Father, we come to you this evening thanking you for the good day that you've given us now as we uh come to the business of the city.

We pray for your protection for our community for the people here, and uh Lord that you would uh provide a means of uh escape from uh any danger that uh might be presented.

Um I pray for uh those that uh are less fortunate this evening and uh protect them and watch over them and God just guide us and direct us in all that we do.

May you get all the honor and the glory we make our prayer this evening in Jesus' name.

Yeah, Commissioner Cox told me earlier today he might be running late.

He was in Moorhead, so um it's all on that.

Okay, uh I'm gonna call our city manager up and let him go over our city project updates.

Yes, Mr.

All right.

Um I didn't put together a an exhaustive uh project update list of some things to provide the commission with some uh information as it relates to where we stand today.

Um we're halfway through uh our year starting a new physical year halfway through the calendar year and uh already uh a lot of things uh continue to uh are going on and and things continue to develop as uh we move through the month of July.

So the first thing that I'll mention tonight um just sorry is the fund the funded active projects, uh those that we've got monies for that are active that are currently ongoing.

Uh we forgot about this a little bit.

The first project that's on the list is 7th Street Alternative Route Project.

Um that's been there for quite some time and as you recall uh the project was developed was developed to alleviate uh heavy uh construction type traffic that was on 7th Street and then that which was on Magnolia as well.

There was two streets that were impacted with that, and uh we still are working on that project.

We did a redesign, um initiated a redesign about uh 12 to 18 months ago.

Uh and then doing that, we had to make new right-of-way plans, all the uh basically from the ground up some of that stuff just to uh be able to uh submit to the uh powers that be for uh permits and all those type of things.

Uh we met um last week.

Our rightway plans are near completion, and once those right-of-way plans are complete, then we'll they will begin Palmer will be in the acquisition of the easements.

So we have to have the evidence.

We don't want to move any further until we have the easements and uh finalize the plans.

I will say that the plans and construction plans are probably in that 40 to 50 percent uh range as far as being complete, so it wouldn't be too hard once we got the right way to do that.

Um thing I want to bring to your attention tonight is is that there's an agreement between City of Winchester and the Kentucky Department of Transportation related to the funding that's associated with that project.

That agreement was extended to December of 2027 uh for a finality of that agreement construction to be complete.

Well, I can tell you standing here today that there's no way that that's uh that will be met.

So what will happen is probably June and July of 2027, and there'll be something that'll be coming forward from the Department of Transportation.

You'll be required this extending the agreement.

They're not going to not extend the agreement due to the fact that the monies that have already been invested and the work that's already been put forth in that.

I know it's took some time to uh get to this point with this project, but it is a very complicated project, and when you've got acquisition of property, and in this case, it might be uh some imminent domain or something that might be involved.

I'm not saying there will or there won't, but there's possibility for the benefit of public good in the regard in regard to construction of that route.

Um, it takes time to go put these types of projects.

So uh it's still there.

Um the cost assessment for that project was about 4.8 million dollars.

The time is passed now.

I'd say that cost estimate is uh um will need to be updated.

I'd say you're probably going to add nearly another million dollars to that project.

So we're gonna have to work.

I'm gonna have to work with Alicia and those uh the feed, we're gonna have to try to find some additional monies to uh most likely uh push that project across the finish line and get it done.

I think it'll open up other things there once that project's done anyway, and it'll help uh that exit exit 96 that's there uh with development in that area.

Second project on the list that's acted as Fifth Street Railway Improvements.

Uh, Jesse can give you probably a better update than I can.

I wasn't I was over there yesterday.

Uh the channel, all the uh the culture that was there, the existing culprit's been removed.

Uh, the channel's been opened up.

The grade work, uh, majority of the grade work that is done there.

There's some other things that uh have to go on.

A lot of clearing has uh taken place, and tonight on your agenda for the 530 meeting, you'll see that there's a change order uh that's on there related to this project, and that's for the installation of fences and other things that weren't included in the original plan set.

And the reason that we did that, we've got $350,000 there.

