So uh we'll ask Shandon to come forward or home enforcement officer and tell us what's going on with the bamboo.

Um about running bamboo.

There are a few types of bamboo.

Uh we have running bamboo and clump bamboo.

Um running bamboo is incredibly invasive, it's very vigorous, it's um it's difficult to contain, and we have several of these uh patches, if you will, in the community.

And over the years, as we've grown and as nursery stock is more available, variety stock is more available to the masses, and so different plants are getting planted, and we're just learning that these plants are very damaging to the ecosystem.

Uh we've noticed how calorie pair is just take takes over.

Well, bamboo, once it gets planted, it loves our climate, it loves uh our um our area.

So it is very aggressive once planted in this area at this latitude, and I don't know if you've driven down Moundhill, but if you have there's a big clump on Moundale, and as you can see, there is not anything else going to compete in that area.

So we could sit here and talk about all the ecological issues with bamboo, but really the issue that we probably need to consider in addition is how difficult it is once it jumps a property line to eradicate.

So I'm going to read just quickly that uh bamboo can break through barriers.

Um, it has an underground rhizome exploit cracks in concrete and push through asphalt.

It is the vigorous rhizomes can damage house foundations, swimming pools, retained walls, and underground pipes, potentially causing thousands of dollars in repairs.

It crosses property lines, it is notoriously aggressive shredder that doesn't not respect property lines and can quickly encroach on a neighbor's yard leading leading to legal disputes and expensive removal removal costs.

Um I have several pages worth of information on how to remove bamboo.

It is extremely labor intensive, and for the person that's right next to a per someone that's planted bamboo and it's crossed their property lines, they shouldn't have to go to all these extreme measures and spend not just one weekend.

We're talking multiple weekends over multiple years trying to eradicate this at quite an expense.

Um we need to consider an ordinance that would prohibit the planning of running bamboo.

Plumping bamboo, okay, uh range bamboo is is the issue, and there are several urbancies across the country, and they allow planting bamboo in containers, but they just don't want it, they just don't recommend it being planted in the ground because of its aggressive uh rhizome nature, and the genus phylostachus is the uh genus that causes the most problems.

Um I could go ahead, I could talk longer and talk to you about what some of these removal mechanisms are.

I'm looking for the I just googled, yeah.

Yeah, and where is it on Moundale?

It's the duplex cross tracks.

And it's growing over into the I think when I looked at it the other day, it looks like it's going over into the apartments, and it's also growing into electrical lines.

Well, it's that correct.

I mean, that's what it's well.

I think it's I don't know how close it is to the property lines there, close, but there's a section on Lindridge, and it is has completely escaped the neighboring property, and it is in several yards, and then we've got uh some other locations in town also.

Do you think like the one on Moundale is that like eight years old?

It is to our head of leaflets, yes.

I mean, I I can guess as to the one on Moundale, right?

I don't I don't have any method yet because I don't know why, you know, sure.

Different types of bamboo for you know whatever reason, and maybe it's just availability.

I hate this question, but how do you eradicate it?

Well, because I know James several times has tried to you cut some of that down and piles it up out front, and just a little bit later, it's all grown back.

Well, you need about there, so you have to create a six-inch barrier.

Now the clump on Windridge is probably biggest room.

So imagine a six-inch barrier all the way around.

Then you've got to go in and you've got to have all those roots, and then you've got to put uh some plastic barrier, six-inch uh plastic barrier um around that in the dirt, six inches in the dirt in the dirt to keep it over on that side, you know, on the on the other side, and then you hope it doesn't break through there, and you know, it's just constant maintenance, keeping it cut down.

Chemical means of eradication is the least recommended.

Chemical means of eradication is the least recommended, so it so and their chemical herbicide should be the method of last resort.

Sorry, I can just watch tonight.

Herbicide should be the method of last resort and require non-selected systemic products that are absorbed by plant tissues and transported down to the roots, but our um they also said the uh oh many herbicides are not fully effective against bamboo and multiple applications over several years may be required, it's just uh insidious plant and it's one thing for you to plant it if it wasn't so aggressive and cross property lines, then it's it's just difficult for neighbors to have to control something they don't plan.

Shand, is this something that uh people buy at a nursery?

Yes, so I think earlier we did a variety of a Bradford Pearl and we said it the sales you couldn't sell that with this ordinance, prohibit the sale of this.

Uh no, it's just the planning of it, just the planet in the in the ground, but not in a pot.

Because what is the difference then?

I I remember that as well.

Yeah, there is a um invasive ordinance, uh actually some legislation being put forth the state this coming year, and it might include all invasives, or all is on the uh exotic council list.

So I don't know if bandwidth is on there, uh, because it should be.

Are you talking that would be part of the legislative set session coming up?

Yes.

So should we wait to see if that's on there before we do anything locally?

Because if the state does it, then it might take care of well.

There's only one problem with that.

We've already got some established.

So do we just continue to let the stands that are growing just keep going because that's what's gonna happen.

Can't we just amend it?

I don't think we can retroactively say that what you have planted, you have to dig up now.

That was my next question in the $100 a day.

Well, the township of Burlington, New Jersey, they have done that in the event that bamboo is located upon any property within the township prior to the effective date of this prohibition, the owner andor occupant of said property shall jointly and severally be required to combine such species to prevent encroachment.

So they have to cut it back to where it's only on their property, right?

They said to get it where it's not crossing their property line.

Right.

Bill, am I hearing that right?

I guess so.

