5:13I know I've met with them on two occasions that I can recall.
5:18And there's a couple things there that we can look at and I'll forward those questions to Bill, but I'm gonna bring that group back together once again for any final comments.
5:28We'll call I guess the biggest question I got, or the what I would need to know is number one.
5:36We've got first reading of an ordinance that's before us, or that that was it before the commission at the last meeting.
5:42If I bring if we bring some revisions back to the ordinance that's there, is there gonna be legally?
5:51Do I have to do we have to uh first and second events and second reading?
5:56That's probably one of the biggest questions that I've got.
5:58I don't care about the revisions, and at the end of the day, um, you know, this ordinance, I know people's got their own uh the the ordinance from my perspective is I'm trying to protect the city of Winchester and protect those that are providing the services to protect our citizens uh that are uh that are out there in regards to to this ordinance.
6:24Now there's other things that are there that are I'm sure important to those folks who operate the facilities who do these type of things, but my goal and and my main focus in this is to make sure that the law enforcement and those that provide first responder services are protected and can do what they need to do as it relates to the to the operation of these type of facilities.
6:48That's first and foremost in my mind, and then and then any subsequent um benefits that are there.
6:55Um I'm all for them as well.
6:58So um we'll bring that group back together again.
7:01Okay, um, and that that's quite a substantial group.
7:04There's 10 12 in that group that's around the table that include some of these folks that are that are right here, and we'll uh hash that out.
7:13And then I did talk to Mr.
7:15Palmer prior to the meeting, and he's got a few questions he wants to ask as well, and I'll run those by Bill and make sure that we take care of any of those things before we bring this back.
7:25So I'll and I'll give Bill to answer the question of whether or not we have to have first and second reading.
7:32Uh and and I will we'll be sure everybody's in agreement for tabling, correct?

10:18Um so with the scope of the project like this, does this go to a public bid or how did how did this project unfold?
10:27I guess I'm just wondering if anyone else bid it out.
10:30We talked about for the engineering from professional engineering services.

10:36This is just this is just for the engineering services that are part of the project, and what we'll do is it will be bid out once these plans are done.
10:46But we're in the process, these monies that are allocated for this were allocated in last year's budget.
10:54And then uh as we get closer to when we have construction documents, then we'll publicly bid that project, and then you'll have to you know make a decision on the low bid.
11:07Yes, I'll talk about the technological bidding.
11:10Okay, and then they did phase, they did phase one of the design, and they already had all the uh uh survey work and all the other things that are associated with that, and then this will add phase and there's an architectural part of this as well.
11:25There's an architect landscape and all that that's part of this service, and they'll oversee it through construction to the end of the project, and then they'll work with Alicia as well as she hopefully uh tries we get some uh grant funds to help pay for that project.