We got a very good bid for the work that was um well under that $350,000.

We will not exceed the budget in doing that.

Those are grant funds, just use those grant funds as much as we can to make that project very nice and uh you know, put up a good fence and barriers around there that uh looks like that uh uh we know what we're doing, which we do, and it'll give it a very professional finish in what we do there.

So that's uh what we were uh doing there.

Lincoln Street, many of you have been down Lincoln Street, you've seen the work that's going on there.

Phase two is underway, demolition, clearing.

Uh Jesse sent me a picture this afternoon.

I was down that street yesterday as well.

Man, water transformation already on that side of the street that's occurred uh with phase two.

So we're very uh excited about that.

Um the goal is to get two homes built this year uh with the uh anticipation to build the other homes next year.

You heard an update from Miss Lowry at the last meeting in regards to that project.

Uh it continues to go smooth.

Phase two is about a 1.52 million dollar project.

So that's how much money is being expended there with the CDBG funds, and we cannot get another CDBG grant until we close that one out.

And uh so we've got to get those homes built in order that we can reapply for those funds.

The last project that's active on this list is stormwater management asset plan, and we're in the process right now with Prime Engineering.

Uh Jesse's uh met with the uh project manager there.

We're working to complete phase three of that project uh that was budgeted this year for 187,500.

So we continue with that.

What that's doing is we're mapping out our system, identifying the uh uh infrastructure that we have because the first piece of any stormwater management uh project or anything you've got to know what you have in order to be able to know what you've got to do to fix it or make repairs to it.

And there's a lot of our system that we just uh that's varied that's been there for many many years that we may not know existed, and um we're trying to uh correct that and uh have a uh a mapping system and have an inventory system by which we uh grind and his staff can maintain that and uh provide uh solid recommendations to you as a commission on the projects that we need to do uh based upon uh their assessment of them.

Going to the next slide, it's unfunded active or partial funding.

Um the the two top ones are the uh Martin Luther King Bridge replacement project and the Shoppers Drive and the roundabout project that's there.

Um they're individual projects, but we chose uh from the funding perspective.

We've been working uh in this uh Alicia's uh work very hard to um put this into play is to get those two projects together.

Um we're uh money wise, we still need $700,000 to do both of those projects.

We've got uh over a million dollars worth of funding already committed to those projects, but we did it as a corridor project because we're working in the same area.

Uh it made sense, it'll make more sense as well as we have to deal with the school, uh the three schools that we have in those areas, and we're gonna probably have to do this definitely uh when school's out.

The proposal right now is the spring of 2027, um, and we still uh need that we're awaiting grant decision prior to finalizing the design of the shopper's drive, the roundabout portion of it.

But the bridge replacement, we've already got plans together.

We've submitted those.

Um, we've got approval of the design of that.

We are having to work through some issues with regards to relocation of the stop lights and some of the other things that are there in that area.

The traffic engineers are very kicky on what we do.

We want to do it the way they want us to do it, but they permit it, and they're responding, you know, and we do it the way they ask us to, then they're they have to hold some responsibility in that.

So we're working through all those issues, those projects are moving forward, and we're just a what we're waiting for some answers right now.

Um, there's been some change uh at the uh uh Frankfurt government level in regards to who holds the this the final decision to some of these grants, and with that change uh in leadership there we're waiting those decisions.

Main Street uh improvements, phases two and three.

Uh, we're awaiting grant decisions there.

Uh, we need approximately 3.37 million dollars to done based upon the estimates to do that.

If you and part of that uh money uh that was requested there is for design, which is different than what we did in phase one of Main Street.

We already had the design completed before we went and got the grant.

Well, with this one, we're going to be paying for the design with those grant monies.

It looks favorable.

We've got favorable responses back from staff.

Uh, we're just waiting on them to make that final decision.

And again, I think it's related to the change in leadership with those that uh have authority in those areas.

Depot street and improvements phases two and three have thought about that for a while, but uh uh I think we uh we would all acknowledge that uh uh improving going forward with those is is a necessity in my in my view in regards to the the traffic that we get on Depot Street and the things that have been happening with the farmers market and all the other activities that are there.