I guess you have to order it out by but we couldn't make a person who already has it in the ground go out.

Unless it's on somebody else's property, all right.

Yeah, and they wouldn't have to dig it up, they just have to keep it contact within their own property, right?

Sounds like what um hearing and nodding up here that we want to maybe you and Brian could get together, and I don't know if you need to include the tree board on this or not, and come up with a sample ordinance or an ordinance for us, and we'll review it and tweak it.

That sound like what we want to do, yeah.

But as I say, I went in about five different locations from Eve's to Mason's to Amanda's to Court Street, and everybody was very positive.

That was my third school I've got to do that in.

So I got I got to do three schools this year and there and uh had a great time.

Uh got to speak to a couple of classes and and uh speak to a professional learning group of teachers and and uh it just you know those I retired just a few years ago, I thought but there are four people there in that that work in that school that were there the last year that I was there nine years ago, uh young by vivacious staff.

Our I remember I'd teach middle school for 15 years before a job opened up at the high school now.

Every everybody in the whole department that I was there is gone, and uh they're they're but uh they did not understand the fight that we had a few years ago to get that school built, and and uh and and fighting amongst ourselves to get it built.

So uh hopefully they have greater appreciation, also got to go down and spend part of the day at the Botec school and uh make some connections there, and uh they do some absolutely great things out there and talk to the principal, and we're gonna see if maybe we can do some greater things there at night.

So Commissioner Cox is that's a great social studies teacher.

Actually, I think I did a map out of you at some point though.

I think you also were one of the winners that year for having the best grades of the class.

If we vote to approve it, everybody takes president.

She's going to be missed.

And then uh we also had another uh resignation.

Uh Robert Rice actually got a um another job, a promotion, a better job.

Um, Robert's our building inspector, so you will be seeing um that uh job posted.

Um, we're gonna try to turn that around really fast, but um Robert's gonna be actually writing the code and working from home.

Uh he's very skilled and qualified, and um he's perfect for this job.

So he served Winchester well, but uh I am sad to hear about that resume.

The Kentucky Transportation Center is excited to announce that the following employee has successfully completed the road scholar uh program specialized courses designed to strengthen the skills of transportation professionals in roadway construction, maintenance, communication, and management.

And our person who just received their road scholar is Jesse McCoy.

So I'm thrilled that he received that.

Uh his graduation will be December 11th in Shelbyville.

If anyone wants to go, that's where District 7 is hosting theirs along with a few other districts.

So we're very proud of Jesse, what he's done, told me he hopes to achieve his roadmaster by next year.

So we'll we'll do what we can do, but heads off to Jesse.

The next thing I had I just want to share uh with everyone that I was at a regional opportunity council meeting at BCTC yesterday.

Last fall of 2024, the enrollment at our campus here was 439.

Um already this fall it was 540.

So they've grown what is that, 101 on that.

So they've had a 23 percent increase from fall to fall, and spring to spring right now.

It is a 61.1% increase.

So more kids at the high school are choosing dual credit uh so they can actually go.

I know our Ella uh did that and graduate with 61 credit hours, and she'll be graduating from the UK early.

Uh in fact, next December.

So we're really really proud of her.

The next thing I wanted to mention, there is a new house bill that passed House Bill 664.

Um it's a new pilot program and it uh what it's doing, and Brian's sure if I already familiar with this, it's authorizing automated speed enforcement devices, and it's estimated that there's just gonna be a couple three, four pilot programs going on.

One of those is Fayette County, and that will be US 25, which is Richmond Road, and Kentucky 418, which is Athens Boonsboro Road.

So these devices we will be put out in work zones.

If anyone um fines, I think they said started at 500, and if anyone is actually injured or killed, fines will range from 500 to 10,000 dollars in fines.

So they're very serious about what's going on with the work zone.

So we need to be aware of that and be sure that we chief that we watch for work zones and what's going on.

But they do have a device, takes a picture of the uh license plate and contacts the person through that.

So I wanted to mention that.

And then the last thing I want to mention was there's a new book out, it's called Fairy Tales.

Uh this was written by Heather Carter, uh, owns fairy tales, and the whole point of this book is to try to lead people to pet adoption.

We have 50 animals at her facility alone right now, waiting to be adopted.

The book is based on these two little pups on the back, and they are special needs dogs, and they have been waiting a year to be adopted, and they want them adopted together because they've become attached to each other.

So these are for sale at um Amanda's, they're for sale down at Mason's, uh, several places, but um it's the help with adoptions and to get our pets a home uh forever home.

So I wanted to mention that, and I think that's all I have.

Captain Charles was a baker intermediate for a membership program that he participates in, and he was just pulled in the parking lot, and he noticed the child was attempting to get off the school grounds, and it was suspicious to him, and he immediately took action, followed the child, was able to uh safely take him back into custody and bring him back to the school.

And Ms.

Courtney, if you want to come up and say I'm gonna let you could you ask to I know I got something for Captain Charles.

So this is Max, he's on the 12.

He has level three on global options and let's see.

So cognitive week he's more like a one or two-year-old, he has no sense of major.

So in the wink of an eye, he can quickly escape safe places and putting himself in very unsafe situations.

So thank God that Officer Charles was in the exact right place at the right time and saved my cook, potentially in a really tragic situation.

So we are so thankful to you with my opinion.

And I think it's really important to honor and recognize that you are our true law enforcement hero, and it's just nice that our community in Manchester has heroes.

So what money we get out of these, we'll buy some ones to put it into the process.
