You know, I think it's different from a profit run business.

Uh because I I don't like them to well, up the street from me, we had a uh a for-profit entity up there that that was a mess.

But is there a for-profit business?

Shouldn't they have to adhere to the same rules as a person running a garage out of their out of their building or a person having a beauty shop in their house?

Since it's a for profit thing, and have to go before the board of adjustments and adhere to the same rules and guidelines that those those folks do.

Yeah, well this is to be considered by the board of adjustments.

Yeah, so they consider that as part of the recovery residence as well, right?

And things like that.

Yes, and and no, it's a little bit different because of fair housing.

That impacts housing federal fair health laws impact recovery residents to some degree might be different than a Harrison law.

So but it but in general, I think you're right that this is gonna be this is gonna be reviewed by and passed or rejected by the board of adjustments.

Yeah, and I mean a a non-profit shouldn't be able to operate differently, I think, than for that a for-profit.

Well, if they're gonna be recovery residents, they still have to at least comport with the recovery residence that you 22500, yeah, or they cannot, yes.

That's state law, yes.

That is adopted not just by reference, but set out a lot.

Yeah, I mean, it doesn't matter whether or not it's for a profit or not for a profit.

Well, what if the board of adjustment says no, you you can't come here?

You can't have like four up around the block from me that had a a two bedroom house with 12 people in it, you know.

Well then that would have an enforcement action if they're operating illegally, then I mean that they can be shut out according to the order.

This gives it work the you know this order to do that, the ability to do that, which we currently do not have lawfully the ability to do that, yeah.

Well, this shut itself down when they basically destroyed the house and and uh broke it down every car on the street to at least one anything else you want to highlight I did I just you know what it just and the business license being a thousand dollars uh for these is that the general business license price?

No, with the business license if you look on it in section four under the requirements for the recovery residents under uh to a maintenance of they have to have a business license, which is the what which would be the general business license, but there's a yearly fee of a thousand dollars that's paid at home uh in addition, in addition in business okay, there's a fee licensure fee that's associated with this type of activity.

Okay, well, would that be waived if it's a nonprofit or not as it's currently laid out, no?

Business like it would be the business business.

Okay, I'm charge a ones.

A non profit okay, but the licensure fee would not be waived.

Okay, it's a thousand dollars annually, right?

It is.

I think I if I read that correctly.

The yearly fee is a thousand dollars and it's paid upon renewal of the business license itself.

When they go to pay their business license, then they would follow up with that.

Well, and just uh start a pot of it.

So if they're not having to pay for a business license, what are the like what steps would you still bill it out like you would with the business license and then there'd still be other sort of to initially on get the business license if they are doing a uh brick and mortar or up something that other people will be in outside of then they would I think we can get inspections and then that is a renewal that they do have to do annual even if they don't pay the fee, it will need to be already annually and we get this in up to be ready?

A late fee tied to any of those kinds of things.

I don't know how to try to wait beyond a fee.

Uh, if you'll indulge me just a second, I want to address the commission a little bit.

I'm uh today, tomorrow, and Thursday.

I have the absolute pleasure in the police executive command conference with Richmond DLC JT, and there are 83 in the class that are all chief assistant chief sheriffs or chief deputies.

And this morning we had the great pleasure.

And Chief Craig got to go first because the chief uh CD show he was very uncomfortable.

We had to stand up with a microphone and introduce ourselves and what our position was, and they asked us to uh speak to the biggest challenge that we face in our department, and everybody in the room just about probably 90% or better said staffing and budget and being able to compete.

And I'm just proud that you guys allow us to be a competitor police department, and we can hire guys if we're getting ready to do.

Uh we had a great group of applicants.

Um, as you know, the city manager and I and Alicia and finance work to kind of we've been behind, we've been down 32 people as low as we've been since I've been around the police department in many years, 20 years.

So um we're trying to build that back up.

It's kind of a three-step process.

This is step two.

We hired a couple certified people.

As you know, these two came to the top of the process, uh uncertified, they landed at the top.

Um you two want to come up here beside me.

Ken and Martin, uh, ready to get over some hurdles there on his paternal side.

There's a little shady character.