Um we're preparing for the design in August 2026.

We've already talked to the engineer, we've already allocated the monies uh for that, so we're looking at about 70 to 85,000.

Uh those are the rough numbers.

We won't be over that.

Uh I know the the 85 mark uh in regard to designing that.

That'll include restroom facilities, another um another portion of the awning and stuff that's there that will replicate what we already have in place.

Phase three does some more of the uh things that uh you know sprooch it up, make it a little bit uh uh nicer.

But the main thing is if we can get some restrooms and some other things down there, I think that would facilitate uh a lot more of the activities we have.

So we're looking forward to that.

Uh we need about 1.4 million dollars for that one.

The the last three that are on there, Barlow Drive Stormwater improvements.

You've heard this.

This is a shovel ready project.

We have plans ready, it's unfunded.

Um, and I'll tell you stormwater funds are very difficult to get.

And I think that uh Alicia uh Martin would tell you that probably some of the hardest to get.

And uh, you know, we've got two there, Barlow Drive and Wall Alley, they're both ready.

Uh we can basically pull the trigger on those, but I mean, when you're talking uh, you know, two two million dollars right there in those two projects.

Um we've got to have another funding mechanism to help us, and uh, we've just not been able to pinpoint the right one yet.

But once we get a uh a handle on some of those, maybe we will be able to.

Fair home storm detention improvements is something you haven't seen before.

Uh, we've submitted a grant for design of those improvements for 31 or 34,920, and we're working on that uh today as it completed projects and warranty phase.

You're familiar with most of these that are on here are all four of these Jackson Street Bridge.

One year completion was August 2026.

They actually just did a punch list on that job last week, and uh so uh it was a good project and uh pretty flawless really uh that project half a million dollars.

We got that money from the uh uh the county bridge improvement program funds um paid for every bit of that, so we're we're we're glad to be able to finish that on Fulton Road.

Uh Commission one year approval is November of 2025.

That's when you approve the project.

So we're gonna we're getting ready here in the next month or so to go out and do the warranty inspection for that and send any uh deficiencies that are there from the warranty to them and finalize that project.

The uh squash part uh substantial completion one year date was October of 2025 when you approved it.

Uh, we'll be out doing a uh punch list of that prior to that as well.

I can tell you that uh we've had a couple of items already that we had to call the uh not the contractor but the uh the supplier of the equipment, and uh they've been uh right on right on cue.

They've come and replaced it, done what they're supposed to do.

So PSS is the supplier of that equipment.

They've they've been very responsive, and uh, we're glad you all seen.

I'm sure I go over there probably once a week not to play in the splash cars just to see what's going on.

And uh we've had many visitors.

I know when we did our uh um our TV thing up here, I talked to Jeff, and uh well over a thousand something visitors and in a short amount of time that we had there.

It's really doing well, and uh I'm thankful that uh you as commission uh allowed us to do that project and get it complete because I think it's been a very nice addition to our community.

Main Street High Side project, uh project acceptance is expected this coming month, so get ready.

Uh final change order, project completion.

Change order has been approved by the state.

That change order is merely just the quantities up and down and a few other little things.

Uh, we come in well under the money's 4.4 million dollars is what we were allocating.

We're going to come in at about 3.7, 3.8 million dollars uh of that uh those money.

And I think what that's going to do for us, they've seen our main street, they've been down here, they know what we've done.

There's been we've had tons of events already.

You're getting ready to have one August the first.

What that does is just improve our chances of getting those next tax grant funds.

And uh, we want to do phases two and three, and and and finish this up and have a downtown that we can say uh that we went from one end of it to the other and replace all the sidewalks and done all the things that are needed to bring it.

We want to just discuss it tonight, but we have just won an award for our main street, which will be yes, next year.

All right, so miscellaneous projects and work, things that are going on, some of the things that uh you may not see or hear all the time.

We are actively looking at a fire police department safety campus and some property.

I mean, there's no doubt that our fire departments are on our police department.

