the picture was taken right up here, right in front.

You can see the storage lots of portion.

This is one of the many storage lots and distribution lots that we have.

Um at times, we have as many as 70 truck wheels that we are on our distribution lots per day.

Okay, this is how much product we're moving every single day.

Um we just added.

I know um some of you are familiar with the with the expansion of the distribution lots, which that's right there, which is a complete um right now as it's actually full full of product.

Uh, but the reason I'm here today is one to say thank you for the partnership, but we're investing 43 million dollars in this lower expansion that's gonna come right here at the end of this about 160,000 square feet that was necessary for next part of production we go for use here, and we will add about 30,000 square feet of manufacturing space.

Okay, that is expected to create roughly about 40 new jobs, 30 in this facility, and then with the addition of building in what we call the Tyka building and a few other things that we're gonna do, roughly about 30 to 40 new jobs here in the next couple years.

Um Brad and I are continue to talk about you know how are we going to develop all this hundred plus acres that we have here, and I didn't want to spoil it yet, but we have plants and working on it.

So we're we're we're on it.

Okay.

So for those of you that have not been, I know some of you have been several times in the facilities.

This is what building that I just showed you.

This is one that looks inside.

Okay, and you're you're probably asking yourself if you are investing this much 40 plus million dollars worth of equipment, you know, you would expect probably a lot more jobs, a lot.

We're highly highly operated.

Okay, uh, we have almost for every one of the molding machines we have one or two robots at least.

Um, and the reason is is not because we don't like people, absolutely not the opposite.

The parts that we have are large.

We like people, we want we want to keep the people safe.

Uh we some of the parts that we have are over 200 pounds.

We want to make sure that that operators don't have to lift 200 pounds worth of weight.

So we put all this automation in place in order to keep people safe.

We uh we do use blades and knives to clean some of these parts.

Well, we we taught these robots how to do that.

We we teach robots to do as much as possible, and what we do majority of those jobs that we advertise and we said we're going to produce are not just operators picking parts, but a lot of them are highly skilled robot programmers, maintenance technicians.

That those are the type of jobs that we're we're we're one developing from inside of our company, and then we we can do it not develop them in the lead town or great town.

We do have the largest here in Winchester, Kentucky.

We have the largest machines in the world, not in North America, not in America in the wall.

Okay, uh that machine right back in the in the background is about 38 feet in the ground, okay, and about 30 feet above the ground.

And again, any of you want to come for a tour, you guys are wondering, we give many tours.

Um so like I said, I just cut a couple couple more slides.

What we do is we're not taking municipalities, we're not competing with municipalities.

We're we are on on-site type wastewater and storm water company.

We the opposite, we actually help municipalities, we have products that allow us to take liquid-only sewers.

Yeah, right.

Not just long, not long ago, actually, about developments that are not within the reach of municipal uh sewer systems that we have a product that can easily put a community, a small you know, block of homes, a couple hundred homes, and we can put things in place that will take that liquid only sewer anywhere, miles and miles away for absolutely a fraction of uh of the cost what it would cost to put a municipal tax system in place.

So we're not taking we're not we're not to go and take after after what the municipalities are trying to do, the opposite.

We're supplementing and we're trying to help.

What is one of the most exciting things is what we do here, and probably a lot of you don't know, and there's one more slide.

I promise I'll probably get on prepared here.

Is that we since 1993 as influencers we are producing all the product, and you saw that this distribution there with all that product sitting there?

95% of that product is made out of recycled material.

We consume a hundred and fifty plus million pounds, 15 million pounds of recycled material every year.

Okay, I can tell you actually this year we're gonna consume roughly about 220 million pounds of plastic.

Majority of that is going to be recycled material.

We have the know-house since we came here to know how to blend it.

I actually had a slide here of what we're known for with bourbon, and why is it about the burden in the blend?

That's exactly what infiltrators.

You can take any plastic blend it such to make it perfect plastic chamber, a perfect plastic tank that you know you can put it in your backyard, you can put it in your in your yard, uh front yard if you need it, and and you're you're safe.

Yeah, it's not an house.

And last but not least, we are here to protect for treasure, the most precious.

I know Kentucky, like some other states when I look at health, which are you know that the water is scarce, but here we don't have that problem, but what is becoming problem is that that's why we're investing a lot of money into cleaning that water before it actually goes back into the streets.

Yes, um, just because you likened it to a mash bill kind of says your plastic recipe per se change for the volume or the item being held, or is it pretty much the same type of product you create?

It is not as a matter of fact, for every product that we make, uh the recipes are a bit different.

Uh why?

Because we have products that they're you know, all kinds of different code from looking standpoint.

So for every single product that we make, we gotta have a different recipe, and we can blend that to all the silos.

If you guys are driving down from Paris Road or through all any of the industrial uh park roads, you see all these silos.

That's what that's what we're holding.

