Father, we come to you this evening thanking you for the good day that you've given us now as we uh come to the business of the city.

We pray for your protection for our community for the people here, and uh Lord that you would uh provide a means of uh escape from uh any danger that uh might be presented.

Um I pray for uh those that uh are less fortunate this evening and uh protect them and watch over them and God just guide us and direct us in all that we do.

May you get all the honor and the glory we make our prayer this evening in Jesus' name.

Yeah, Commissioner Cox told me earlier today he might be running late.

He was in Moorhead, so um it's all on that.

Okay, uh I'm gonna call our city manager up and let him go over our city project updates.

Yes, Mr.

All right.

Um I didn't put together a an exhaustive uh project update list of some things to provide the commission with some uh information as it relates to where we stand today.

Um we're halfway through uh our year starting a new physical year halfway through the calendar year and uh already uh a lot of things uh continue to uh are going on and and things continue to develop as uh we move through the month of July.

So the first thing that I'll mention tonight um just sorry is the fund the funded active projects, uh those that we've got monies for that are active that are currently ongoing.

Uh we forgot about this a little bit.

The first project that's on the list is 7th Street Alternative Route Project.

Um that's been there for quite some time and as you recall uh the project was developed was developed to alleviate uh heavy uh construction type traffic that was on 7th Street and then that which was on Magnolia as well.

There was two streets that were impacted with that, and uh we still are working on that project.

We did a redesign, um initiated a redesign about uh 12 to 18 months ago.

Uh and then doing that, we had to make new right-of-way plans, all the uh basically from the ground up some of that stuff just to uh be able to uh submit to the uh powers that be for uh permits and all those type of things.

Uh we met um last week.

Our rightway plans are near completion, and once those right-of-way plans are complete, then we'll they will begin Palmer will be in the acquisition of the easements.

So we have to have the evidence.

We don't want to move any further until we have the easements and uh finalize the plans.

I will say that the plans and construction plans are probably in that 40 to 50 percent uh range as far as being complete, so it wouldn't be too hard once we got the right way to do that.

Um thing I want to bring to your attention tonight is is that there's an agreement between City of Winchester and the Kentucky Department of Transportation related to the funding that's associated with that project.

That agreement was extended to December of 2027 uh for a finality of that agreement construction to be complete.

Well, I can tell you standing here today that there's no way that that's uh that will be met.

So what will happen is probably June and July of 2027, and there'll be something that'll be coming forward from the Department of Transportation.

You'll be required this extending the agreement.

They're not going to not extend the agreement due to the fact that the monies that have already been invested and the work that's already been put forth in that.

I know it's took some time to uh get to this point with this project, but it is a very complicated project, and when you've got acquisition of property, and in this case, it might be uh some imminent domain or something that might be involved.

I'm not saying there will or there won't, but there's possibility for the benefit of public good in the regard in regard to construction of that route.

Um, it takes time to go put these types of projects.

So uh it's still there.

Um the cost assessment for that project was about 4.8 million dollars.

The time is passed now.

I'd say that cost estimate is uh um will need to be updated.

I'd say you're probably going to add nearly another million dollars to that project.

So we're gonna have to work.

I'm gonna have to work with Alicia and those uh the feed, we're gonna have to try to find some additional monies to uh most likely uh push that project across the finish line and get it done.

I think it'll open up other things there once that project's done anyway, and it'll help uh that exit exit 96 that's there uh with development in that area.

Second project on the list that's acted as Fifth Street Railway Improvements.

Uh, Jesse can give you probably a better update than I can.

I wasn't I was over there yesterday.

Uh the channel, all the uh the culture that was there, the existing culprit's been removed.

Uh, the channel's been opened up.

The grade work, uh, majority of the grade work that is done there.

There's some other things that uh have to go on.

A lot of clearing has uh taken place, and tonight on your agenda for the 530 meeting, you'll see that there's a change order uh that's on there related to this project, and that's for the installation of fences and other things that weren't included in the original plan set.

And the reason that we did that, we've got $350,000 there.

We got a very good bid for the work that was um well under that $350,000.

We will not exceed the budget in doing that.

Those are grant funds, just use those grant funds as much as we can to make that project very nice and uh you know, put up a good fence and barriers around there that uh looks like that uh uh we know what we're doing, which we do, and it'll give it a very professional finish in what we do there.

So that's uh what we were uh doing there.