Uh is growing, we're outgrowing our facilities.

We need uh our some of our facilities are outdated.

We need to be properly planning for the future, and we're doing that.

We're reviewing options related to property and funding uh for that.

Um, I've got Alicia working on the grant part of it.

We've got this uh Alicia Mayab from the finance part of it working on it, and both of the chiefs have actively been working uh with us to uh look at things that uh are going to be um out at several years from now.

We don't need to do planning for tomorrow with this kind of stuff.

We need to be planning five to ten years out from now where we're gonna be uh and that's uh what we're doing.

New developments, you drive around town, you know it.

I'm sure you know all of them, you've seen them all on Facebook or whatever, or whatever the comments are.

But we've been working with developers on tax incentive and uh proposals, things that we can do to incentivize and make it uh more palatable for them to come.

It costs them a lot of money as well.

I know you can say, well, if they want to develop here, you know, there's been but we've got to provide some mechanisms by which to offset some of their costs.

Uh, we're not getting anything now, so um, you know, and if we don't bring the development, we're sure not going to get anything.

So we've got to have some development to offset some of those things, and that's uh some of the things that we've been working on.

Actually, we're working with two developers right now to come to uh some agreement on that and bring some proposals to uh the commission for consideration uh in the future.

Property revitalization continues.

Ms.

Diana does an excellent job with this um in various locations throughout the city.

Um we continue to work on properties that are uh uh dilapidated and uh need improvement.

Our administrative hearing board uh you know they met last night, and um you know it's not just about purchasing property.

We we worked out some agreements with some folks to uh recently to be able to purchase their property back, and we're in the process of that right now, and hopefully that continues to go through.

But there's things that uh we're doing that uh that are positive and um are doing positive things for our community as well.

Last thing I'll end up with is grants.

Um may not know this, but uh we have applied for already in six months this year.

We've applied for $8.6 million dollars worth of grant.

Um that's something that that we haven't been doing, you know, that that wasn't done before.

It's never been never been done.

And uh so far we have approximately 1.5 million awarded this year already in grants, which is tremendous.

You've got one in your in for part of your informational packing tonight.

Um that was 1.2 million, uh, 1.2, 1.3 million dollars worth of monies that were awarded uh for that uh paramedicine program.

So it's it's good stuff, and uh you know uh I didn't realize it myself that um how how much we've really needed somebody to be working and trying to find grants.

They're there.

Um we just uh we gotta go out there and find them, and we I feel like we've got one of the best uh that's there out there looking for grants for us and uh our community, and you know, these grants while they're for the city, ultimately they help us all.

They help the county, they help everybody that uh is involved here.

So it's a it's a good thing, and uh I'm proud to be part of it.

We got a lot of things going on, we got a lot of staff things going on.

Uh we got a lot of things on the agenda tonight in the 530, uh, that uh you know, and and it just speaks volumes to you guys and the staff here.

You've got uh that many we've got 10 retirements from the month of May to November, and these are high ranging people, and so that means that they've stayed at the city of Winchester by retirement.

They stayed that's what we want.

You want your people to stay here and uh be long-serving, longevity, it's very important, and it's because of the decisions that you all have made uh in order to uh keep those folks, and we got one behind me.

I know he's not gonna uh he won't say nothing, and he'll break it right in the face right now, and he knows who I'm talking about, talking about it.

But that those are the kind of people that we want, and we we want to invest our our money and our time and our effort, and so we're we're thankful for those things, and uh we got a lot of good things happening.

We're just gonna keep going in that room.

I do want to just say something quickly there uh about how proud I am of our fire department with the EMS revenues that they're generating.

Um that's magnificent.

It's been what's happening at the fire department.

That's the most in um I guess history.

Yeah, but one point, and just say the number 1.972 million dollars in the EMS revenue that we brought in, and it's because of the five-year plan that those guys put in place.

So um it's it's tremendous.

And you see that little goat on that one.

That that's that staff.

It's kind of a little thing that we do.

Um, you know, each time we break a record.