We're not holding grain, we're not we're not making bourbon, uh, but we're holding recycled plastic.

Uh, and that's what we take that plastic, but we know exactly from that very wide spectrum of plastic.

It can be almost anything from car bumpers to tires, uh, you name it.

And we it's ground up, it's all ground up.

We we have a very small browning ground operation that we grind uh prior parts.

Uh but we take all that and we know exactly what to do.

We have a lab on site, it's that's that's a highly accredited uh type of chem chemistry lab in the country, and we do over 25,000 tests every year because we take them to continuous sample sample sample future.

Well, I am just amazed at what you guys do out there and the amount of growth you you guys have experienced.

My nephew does a lot of contract work for you.

You you guys on your machines and stuff, and he he tells me you know that he tells me that it infiltrators one of his favorite places to go work, and he says a lot of times when his phone rings at four in the morning.

Yeah, but we do that to people.

His name is Chris Gibson, so you you know Chris.

Yes.

He says he says the only cause he'll take at that time a day is infiltrators.

We appreciate Chris.

He's he pulled out some many many uh mics or some design some of your machines.

I think absolutely, yeah.

The commissioners, if you have not toured the facility, I think I've toured at least twice.

Um it it's amazing.

So wear flat shoes, be prepared for a lot of walking because it's a phenomenal facility.

So you know, cosmic, we're we're very fortunate to have infiltrator in this community, it's a high quality manufacturing.

It's gonna say facility, but I need to say facilities, and we want you to keep growing, and we're here to support infiltrator in any way we can.

Um I shared this at um tourism this morning, but I know everybody in this room and most people in Winchester know Wallace Harrison Gator, who's been such an important part of this community for a long time.

And you all ain't raised 10,000, which is almost unbelievable.

There was just a ten dollar charge at the door, and then all the the items that were um for raffles, and it shows how much people in this community love him.

So please keep him in your thoughts and prayers as he's fighting very hard with this cancer.

Really is um and Hannah, you probably want to speak to this, but I understand that Saturday was a bit crowded.

That's why I was sorry, I couldn't.

I think it wasn't great.

Um not to spend it on your time seat.

No, I've watched it.

So I but I was glad it was and the weather cooperated and um that was a beautiful day.

I want to thank public works for putting the stage up and taking it down, and I think we take that for granted sometimes, but um they give a great job and they protect everything.

I mean um it's been used out to legacy all year, and so it's it's been well worth the money that we put into it years ago.

So and thank you, Brian, too, for watering.

Uh I just wanted to uh say he uh getting ready to enter the automated seats and I appreciate the memo about all the dates, so uh and you know we'll we'll have a special call meeting we need any and uh we're camp is still going the uh we we completed two projects today yes and and winter's coming on we're we're getting tired, so we'll we'll slow down till spring anything else no commissioner had nothing okay.

Uh just that it's up that's um election to ambulance company for uh certificate of need meeting to bring service to Winchester was that the same entity that's on the agenda for the fiscal court meeting.

We told them and they're going to take a withdrawal gotcha.

Yeah, I just want to give a shout out to the fire department because you did the ride to school for, I mean, that's a great fundraiser, and uh the kids really like that.

And I would like a ride to work somehow.

I think all of our first responders had fire.

It was a rough weekend.

Uh and all the prayers for what they uh do every day are needed, appreciated, because it's something I would be able to answer.

So I don't think we give them enough credit.

But it was a rough weekend.

Uh I wasn't there, but I I hear that everyone at Lowe's was real happy with the fire department and everybody out there on Saturday for fire protection.

They said the kids all had a good time and they all got their little hats and all like that.

And I and uh uh also uh I want to give a shout out to Lowe's who went over to Hannah McClure School Friday and did all the landscaping and uh employees volunteered for that and donated the plants and the mulch and all like that.

Drive by and take a look at look at it.

I just have two or three quick things.

One I want to ask everyone to please have your prayers with uh our assistant chief uh police department Harvey, he lost his brother this week, and let him know that our condolences chief are with him and his family, please.

I know he and his brother were very close.

Um also I was out eating dinner the other night, and is you know, usually when we any of us go out to eat dinner, we eat dinner with a lot of people as they come by and have a pothole or uh whatever and a gentleman stopped me the other night and said that a family member of his the first part of October had had a stroke in church, and that our paramedics came out there to the church and did everything the right way, and because of that, the work done by our paramedics that the lady is now fully recovered from that everything was perfect.

So if you'll let them know that that's greatly appreciated.

Um the other thing I wanted to recognize uh quickly becoming a friend of Winchester is Sherry Mulkin back here in the red sweater, and um she is with Clark Deeds and we have seen each other on numerous occasions.

She comes to Winchester often just to see kind of what's going on, what projects we have, and uh she's becoming a very good friend of the city, as I think I just said that, but we are and we appreciate it.

And I guess are you driving home to Louwolf tonight?