But we got to agree that we're ready to do a record.

So I will say that, but just thankful for you guys.

These are exactly what we're looking for.

These are hometown boys, they live here.

This is their community.

This one grazing his children here.

Um exactly what we want.

Uh was told today there's 22 openings in the July Basic Training Academy at DLC JT, so that's where they're gonna land because we can put a minute after you all do this tonight.

Uh at our last meeting, and in between that, I uh had the pleasure of walking uh high side of Main Street to complete the bucket list that was left over with Mike and Chris Frazier and the Palmer engineer and gentlemen.

And I saw Chris Frazier out this week, uh completing his bucket list and everything that we had all of that.

Mike had on his list, and uh think you were well, and uh don't know if everything got completed, but I did see them a few more.

We've got just a few more items to knock out.

Jesse's working on those as we speak.

There was corresponding back and forth with Ian Chris today on a few of the items that he needs to take care of.

So we're getting really close.

Hopefully, in the next meeting or two, um, we'll be able to bring that project before you all for uh before the commission um for final approval.

And one thing to be reminded of is we bring that to you for final approval.

There's a warranty period that goes with that project as well for the workmanship and the construction there.

So um that was you know, we this this isn't the end of the road.

We accept it finally, but it but then there's a warranty that goes with that.

So um definitely glad that we have those type of things in the contracts and that we do.

And I drove over there, and it looks like WMU is doing something over there.

Uh the splice park, um, the opening of the spice park will be on May the 23rd at 10 a.m.

Um, we'll do a formal opening of that for the for the season pretty much, but uh um just encourage those, and there is a backup date, which is May the 30th, but hopefully we get it on May May the 23rd.

And then I just wanted to bring to your attention as well.

Um, and I told the Chiefs this when we walked in the room, but um this past month um for the month of March, we're about 11,000 um in excess of overall fuel budget for the month and and uh directly related to fuel cost.

Didn't really do anything any different than we done because I did a six-month review of it and and to see where we're at.

So it it is making an impact operationally, so I just want you to know uh and be aware that you know these costs they impact our services, they impact our everything that we do on a daily basis, and you know police fire EMS.

Um I mean, every time that truck goes out and every time they go to a call, um it it it impacts the city.

So uh I mean I just want you to be aware of these things, and we're we're paying attention to it.

I know uh Chief Whitley's even mentioned to me that he had a meeting with the staff about it at the beginning of the week yesterday um to discuss that.

So what's not non-essential, we need to try to keep uh the miles down and try to preserve where we can.

Well, budgets are tight everywhere right now.

They are and we we are no different.

Um, you know, money comes in, money goes out.

The timing is is a big issue for us more than anything when we get the funds in and then what when when things come due.

So you know it's nice to do projects, it's nice to see the things that we do, but uh timing is critical in payment of bills and receipt of revenues uh from those that uh help us to provide the services that we provide.

Okay, Commissioner Tool, I believe you had something else.

I did want to circle back if that's okay, just to piggyback off of what uh Mr.

Flynn said.

Budgets and flashpad are um parts of recreation, always can use more assistance and funding, and it's never about me, but last year we both talked about donating flash pad and I put $500 up.

So it's like a ice water bucket challenge.

I challenge anyone else to do any amount that they're comfortable with.

You know, I was fortunate at that time that I could do that amount, but we really could use a little more assistance in getting our splash pad funded for admittance for our children to be able to do that for free.

And I think there's a town that could help them.

There's a yes, yeah, I'm pretty sure absolutely step to the point.

But just a reminder, a little a little luck goes a long way with that type of donation.

I talked to Alicia a little bit ago and she's already ahead of me uh asking her to uh give us a printout or a spreadsheet on um monies we have borrowed and what we have paid down and where we are.

Uh we don't miss our payments, and uh I think we're we're good citizens when we do that.

Also, uh we received a um email, I guess that was Friday from um the developer who's developing the property on Kobe Road, and um telling me that a press release was going out uh either yesterday or today that Publix is official uh that will begin in the very near future.

Um also we had a nice discussion uh on what some of the out parcels might be, and I think our community is gonna be very happy.
